T'gana CM to meet Union Jal Shakti Minister, discuss river-linking project

Telangana Chief Minister A Revanth Reddy will meet Union Jal Shakti Minister C R Patil in Delhi on Thursday to convey the state's objections to the proposed Polavaram (Godavari)-Banakacharla river linking project by neighbouring Andhra Pradesh.
The CM, who left for Delhi on Thursday morning, is also expected to meet AICC leaders and other dignitaries in the national capital, official sources said.
The Polavaram-Banakacharla link project is aimed at diverting surplus Godavari water to the drought-hit regions of Andhra Pradesh, a move Telangana argues is detrimental to its water rights.
Reddy, accompanied by state Irrigation Minister N Uttam Kumar Reddy, held a meeting on Wednesday with MPs from all parties to gather views on finalising the state's strategy to oppose the project.
Later, speaking to reporters, Revanth Reddy said his government is in the first stage of employing the traditional approach of 'saam, daan, bhed, dand' (conciliation, concession, division and force) to challenge the project through political and legal channels.
The CM has said the state government had swiftly complained to the Godavari River Management Board (GRMB) and the Union Minister C R Patil when Naidu mooted the Banakacharla project.
Responding to opposition BRS' criticism that he remained silent while Andhra Pradesh "took away" Godavari water, Revanth Reddy said it was former CM Chandrasekhar Rao who, during a 2016 meeting of the two state chief ministers in Delhi, first proposed utilising the 3,000 TMC of Godavari water flowing into the sea.
"The foundation stone was laid that day. The foundation for the idea of providing water to Rayalaseema (in Andhra Pradesh) by transferring 3,000 TMC Godavari water to Krishna basin was laid that day. This is record of the minutes of that meeting," he said.
Andhra Pradesh Chief Minister N Chandrababu Naidu had earlier said the Polavaram (Godavari)-Banakacherla project is aimed at taking surplus Godavari waters to the drought-hit regions in the state.
Naidu highlighted that Telangana need not worry as only excess water from the Godavari river will be utilised, which otherwise would drain into the sea.

HC reserves order in Revanth Reddy's plea to quash criminal case proceedings

Justice Moushumi Bhattacharya of Telagnana High Court on Friday reserved orders in a criminal petition filed by Telagnana Chief Minister A. Revanth Reddy seeking to quash a case registered against him under the Prevention of Atrocities against Scheduled Castes and Scheduled Tribes Act. The case was registered by Gachchibowli police of Cyberabad against Revanth Reddy in 2019 following a complaint lodged by one N. Peddi Raju alleging that Mr. Reddy and others abused him in the name of his caste. Mr. Revanth Reddy was the third accused in the case. He was MP of Malkajgiri then. His sibling and another person were the first and second accused in the same case. Public Prosecutor Palle Nagesshwara Rao, presenting contentions before the bench, said that none of the eight witnesses summoned by the investigating officer deposed evidence that Mr. Revanth Reddy was present when the alleged offence (abusing in the name of caste) was committed. The case was pending for trial before the Special Sessions Judge for Trial of Cases under the POA against SCs and STs Act-cum-VII Additional District Sessions Judge of Ranga Reddy at L.B. Nagar. Mr. Revanth Reddy filed the criminal petition seeking a direction to quash the proceedings of the case.

Prof. Kodandaram of TJS urges Centre to stop Polavaram-Banakacherla link

HYDERABAD Telangana Jana Samithi (TJS) president and MLC Prof. M. Kodandaram has demanded that the Centre stop the Polavaram-Banakacherla Link Canal project taken up by Andhra Pradesh in violation of the AP Reorganisation Act and without the appraisal and approval of the river boards, Apex Council and other statutory agencies. Speaking to newspersons here on Friday, he suggested that the Centre could go ahead with processing the appraisal of the Polavaram-Banakacherla project only after making allocation of water to the ongoing and contemplated projects of Telangana including the future needs in the Godavari Basin or else it would amount to violation of the riparian rights of Telangana. Prof. Kodandaram said neither Bharat Rashtra Samithi (BRS) president K. Chandrasekhar Rao nor his party leaders had any moral right to speak on the Polavaram-Banakacherla project. He also wondered by the Bharatiya Janata Party leaders from the State were keeping silent on the project that was bound to harm the interests of Telangana permanently. Against the allocation of 518 tmcft water to it, AP was already utilising over 630 tmcft, while Telangana was not utilising even half of the 968 tmcft allocated to it in the Godavari Basin. With the Polavaram-Banakacherla project, AP was conspiring to take away over 300 tmcft of water more to the non-basin areas at the cost of basin areas in Telangana. Meanwhile, BRS senior leader T. Harish Rao has criticised Chief Minister A. Revanth Reddy for his comments on the Polavaram-Banakacherla project in Delhi on Friday. He accused the Chief Minister of coming to a tacit understanding with his AP's counterpart and political guru N. Chandrababu Naidu to allow AP to have its way in illegally diverting the Krishna and Godavari waters to the non-basin areas. He pointed out that KCR had been demanding at least 1,950 tmcft water share in the Godavari surplus waters of over 3,000 tmcft in addition to the 968 tmcft of assured water allocated to Telangana by the Godavari Water Disputes Tribunal. Against the BRS demand of 2,918 tmcft, Mr. Revanth Reddy was conspiring to limit Telangana's share to just about 1,000 tmc ft, he alleged. Similarly, Mr. Revanth Reddy was talking about only 500 tmcft share in Krishna waters against 763 tmcft being demanded by KCR all along. Mr. Harish Rao sought to know the rationale behind Mr. Reddy's silence on not demanding the Apex Council meeting on the Polavaram-Banakacherla issue.
