ACCCIM: Consider timing of expanded SST

KUALA LUMPUR: The Associated Chinese Chambers of Commerce and Industry of Malaysia (Acccim) says it supports the expanded Sales and Services Tax (SST) to strengthen the country's fiscal's position.
But there must be careful consideration of the timing and sequencing of measures to ensure they do not unduly burden businesses, especially the micro, small and medium enterprises (MSMEs), it added.
Ultimately, increased business costs can lead to higher consumer inflation, according to Acccim president Datuk Ng Yih Pyng.
Ng said the expansion of the SST at a time of the evolving US tariff policy uncertainty and potential global economic slowdown would contribute to domestic economic and business conditions uncertainty.
"With businesses already facing rising operating costs, implementing expanded SST could further burden businesses with increased costs.
"Ultimately, increased business costs, if not absorbed, would be passed onto consumers, potentially dampen discretionary consumer spending due to higher prices of non-essential goods and a wider range of taxed services."
Ng added that the service tax on rental and leasing in particular would result in higher operating cost for many businesses given a low threshold of exemption from paying service tax for MSMEs with annual sales below RM500,000.
"In this regard, we appeal to the government to consider deferring the implementation of the expanded SST to a later date, when macroeconomic conditions are more certain.
"It must be noted that the deferment of e-invoicing implementation for businesses with annual income or sales between RM1 million and RM5 million (Phase IV) from July 1, 2025 to Jan 1, 2026 reflects the government's acknowledgment and consideration of businesses' concerns regarding its impact on operating costs," he said.
Acccim also called for a review of the threshold exemption from the SST expansion, to be raised higher to RM2 million annual sales, to relieve the burden on more micro and small businesses.

Azhad Hafiz described the win as a hard-earned triumph, marking the team's long-awaited success after coming in second place in 2019. "Back in 2019, we reached the final but only managed to be runners-up. This year, Alhamdulillah, we proved that UM can be champions,' he told Bernama. He added that environmental debate posed a unique challenge, requiring in-depth knowledge and understanding of issues to construct strong arguments. UTP secured second place and received an accompanying trophy, RM7,000, and certificates, while Universiti Putra Malaysia (UPM) came in third, winning RM2,000, a trophy, and certificates. The prizes were presented by deputy secretary-general of the Ministry of Natural Resources and Environmental Sustainability (NRES), Datuk Nor Yahati Awang. Also present were UTP provost Datuk Ir Dr Mohamed Ibrahim Abdul Mutalib, Universiti Malaysia Terengganu (UMT) deputy vice-chancellor (Student Affairs and Alumni) Professor Dr Mohd Izani Mohd Zain, who also chairs the University Debate Council (MADUM), and Petronas Group Health, Safety, Security and Environment vice president, Zamri Japar.

KUALA LUMPUR: The Ministry of Finance (MoF) has announced that new registration applications in relation to the expansion of the service tax scope and the revision of the sales tax rate, effective from July 1, 2025, can be made starting from Aug 1, 2025. For existing registered persons, applications for the addition of new services under the expansion of the service tax scope and tariff codes under the revision of the sales tax rate, which is effective from July 1, 2025, can be submitted beginning June 24, 2025, the ministry said in a post on X today. On June 9, the government announced a targeted review of the sales tax rate and an expansion of the service tax scope, both of which will take effect from July 1. The sales tax rate remains unchanged for essential goods, while a five or 10 per cent rate will be imposed on selected items. Meanwhile, the scope of the service tax will be expanded to include six new services: leasing or rental, construction, finance, private healthcare, education, and beauty services. Treasury secretary-general Datuk Johan Mahmood Merican reportedly said that revenue from the Sales and Service Tax (SST) collection is expected to increase by RM5 billion in 2025 and by RM10 billion in 2026, following the implementation of the SST revised and expanded scope starting next month.
