EDITORIAL: Punjab Chief Minister Maryam Nawaz has launched the second phase of her government's Clinics-on-Wheels project. In a healthcare system fraught with delayed diagnosis and overburdened hospitals this can be a path-breaking initiative, particularly for the role mobile health units are to play in detecting and preventing disease before it takes root.
The 911 mobile clinics spread all across Punjab represent one of the most practical and impactful ways for addressing public health issues, especially in underserved and remote areas. As the CM explained, one of the most important contributions these clinics are to make is through early screening and timely diagnosis.
We all know that detecting health issues in their early stages allows for timely intervention, lessening both suffering and long-term therapeutic costs. Yet many chronic but treatable diseases such as hypertension, diabetes, hepatitis, and certain cancers remain undetected until they cause complications.
More often than not, those affected belong to low income groups or rural communities with little or no access to primary care, not to mention tertiary health services. Offering routine screenings and basic diagnostics right at the doorstep, mobile clinics can enable early identification of at risk individuals, and deliver free of cost treatment, too.
Another major area where Clinics-on-Wheels are set to make a crucial contribution is vaccination and immunisation, integral to infectious disease prevention and control. By bringing vaccines directly into communities, especially those living in far-flung areas, mobile units can maximize immunisation coverage, reducing the spread of communicable diseases by achieving broader health goals, like 'herd immunity' (think of Covid-19 and poliovirus). Yet another area that stands to benefit from the project is maternal and child health.
Mobile clinics are to provide antenatal checkups, nutritional guidance, and safe delivery referrals— all of which play a useful role in preventing complications during pregnancy and childbirth. Postnatal services include checkups and immunisation for the newborns, thereby protecting the babies against long-term health issues.
Last but not the least, these mobile clinics can become a great source for collecting data about common illnesses, vaccination rates, and nutritional deficiencies, helping relevant authorities make informed policy decisions regarding old/ new health threats.
Dwelling on the related issue of corrupt practices involving free of cost medicines Maryam Nawaz mentioned having seen cartons of medicines lying in hospitals stores and the patients being denied free medicines. To guard against the problem she said 'no doctor in any hospital can order [patients or their attendants to buy] medicines from outside.'
There is a simpler yet more effective way of stopping such malpractices, which is to have all medicines purchased for government hospitals stamped 'NOT FOR Sale.' One can only hope the Punjab government's Clinics-on-Wheels initiative serves as a successful role model for all provinces in building a healthier and equitable system, wherein prevention truly becomes better than cure.

Punjab's budget and Maryam Nawaz's priorities
For a long time, budgets were seen as mere formality — voluminous documents weighing 15 to 20 kilograms, often relegated to scrap piles. However, Maryam Nawaz has shattered this perception. For the first time in Punjab's history, the budget reflects not only numbers but real, tangible priorities for the public good. In the fiscal year 2025–26, the Punjab government under Maryam Nawaz has made historic increases in allocations across key sectors. Education has received a 127 percent increase in funding, health 41 percent, agriculture 25 percent, local government 130 percent, law and order 131 percent, and transport an astonishing 359 percent. Moreover, the development budget has reached a historic level with an allocation of Rs 1,240 billion. What sets this apart is not just the allocation on paper but real action on the ground. Over 700 kilometres of roads are currently under construction across the province. Beyond Lahore's development plan, projects in other districts have also been approved. In just her first year in office, Maryam Nawaz's government initiated nearly 100 public welfare projects — all funded through provincial resources, without relying on federal contributions. In healthcare, her government has introduced free medicines in public hospitals for the first time in Punjab. An impressive Rs 80 billion has been allocated solely for this purpose. Additionally, a Universal Health Insurance Programme is being launched with a budget of Rs 25 billion to ensure affordable and quality medical care for all citizens. The flagship project in health remains the Nawaz Sharif Cancer Hospital in Lahore, which is rapidly progressing and expected to complete its first phase by 2025. Work is also under way on the Nawaz Sharif Cardiology Hospital in Sargodha, due to be completed by September this year. In the realm of youth engagement and sports, the budget includes new schemes worth Rs 7.6 billion to build modern sports complexes in various cities. This is part of a broader strategy to provide healthy outlets and keep young people away from divisive and confrontational politics. The 'Easy Business Programme' has disbursed Rs 70 billion in interest-free loans to youth and entrepreneurs, leading to the establishment of over 5,000 new businesses. Education remains a top priority. The development budget for education has more than doubled — seeing over a 200 percent increase. Not only has this sector received funding, but major initiatives have been rolled out in schools and colleges, including infrastructure improvements and better resources. Public hospitals are undergoing a successful revamping initiative. Many now match or even surpass private hospitals in quality, offering free diagnostics and medication — services previously unheard of in public facilities. Unfortunately, opposition parties often reduce their role to theatrics — tearing up budget documents and causing disruptions in the assembly, acts that serve no benefit to the common citizen. Constructive criticism and viable suggestions are essential for a functioning democracy. Disagreements are natural in politics, but personal attacks cross into hostility. Despite being numerically strong, the opposition remains fragmented and divided, inadvertently benefiting the ruling party. The government's focus, meanwhile, is steadfast on Punjab's 140 million residents. Development projects are being executed across the province — from Lahore to Attock and Rawalpindi to Sadiqabad — without discrimination. Maryam Nawaz's first year in office has addressed many injustices from the past. There is a visible shift in public perception — people are beginning to express satisfaction with the government's direction. A key factor in her success is the guidance and political wisdom of Nawaz Sharif, a seasoned and visionary leader. His focus on public welfare has clearly influenced her governance model. Maryam Nawaz's strength lies in her ability to initiate people-centric projects that deliver real benefits. Today, Punjab leads other provinces in development and prosperity, primarily because public funds are being spent on the public itself. When citizens experience relief, they naturally see their leaders as their true well-wishers. She has also played a vital role in strengthening the PML-N in Punjab. The recent by-election victory in Sambrial stands as a testament to that. Attempts to spread division and hatred in the province have been decisively countered through effective political strategy. People are increasingly rejecting politics of violence and destruction, recognizing its detrimental impact. Maryam Nawaz and her team are working diligently to improve the quality of life for the citizens of Punjab. Her cabinet includes two dynamic female ministers — Marriyum Aurangzeb and Azma Bukhari — who have made significant contributions. Maryam Nawaz frequently acknowledges and praises their efforts. Azma Bukhari, in particular, has proven herself a formidable spokesperson, not only promoting government initiatives but also effectively countering the opposition. With a cabinet full of young, educated, and dedicated professionals, Maryam Nawaz's government is working with commitment. The results of these efforts are becoming increasingly visible across the province, as Punjab strides confidently on the path of development and progress. Clinic-on-Wheels Phase-II project launched: CM says doorstep health-care delivery her dream
LAHORE: Chief Minister Punjab Maryam Nawaz Sharif said, 'It was my dream to provide free and immediate treatment to the poor at their doorstep. I have always used my power and authority for the welfare of the people. The real work of serving the people in the health sector was done during the tenures of Muhammad Shehbaz Sharif and Muhammad Nawaz Sharif.' While addressing the launching ceremony of Clinic-on-Wheels Phase-II project, the CM said, 'The people of Punjab have suffered immensely in the last four years after the tenure of Muhammad Shahbaz Sharif. The cancer patients had to come on the roads for being denied free medicines. Thanks to Allah Almighty that not only cancer but also hepatitis, cardiac diseases, medicine and insulin doses for two months are being delivered at the doorsteps of patients. The health services on 911 Clinic-on-Wheels will be provided across Punjab from today onwards.' She outlined, 'It is a real revolution, a revolution in terms of providing access to the best health facilities to the people at large. Medicines are being delivered to people at their doorsteps. I congratulate Provincial Minister Khawaja Imran Nazir, Health Secretary Nadia Saqib and the entire team on the timely launching of Clinic-on-Wheels Phase-II project, which was initially started with 245 vehicles a few months earlier, is receiving excellent public feedback. Doctors, LHVs and allied staff are working in the rural areas as field hospitals on Clinic-on-Wheels. Clinic-on-Wheels also provide maternal, pediatric treatment and other minor medical procedures.' She revealed, 'Since there was no facility of air conditioner in the Clinic-on-Wheels vehicles in the phase-I, now excellent air conditioner vehicles have been purchased for phase-II. I flet immense pleasure by getting treatment like a normal patient in a government hospital. I got treatment by getting admission slip from the hospital. Underwent MRI scan and the doctors administered me injections.' She added, 'I feel profound pleasure over coming to know that the best and talented orthopedic surgeons are available at Mayo Hospital. By the grace of Allah Almighty, more than one crore patients have been provided free treatment immediately through Clinic-on-Wheels project. Clinic-on-Wheels also provide facilities for getting checked blood pressure, undergoing screening and treatment of other diseases.' She emphasised, 'Children suffering from malnutrition in South Punjab will be treated immediately through the Clinic-on-Wheels. Clinic-on-Wheels will also be tracked to prevent misuse of vehicles. 45,000 people are getting free treatment on a daily basis through the field staff and Clinic-on-Wheels. A few weeks ago, I felt overjoyed to inspect a field hospital in Harbanspura. The patients present at the field hospital expressed their profound happiness and joy over getting free treatment. The field hospitals have the best facilities for providing mother and child care, preventive vaccinations, family planning, malaria, diabetes, skin diseases and children's diseases.' The CM said, 'Free medicines are being provided in government hospitals across Punjab, The Punjab government is allocating Rs.100 billion in the new budget for provision of health services and free medicines. I visit the hospitals and take feedback from every patient myself. People are running their own pharmacies and patients are not getting medicines in government hospitals. I myself witnessed that medicine cartons were lying in the hospital store and patients were being denied of getting free medicines. Now, an announcement is being made for free medicines in every hospital across Punjab, No doctor in any hospital can order medicines from outside.' She revealed, 'We are laying a network of health facilities in the new year 2025-26 across Punjab. Every fatal disease will be treated in the Nawaz Sharif Medical District going to be established in Lahore. 100-beded Children's Hospital, Blood Diseases, Bone Marrow, Orthopedic and other hospitals are being built.
