Kolhapur: A new proposal to merge eight city-adjacent villages into Kolhapur's municipal limits is being prepared, following instructions from chief minister Devendra Fadnavis and deputy CMs Eknath Shinde and Ajit Pawar on Tuesday, expediting the process. Villagers opposing the merger warned of legal and street-level protests, saying they would continue to oppose the merger. The proposed merger has sparked strong reactions from both pro- and anti-merger groups. The Anti-Merger Action Committee held a meeting, where attendees targeted MLA Rajesh Kshirsagar, who had been a key proponent of the merger. Uttam Ambawade, the sarpanch of Ujlaiwadi, a village slated for merger, said, "Why are residents of rural areas being harassed without reason? Kshirsagar became MLA three times, what did he do for Kolhapur's development? Issues like roads and drains persist." The merger proposal has been revised multiple times. Initially, 42 villages were considered, then 20 were selected, and now the proposal includes only eight city-adjacent villages. Mudshingi's deputy sarpanch Tanaji Patil emphasised unity and said, "State govt can merge other villages anytime, so we shouldn't stop opposing just because our village isn't included in the list. According to a civic official, though the sewerage and drainage department was ready to combat waterlogging in some of the waterlogging-prone pockets in the city proper, including Thanthania, Amherst Street, Sukeas Street, Bowbazar, MG Road, CR Avenue, Camac Street and Bhowanipore, the officials were not sure about the fate of the residents in added areas. This is particularly concerning in parts of Behala, Tollygunge and areas off EM Bypass, where there is no underground drainage system and a drainage development project was yet to be completed. "The drainage upgrade project under KEIIP is dragging too much, and there is no hope that we can give the residents relief this monsoon," said a KMC drainage department official. "In such a situation, we have asked our officials in the boroughs to keep portable pumps ready and press them into service in case of a downpour," said a KMC drainage department official. The first major drainage upgrade project for the city's drainage system was taken up by KMC under the Kolkata Environment Improvement Project (KEIP) in 2003. The majority of funds (Rs 1600 crore) from the Asian Development Bank-funded mega project were allocated to develop the drainage system in Behala. However, when the project ended after being delayed for years, the civic engineers found faults with the laying of pipes. Kanpur: The Corporators Welfare Association of Kanpur Municipal Corporation on Wednesday presented their stand on three key issues before urban development minister Arvind Kumar Sharma and principal secretary, urban development Amrit Abhijat. The discussions took place on the Sambhav portal, with municipal commissioner Kanpur Nagar, Sudhir Kumar, also in attendance to submit KMC's standpoint. According to the KMC officials, a meeting was previously conducted between the urban development minister, and Naveen Pandit, president of the Corporators Welfare Association, along with patron Amit Pandey on June 16 at Lucknow. The Association had provided three written submissions to the minister during the meeting. The Association emphasised that the disputes between the KMC and Kanpur Development Authority are forwarded to the commissioner, Kanpur division, where decisions are consistently made in favour of KDA because the commissioner is also the chairman of KDA. The Association has requested appointment of a different officer, instead of the commissioner for resolving disputes between KMC and KDA. The second issue raised relates to the sewage farm. The municipal corporation possesses 1200 acres of sewage farm land, which officially belongs to it. However, KDA has approved two projects for this land during its board meeting. Despite the fact that this land's use cannot be changed due to a previous order from the Allahabad high court, KDA is allegedly proceeding with these projects without adhering to the court's decision. Further disputes regarding land have also emerged in the Smart City project. KDA has been granted rights over land from the gram samaj and Improvement Trust, an arrangement unique to Kanpur and not found in the other 16 municipal corporations. It was highlighted that cities in Madhya Pradesh and Maharashtra are advancing. Kanpur, formerly the largest city in Uttar Pradesh, has now fallen behind. The Association attributes this setback to Kanpur Municipal Corporation's lack of authority. Regarding these three issues, the Welfare Association had submitted its position and urged that authority be granted to municipal corporations, Naveen Pandit said.
