South Korea's Lee names first civilian defence minister in decades

SEOUL (Reuters) -South Korea's President Lee Jae Myung named veteran lawmaker Ahn Gyu-back as the country's first civilian defence minister in 64 years on Monday, making good on a campaign promise made after December's martial law shook faith in the military.
Lee, who took office on June 4 after winning a snap election called when former President Yoon Suk Yeol was removed from office over the martial law attempt, also named 10 other cabinet ministers including former U.N. ambassador Cho Hyun as foreign minister and a North Korea diplomacy advocate, Chung Dong-young, as unification minister, his office said.
Yoon's defence minister, Kim Yong-hyun, played a leading role in recommending and planning the martial law, and is in jail amid an ongoing trial on insurrection charges.
The nominations, which do not require parliamentary approval but will be reviewed in at-times contentious hearings, come as Lee works to form a new cabinet and staff his office.
He took office the day after the election without a transition period, as Yoon was ousted in April for breaching the duties of his office with December's martial law declaration, which he reversed after parliament defied him.
Lee has worked with an acting prime minister and a cabinet carried over from Yoon's administration as he tackles the job of uniting a bitterly divided country and formulating a response to U.S. President Donald Trump's new tariffs.
He has pledged to pursue diplomacy pillared on pragmatism with a focus on support for the export-heavy economy's global companies in the fields of automobiles, semiconductors and steelmaking.
Earlier this month he named a long-term member of parliament and a key political ally, Kim Min-seok, to be his prime minister, a post that requires parliamentary approval.
Lee on Monday also nominated new ministers for agriculture, environment, labour and maritime affairs, among others.

Pompliano said in a statement that his financialservices firm ProCap BTC would merge with Columbus Circle Capital I, a special purpose acquisition company, to create ProCap Financial,a bitcoin treasury firm. Several public companies have employed bitcoin treasury strategies, which involves allocating a portion of their cash and reserves toward bitcoin, to replicate the success of software company Strategy, which began accumulating bitcoin in 2020 and now holds more than $63 billion worth of the digital token. The trend comes as U.S. President Donald Trump has sought to overhaul cryptocurrency policy, including calls to establish a strategic bitcoin reserve, after courting cash from the industry on the campaign trail. Pompliano, one of the biggest investors in the crypto space over the last several years,said ProCap BTC has raised $500 million in equity and $250 million in a convertible note, in what he termed the largest initial fundraising in history for a bitcoin treasury company. Unlike traditional bitcoin treasury companies, Pompliano said ProCap Financial would use its bitcoin balance sheet to generate revenue and profit through a variety of strategies, including lending, derivatives, and other products and services. He also said leading institutional investors Citadel, Susquehanna, Jane Street, and Magnetar have committed capital, as have crypto firms Off the Chain Capital, Pantera, Coinfund, Parafi, and FalconX. Reuters was unable to verify whether these companieswere investing in ProCap Financial. "The legacy financial system is being disrupted by bitcoin right before our eyes," Pompliano said. "Our objective is to develop a platform that will not only acquire bitcoin for our balance sheet, but will also implement risk-mitigated solutions to generate sustainable revenue and profits from our bitcoin holdings." Photos: Reuters, TNS Michael Douglas is the latest Hollywood celebrity to denounce Donald Trump for deploying the National Guard and Marines to enforce immigration raids in Los Angeles, with the Oscar-winning actor saying the president has 'created such drama' and is responsible for stoking conflict throughout the world. Speaking on stage at the opening for the 71st Taormina Film Festival in Italy, the 80-year-old Wall Street icon actually apologised for US domestic and international policies under Trump, saying he had never in his life seen so much conflict in the world, according to Vanity Fair. 'I was born at the end of World War II, but in my lifetime, this is the worst time that I can ever remember,' Douglas told the assembled Italian media, Vanity Fair reported. The Basic Instinct actor added: 'I realise that my country bears a lot of the responsibility for the chaos that exists in the world. I apologise … to my friends, be it my neighbours in Canada or Mexico, or all the countries in the EU and NATO. I'm embarrassed and I apologise.' Douglas and Trump happen to be contemporaries in American life and celebrity. Like Douglas, Trump was born after World War II and both men followed their powerful, successful fathers into their respective family businesses. Douglas and Trump also notably crossed paths in 2010 when the president was a famously brash New York City real estate developer and reality TV star. That year, Trump also acted with Douglas in the film, Wall Street: Money Never Sleeps . Trump played himself in a cameo role, which was later deleted. This film was a sequel to the classic 1987 film Wall Street and also starred Douglas as Gordon Gekko, a fictional New York City corporate raider arrested for insider trading. Douglas' Gekko became a pop culture symbol of unrestrained greed in the 1980s, with his signature line, 'Greed, for lack of a better word, is good.' Commenters have said that Gordon Gekko and Wall Street were a perfect statement about Trump's idea of America, and the decade that buoyed his rise to power on the national stage. After Douglas won an Academy Award for playing Gordon Gekko, he got to embody a much more noble character — an idealistic, effective and popular US president — in the 1995 film The American President . During Douglas' interactions with the Italian media, he actually didn't use Trump's name much, according to Vanity Fair. He even said he was wary of giving Trump too much attention, but he still returned to critiquing his administration's policies and actions. When asked his biggest disappointment, Douglas said: 'This last election in our country.' Douglas also said that immigration 'is a problem in every country,' Vanity Fair reported. But Douglas said Trump has 'created such drama, that all these immigrants were murderers and rapists. This is before he got elected.' Now that Trump is president again, Douglas denounced the way he's been able to bypass Congress in an attempt to enact draconian immigration enforcement, according to Vanity Fair. 'And my question to our government is, when or how do we stop this executive power?' Douglas, a longtime California resident, also excoriated Trump for trying to punish California, because it is controlled by Democrats. 'The state of California is the fourth-largest GDP in the world,' Douglas said. 'You have the United States, China, India — then the state of California. Bigger than Japan.' Addressing ICE crackdowns in California, Douglas explained how San Joaquin Valley farms are a major contributor to the nation's food supply. This agricultural industry also relies on the labor of seasonal workers who have come from Mexico and other Spanish-speaking countries and often stay on in the United States. 'There's no possible reason that you should call out the National Guard' to deport these people, Douglas said. 'To go into these middle-class neighborhoods — these are people who all have had jobs, been living in the country for 30 years or whatever. Technology investor Naspers said on Monday that Takealot Group's revenue rose by 15% in local currency to $872 million for the fiscal year ending March 31. Despite this growth, the group posted an adjusted EBIT (earnings before interest and taxes) loss of $13 million. the group's general merchandise e-commerce platform and Amazon's direct competitor, saw its gross merchandise value (GMV) increase by 13%, with revenue climbing 17% and order volumes up by 15%. Takealot also owns on-demand platform Mr D, which offers restaurants, groceries and other shops. "I think their (Takealot) performance in the last year was ahead of our expectations, actually," Prosus and Naspers Group Chief Financial Officer, Nico Marais told Reuters. "We did invest in our marketplace elements to improve the business, and we actually saw Amazon moving, probably not at the speed that we originally expected, which was to our benefit. So we are ready to fight off competition." The battle for online consumer spending intensified throughout 2024, with both global and local players investing heavily to capture market share. Amazon has since expanded its South African service to include non-perishable groceries. The U.S. online retail giant launched in South Africa in May 2024. To defend its leading market share, Takealot said it will strengthen its market presence by enhancing itsloyalty programme, TakealotMore, which it hopes will attract and keep existing customers. "The business will also focus on growth through range extension and key categories while improving unit economics through cost optimisation, particularly delivery costs and stock efficiencies," it added. The retailer is also investing in artificial intelligence to gain better understanding of its customers, identify trends, personalise marketing campaigns and automate customer experiences.
