Britain's money-printing experiment turns into a £150bn taxpayer ‘disaster'
The dangers of printing money are well-documented. Too much money chasing too few goods leads to higher prices and lower growth.
Hundreds of billions of pounds of so-called quantitative easing (QE) during the financial crisis skewed this perception as the Bank of England repeatedly fired up the printing presses to try to revive the UK's ailing economy.
Inflation at first failed to rear its ugly head, until it did. And policymakers and taxpayers are now counting the cost of Britain's £895bn monetary experiment.
QE is a process where Threadneedle Street creates money that is used to buy government bonds, known as gilts, to help drive down the cost of borrowing.
Commercial lenders then park that cash at the central bank where they earn interest at the current base rate.
When interest rates were at record lows of 0.1pc during the pandemic, the Bank earned far more on the returns from government bonds than it had to dish out in interest.
By the end of 2021, the Old Lady was in profit to the tune of £123.9bn.
But that was quickly eroded when interest rates started rising, with a 'consistently higher Bank Rate' resulting in 'large interest losses' of £18.5bn in the last financial year alone, according to the Office for Budget Responsibility (OBR).
But that's not all. The Bank is also actively selling its stockpile of gilts back to the market in a move called quantitative tightening (QT), crystallising billions of pounds of losses for the taxpayer.
Many economists, politicians and central bankers believe this is a mistake, as it means that some of the bonds Threadneedle Street bought during the crisis are being sold at knockdown prices.
In some of the most extreme cases, bonds bought for the equivalent of £1 have been sold for 28p.
These so-called 'valuation losses' will dwarf the money being paid out in interest if the Bank continues to actively reduce its stockpile of gilts by around £48bn a year.
The total cost to the taxpayer over the scheme's lifetime is currently estimated at around £150bn by both the Bank of England and OBR. That's the equivalent of a £5,000 tax on each household.
QE was never intended to be permanent, but few predicted it would turn out to be so expensive. When then Labour chancellor Alistair Darling first authorised the so-called asset purchase facility (APF) to hoover up £50bn of bonds in January 2009, he assured the public that the assets would be 'held for no longer than is necessary to ensure stability and protect taxpayer interests'.
However, more than 15 years after the first tranche of money-printing was put into action, the amount of gilts held in the Bank's asset purchase facility remains at £620bn.
Lord King, governor of the Bank at the time, says policymakers have reached for the QE tool too readily.Speaking last week, he said: 'I think what that led to was a view that 2016 ... [became], I've got some bad news here, we've voted to leave the EU. If we get bad news, we've got to do something; let's do QE. Pandemic: bad news again, what do we do? Let's do QE.
'But there are some kinds of bad news that do require a monetary policy response and other kinds of bad news that do not justify a monetary response.
'You've got to be able to tell the difference between the two. I think the QE in 2020 went way beyond stabilising markets without any plausible justification for it.'
Research published by the National Bureau of Economic Research (NBER) last year blamed active QT, where the Bank sells bonds back to the market before they mature, for raising Britain's long-term borrowing costs by around 0.7 percentage points.
Sir John Redwood, a former director of policy for Margaret Thatcher, says the damaging costs of QT are unlikely to prevent similarly bad choices from being made in the future.
'I don't think the authorities learnt anything from this disastrous experiment that is having such a big impact on the public finances,' he says. 'It is self-inflicted harm on a huge scale.'
'The Bank of England has provided no cogent justification for selling bonds for big losses in the market. It says it doesn't have a monetary impact. Well, that is wrong [and] no chancellor has challenged it.'
There is a general sense that politicians are starting to wake up to the issue.
Rachel Reeves, the Chancellor, wrote to Andrew Bailey last week in a letter that impressed on the Governor three times that the process of reducing the Bank's stockpile of bonds must provide 'value for money'.
The Bank's decision to delay an auction of long-term debt after Donald Trump sparked bond market jitters with his tariff tirade shows that it's listening, while the Treasury's Debt Management Office is also moving away from long-term debt.
There is another big shift happening in the background that will, with any luck, help the Bank leave behind its radical money-printing era. Instead of buying bonds, the central bank wants to move to a more normalised system of providing cash on demand through what's known as repurchase or 'repo' operations.
Paul Tucker, a former Bank deputy governor, says it's time to move away from a reliance on QE to fix crises.
'I think in this country, the Bank has lost the sense of a distinction between a market maker of last resort intervention, where you purchase government bonds, and a QE intervention, where you're purchasing government bonds to stimulate aggregate demand,' he says.
'The bank has, since the liability-driven investment (LDI) episode, gotten closer to what I think should be orthodoxy.'
Orthodoxy means actually sticking to the late Darling's principle of temporary and targeted intervention.
It turns out that targeted intervention can be quite profitable for the taxpayer. The Bank made £3.5bn by buying almost £19.3bn of long-term government debt following the LDI crisis that threatened pension funds in 2022.
Meanwhile, it comes as politicians across the spectrum are paying greater levels of attention to the process of quantitative tightening.
Reform has vowed to stop paying interest on reserves held at the central bank in a move it claims could save £35bn a year.
However, Bailey warned in a recent speech that this could undermine the Bank's task of keeping inflation low 'and could cause significant harm to the credibility of monetary policy'. In other words, the Bank could lose control.
Bailey has also highlighted that moving back to a world where the Bank responds to demand rather than actively buying gilts could make taxpayers more cash.
Threadneedle Street takes a small cut every time commercial banks tap the Bank for cash and that money can quickly add up.
Sanjay Raja, at Deutsche Bank, says there is a case for winding down the Bank's stockpile of gilts entirely.
'This would, ultimately, reduce the Treasury's transfer payments to the Bank, and reduce the fiscal burden of its QE operations,' he says.
Raja also believes the bar for future QE is already higher.
'The effects of QE have been mixed,' he says. 'Concerns on taxpayer value for money have also now come to the fore.
'And given the political attention that QE and QT have attracted, central bankers may be more wary of turning to QE in the first instance – unless, of course, the occasion calls for it.'
But don't wave goodbye to QE just yet. One former insider says that while the Old Lady may be scarred by money-printing, that doesn't mean she won't fire up the printing presses again.
'I can tell you that the government of the day were desperate for us to do whatever we could,' they recall. 'They wanted to go much further, much faster, buy all sorts of stuff, and whatever it took to rescue the economy.'
So if desperate times fall again, QE may be the Bank's only option – regardless of how much pain it will cause the taxpayer for decades to come.

The Bank of Japan unveiled a plan to ease the pace of its reductions to monthly bond purchases to ensure market stability while sticking to a path of normalization that includes the possibility of more rate hikes. The vote by Bank of England policymakers to hold rates steady was more divided than expected, leaving UK central bankers on course for a possible rate cut in August. Here are some of the charts that appeared on Bloomberg this week on the latest developments in the global economy, markets and geopolitics: World Japan's once-slumbering bond market has roared back to life with a burst of volatility that is echoing around the world. Major debt markets have moved in tandem with Japanese government bonds during the recent rout, with a spike in super-long yields in the Asian nation amplifying ructions fueled by global fears of widening fiscal deficits. Instead of processing copper in the US, many miners now turn abroad—where there's more than enough capacity—to transform the raw materials they pull from the ground. Economic pressure from China's army of smelters has been constant over the years and caused the US industry to downsize in the late 2000s and mid-2010s while demand for US copper dwindled. Now, demand is back but the US capacity isn't. In addition to US, UK and Japan policy decisions, officials in Pakistan, Chile, Armenia, Indonesia, Namibia, Georgia, Taiwan, Turkey and Botswana kept interest rates unchanged. Sweden lowered its key rate to a 2 1/2-year low and Norway surprised with a cut. The Swiss National Bank dropped its rate to zero and the Philippine central bank also lowered rates. Brazil boosted interest rates. US The Federal Open Market Committee voted unanimously to hold the benchmark federal funds rate in a range of 4.25%-4.5%, as they have since the beginning of the year. They also released new economic forecasts — their first since President Donald Trump unveiled a sweeping set of tariffs in April — showing they expect weaker growth, higher inflation and higher unemployment this year. New US residential construction declined in May to the slowest pace since the onset of the pandemic as an elevated inventory of homes for sale and high mortgage rates sapped the motivation to build. The pace of one-family home starts edged up but is still one of the slowest since 2023, while completions jumped. Sticker shock has yet to register for the residents of America's affluent suburbs and downtown condos, the target audience for luxury credit cards from JPMorgan Chase and American Express. The card companies are tapping into a new US economic reality: While the vast majority worries about money and is cutting back, the rich continue to shrug off recession concerns and spend freely. Europe In a decision that left rates on course for a potential quarter-point cut in August, six of the BOE's nine Monetary Policy Committee members voted to leave rates unchanged while three preferred an immediate quarter-point reduction. Economists had expected a 7-2 split. Investor confidence in Germany's economy improved more than anticipated as a forthcoming surge in public spending outweighs fears over looming US tariffs. UK home prices fell in April by most since 2021, government data show, as a tax increase drove some buyers out of the market. Asia The BOJ kept its benchmark policy rate at 0.5% and outlined a plan to cut monthly bond purchases from the next fiscal year to quarterly reductions of ¥200 billion ($1.34 billion) from the current ¥400 billion. The board's decision follows recent sharp moves in JGBs that rippled across global debt markets. China is testing the limits of what its consumer stimulus can accomplish by subsidizing purchases of select goods, fueling a shopping spree that boosted retail sales growth to the strongest in more than a year but threatening to overwhelm authorities even in the richest regions. Japan's exports fell for the first time in eight months as the US tariff campaign weighed on global trade, raising the risk of a technical recession after the economy contracted at the start of the year. The value of exports dropped 1.7% in May from a year earlier even as the export volume climbed 1.8%, suggesting exporters may be absorbing the tariff shock by cutting prices. Emerging Markets The United Nations nuclear watchdog said the location of Iran's near-bomb-grade stockpile of enriched uranium cannot currently be verified, as Israel's ongoing military assault is preventing inspectors from doing their work. Iran's 409 kilograms (902 pounds) of highly-enriched uranium — enough to produce 10 nuclear warheads — should theoretically be secured under an International Atomic Energy Agency seal at an underground facility at Isfahan. My sister and her husband died within days of each other. Their banks won't let me access their safe-deposit boxes. What now?
My sister and her husband passed away within a year of each other. I'm blessed that they had the foresight to have a will and living trust that, as the successor trustee, has made dispensing the trust assets much easier. My sister had a business safe-deposit box at her bank. The safe-deposit box is not listed as personal property and is not part of the trust. However, I could access two other safe-deposit boxes in my sister's name with her death certificate. The bank denied me access to her business box, saying it was not part of the trust and was opened in the name of her now-defunct business. The bank said I would be unable to access the funds with his death certificate and trust documents. The bank's advice was the same as for my sister's business safe-deposit box: File a claim with the state for abandoned property. Our trust attorney said the cost of attempting to access the medical-business checking account ($11,000) might not be worth it. My concern is that my sister may have placed three generations of wedding rings, and other family heirlooms in the safe-deposit box. Would I need to file an action in probate court to access the business safe-deposit box and business checking account or wait? Californian Sister Related: My mother is giving away my late grandmother's jewelry. Is it OK to accept a piece from her collection — and then sell it? There are three complications to your dilemma. First, access to these safe-deposit boxes may be complicated by the differing rules of each individual bank, and the fact that they may be in the name of the corporation rather than the individual. But if they are the sole owner of the box, the administrator or executor of your sister and brother-in-law's estate would be able to access them with the right paperwork. Second, if your sister died before your brother-in-law, his heirs will inherit his assets. Hire a trust and estate lawyer who has experience in this field. You are taking advice from an attorney who has told you they do not have expertise in this area. So if this is a treasure hunt, you're already knowingly walking in the wrong direction. My answer is predicated on the assumption that your brother-in-law died first, but two deaths and two probate cases within a year complicate the process and may draw it out for many more months. If you don't have a key to your sister's safe-deposit box, and you are not the public administrator, you will have to obtain letters from the probate court to access the box, per the advice you received. (Although $11,000 sounds like a high fee.) If you did have a key to the box, and you were the executor/administrator, you could access the safe-deposit box free of charge without any of the above documentation. That, however, is not the case here. Nor do you have the right to access the box or claim the contents even if it contains family heirlooms 'Safe-deposit boxes often have restricted access after the owner's death,' according to the AARP. 'When the person passes away, the box is typically sealed until the probate process begins. That can result in family members not having immediate access to important documents like wills, durable power of attorney, insurance policies or medical directives.' The bank is doing its due diligence by refusing you access, and ensuring that the contents of the box are not delivered to the wrong person; once the contents have been accessed, it will be almost impossible to retrieve them. 'When a consumer rents a safe-deposit box from a financial institution, the rental agreement between the parties controls the relationship,' says the R. Silverman Group, which is based in Walnut Creek, Calif. 'California law provides that on the death of the box owner, the institution at which the box is located may deliver the contents to certain defined people (including, but not limited to, a 'relative) if a) the institution has no reason to believe there is a dispute over the contents, b) the person to whom the contents are delivered provides reasonable proof of identity, and c) reasonable records are kept in accordance with related rules,' the law firm says. Including a box in a revocable living trust would have helped avoid these problems. 'If your living trust is the box owner, your named successor trustee will only have access to and control over the box when necessary and authorized by you,' R. Silverman adds. 'The successor trustee has a fiduciary duty to preserve, protect and distribute your property in accordance with your wishes, as set forth in the trust.' But that was not the case with these boxes. The Federal Deposit Insurance Corp. advises consumers not to confuse safe-deposit boxes with deposit accounts. The former is a storage space provided by the bank, 'so the contents, including cash, checks or other valuables, are not insured by FDIC deposit insurance if damaged or stolen,' the FDIC says. 'Also, financial institutions generally do not insure the contents of safe-deposit boxes.' Plus, they can be difficult to access if the owner dies. Safe-deposit boxes are best used to store important documents rather than items like your grandmother's diamond ring — and you should put cash in a checking or savings account where up to $250,000 per account is covered by FDIC insurance. Good candidates for a box 'include originals of key documents, such as birth certificates, property deeds, car titles and U.S. savings bonds that haven't been converted into electronic securities,' the FDIC says. This problem should be solved by the executor of the estate. Bank of England maintains Bank Rate at 4.25%
The Monetary Policy Committee of the Bank of England, at its meeting ending on June 18, voted by a majority of 6-3 to maintain Bank Rate at 4.25%. Three members preferred to reduce Bank Rate by 0.25 percentage points, to 4%. 'There has been substantial disinflation over the past two years, as previous external shocks have receded, and as the restrictive stance of monetary policy has curbed second-round effects and stabilised longer-term inflation expectations. This has allowed the MPC to withdraw gradually some degree of policy restraint, while maintaining Bank Rate in restrictive territory so as to continue to squeeze out existing or emerging persistent inflationary pressures. Underlying UK GDP growth appears to have remained weak, and the labour market has continued to loosen, leading to clearer signs that a margin of slack has opened up over time,' the bank stated.
