Min asked to provide more autonomy to municipal corporation

Kanpur: The Corporators Welfare Association of Kanpur Municipal Corporation on Wednesday presented their stand on three key issues before urban development minister Arvind Kumar Sharma and principal secretary, urban development Amrit Abhijat.
The discussions took place on the Sambhav portal, with municipal commissioner Kanpur Nagar, Sudhir Kumar, also in attendance to submit KMC's standpoint.
According to the KMC officials, a meeting was previously conducted between the urban development minister, and Naveen Pandit, president of the Corporators Welfare Association, along with patron Amit Pandey on June 16 at Lucknow. The Association had provided three written submissions to the minister during the meeting.
The Association emphasised that the disputes between the KMC and Kanpur Development Authority are forwarded to the commissioner, Kanpur division, where decisions are consistently made in favour of KDA because the commissioner is also the chairman of KDA. The Association has requested appointment of a different officer, instead of the commissioner for resolving disputes between KMC and KDA.
The second issue raised relates to the sewage farm.
The municipal corporation possesses 1200 acres of sewage farm land, which officially belongs to it. However, KDA has approved two projects for this land during its board meeting. Despite the fact that this land's use cannot be changed due to a previous order from the Allahabad high court, KDA is allegedly proceeding with these projects without adhering to the court's decision.
Further disputes regarding land have also emerged in the Smart City project.
KDA has been granted rights over land from the gram samaj and Improvement Trust, an arrangement unique to Kanpur and not found in the other 16 municipal corporations.
It was highlighted that cities in Madhya Pradesh and Maharashtra are advancing. Kanpur, formerly the largest city in Uttar Pradesh, has now fallen behind. The Association attributes this setback to Kanpur Municipal Corporation's lack of authority.
Regarding these three issues, the Welfare Association had submitted its position and urged that authority be granted to municipal corporations, Naveen Pandit said.

Municipalities upgrade infrastructure in low-income settlements

A major revamp of public utilities across low-income settlements is under way in the town and suburbs as the Oulgaret and Puducherry Municipalities have stepped up investments in various civil works under the Union Government's Cities Investments to Innovate Integrate and Sustain (CITIIS) Challenge programme. Around ₹ 34 crore was being spent by both the municipalities to improve internal road infrastructure, construct LPG crematoriums, renovate dhobikhanas, construct drains, strengthen storm water drains, upgrade cremation and burial grounds, construct community toilets and parks under their limits. While the Pondicherry Municipality has taken up works to the tune of around ₹ 17 crore for various projects including construction of LPG crematoriums at Mudaliarpet, Sanniyasithope and Dhobikhanas, almost same amount had been incurred by Oulgaret in improving roads at Jeevananthapuram, Pavanar Nagar, Nesavalar Nagar, Lambart Saravana Nagar and parks at Reddiyarpalayam areas. The Oulgaret municipality had also constructed LPG crematoriums at Pavazhakaranchavady, Shanmugapuram and upgrade burial ground at Mettupalyam. 'Many of these projects have been completed and others are nearing completion. In a few days, some of these projects will be thrown open to public. Some of the projects like construction of LPG crematorium and renovation of Dhobikhanas have been pending for a long time. Completion of these projects, especially the road infrastructure and construction of park at Pavanar Nagar, will certainly have an impact on the living condition of people in low-income settlements in the town,' a senior official told The Hindu. Many of the new roads are concrete and provided with drains. Storm water drains are also being strengthened which will contribute to preventing floods during rains. The crematoriums and burial grounds are provided with pollution control equipment, compound wall, solar LED lights, water supply facility, pathway and a green cover in the premises, the official said. 'As far the new LPG crematoriums are concerned, they are provided with two chambers. Incineration is through LPG burners placed in primary and secondary chambers. The gases and suspended matters coming from the primary chamber will be re-incinerated in secondary chamber to reduce the suspended matter in the smoke. A self-supporting 30 m high chimney has been provided taking into account the norms prescribed by Pollution Control Board,' he said. CITIIS Challenge was launched by the Ministry of Housing and Urban Affairs as a component of Smart City project in 2018. Puducherry was one among the few regions selected by the Ministry to implement sustainable urban infrastructure projects in low income settlements in the country. ends

Chaudhari orders action against negligent contractors in Hanuman Nagar zone

Nagpur: Municipal Commissioner and administrator Abhijeet Chaudhari directed strict punitive action against contractors showing negligence in ongoing development works across Hanuman Nagar zone. During a zonal review meeting held on Thursday, Chaudhari also instructed officials to issue notices to owners of vacant plots left in unhygienic conditions. The visit followed instructions from guardian minister Chandrashekhar Bawankule to assess pre-monsoon preparedness. Chaudhari inspected Hanuman Nagar zone office and later interacted with former corporators and citizens who raised issues from areas like Nimkar Nagar, Shahu Nagar, Ramteke Nagar, Ayodhya Nagar, and other localities. Complaints ranged from incomplete road repairs to delays in drain and nullah cleaning. Expressing displeasure over roads dug up under Amrut 2.0 scheme and not yet restored, Chaudhari asked for immediate repairs and instructed that essential monsoon-related works — including damaged sewer lines — be completed on priority. The commissioner also visited the under-construction water purification plant at New Narsala under the Smart City project and ordered the speedy completion of pending STP works. Additional commissioners Vasumana Pant and Vaishnavi B, Chief Engineer Manoj Talewar, and other senior officials were present. A memorandum on pre-monsoon work delays was submitted on behalf of MLA Mohan Mate.

Kolhapur villagers to continue protest against merger plan

Kolhapur: A new proposal to merge eight city-adjacent villages into Kolhapur's municipal limits is being prepared, following instructions from chief minister Devendra Fadnavis and deputy CMs Eknath Shinde and Ajit Pawar on Tuesday, expediting the process. Villagers opposing the merger warned of legal and street-level protests, saying they would continue to oppose the merger. The proposed merger has sparked strong reactions from both pro- and anti-merger groups. The Anti-Merger Action Committee held a meeting, where attendees targeted MLA Rajesh Kshirsagar, who had been a key proponent of the merger. Uttam Ambawade, the sarpanch of Ujlaiwadi, a village slated for merger, said, "Why are residents of rural areas being harassed without reason? Kshirsagar became MLA three times, what did he do for Kolhapur's development? Issues like roads and drains persist." The merger proposal has been revised multiple times. Initially, 42 villages were considered, then 20 were selected, and now the proposal includes only eight city-adjacent villages. Mudshingi's deputy sarpanch Tanaji Patil emphasised unity and said, "State govt can merge other villages anytime, so we shouldn't stop opposing just because our village isn't included in the list. Therefore, this meeting is not acceptable to us." Uchgaon sarpanch Madhukar Chavan said, "When gram panchayats are more empowered than KMC, why should we agree to the merger? We will not give even an inch of village land." As per the merger process, Kolhapur Municipal Corporation is expected to receive a letter from the urban development department to include eight villages in a day or two.
