‘Better terms await staff in merger of three Sarawak water entities'

THE merger of three water entities in Sarawak, which will offer better benefits to their staff, is expected to launch in June.
State Utility and Telecommunication Minister Datuk Seri Julaihi Narawi said the integration process of the three entities – Kuching Water Board, Sibu Water Board (SWB) and Sarawak Water Sdn Bhd (formerly known as Laku Management Sdn Bhd) – was currently being finalised.
'An in-depth study has been conducted and based on the preliminary information; I believe you will be offered better terms.
'There will be pensions, improved salaries and I have also been informed that Employees Provident Fund (EPF) benefits will be enhanced,' he said at a recent SWB event in Sibu.
Julaihi said town hall sessions would be organised so employees would gain a clearer understanding of the merger.
'For those of you who may still feel uncertain, rest assured that we are committed to safeguarding your welfare.
'This consolidation is based on our Sarawak model, not one imported from elsewhere, because we understand that what we implement here is best suited for Sarawak,' he said.
Separately, Julaihi said a total of 30 water supply projects for SWB had been approved under the 12th Malaysia Plan (RMK12) by Sarawak government, costing RM697mil.
He stressed that rural water supply coverage remained at 71% compared to over 90% in urban areas, bringing the overall average to 85%.
At the event, a total of 31 SWB staff members received Excellent Service awards for 2023 and 2024, while 10 others received Long Service Awards for serving 20 and 30 years respectively. — By ANDY CHUA

SIBU (June 21): The ongoing water supply issues affecting Kemuyang, Sibu Jaya, Rascom Camp and the surrounding areas have been primarily attributed to leaks in the pipeline supplying water to the mentioned areas. Speaking at a press conference here today, Sibu Water Board (SWB) general manager Abdul Malik Abdullah revealed that investigations had pinpointed two key premises with suspected major internal pipeline leaks: Sibu Hospital, and Sibu Airport. 'In the case of Sibu Hospital, we have observed a noticeable increase in water consumption, from approximately 0.5 MLD (million litres per day) to 1MLD. 'Additionally, a review of the hospital's water bills also raised concerns. Typically, their monthly bill is around RM15,000. 'However, last month, it spiked to RM30,000. 'As for Sibu Airport, daily water consumption has doubled from 0.3MLD to 0.6MLD,' he said, adding that both locations had been notified of these matters. In view of this, he said the board had slightly reduced the sluice valve opening to regulate water flow to these two locations while awaiting repair works. According to Abdul Malik, many pipelines are ageing, with some already in service for about 30 years. He also highlighted that the water demand in Sibu had reached its peak at 195MLD, matching the combined production capacity of the existing plants: 150MLD from the Salim Water Treatment Plant, and 45MLD from the Bukit Lima treatment facility. 'This means the system is operating at full capacity. Even minor water disruptions or leaks can impact the overall supply,' he added. To address the issue, Abdul Malik said several main projects had been approved, with some currently being implemented. 'The Salim water treatment plant will increase its capacity from 150MLD to 300MLD, with RM300 million allocated by the Sarawak government,' he said, adding that the project commenced in May last year and should reach completion by mid-2027. 'Upon completion, Sibu's total water production capacity will increase to 345MLD, including output from the Bukit Lima water treatment plant, boosting the reserve margin in order to water usage, in which we anticipate until 2036.' Abdul Malik also said the Sarawak government had approved RM170 million for replacement of 360km stretch of ageing pipes in phases, from this year until 2028. 'This year, five packages worth RM51 million are being implemented as part of the overall project. The Sarawak government has allocated RM1.1 billion for the initiative, with RM170 million allocated to SWB,' he said. Furthermore, Abdul Malik pointed at the Sungai Sadit acute plant as among the mitigation measures, pending the completion of the upgrading works on the Salim water treatment plant. 'This acute system, with 4MLD production capacity, will increase our water reserves.' He also said the non-revenue water (NRW) reduction project, expected to be completed by April 2026, should lead to water savings of 15MLD. In addition, the Rural Water Supply Department (JBALB)'s project, an acute plant in Nibong Tada, once completed, would eliminate the need for SWB to supply 2MLD of water to JBALB. GEORGE TOWN: The coastal erosion mitigation project at Batu Ferringhi has made significant progress, with sandbag installation works now 95 per cent completed. State Infrastructure, Transport and Utility Committee chairman Zairil Khir Johari said the initiative, which started in April, was funded through an emergency allocation of RM250,000. "The project, covering a 130m stretch from Rasa Sayang Hotel to Golden Sands Hotel, is now in its final stages, with contractors focusing on finishing works," he said in his latest Facebook entry. He also showed several photos of the work done. Zairil said, in addition to the immediate response, a long-term solution was underway under the 12th Malaysia Plan (12MP), with an estimated cost of RM61 million. He said the Department of Irrigation and Drainage (DID) is currently in the process of appointing surveyor for hydrographic survey of the coastline, which spans from Batu Ferringhi to Tanjung Bunga. "Physical works for the long-term solution are expected to begin next year or 2027," he added. During a visit here in April, Deputy Energy Transition and Water Transformation (Petra) Minister Akmal Nasrullah Mohd Nasir said the federal government had approved a RM61 million budget for vital restoration works for Batu Ferringhi following erosion issue. He said the project would focus on both immediate protection and long-term preservation, with particular details to maintaining the beach's attractiveness as a tourist destination. The design, to be finalised this year, would incorporate a combination of solutions such as breakwaters, sand nourishment, and other mitigation measures to stabilise the area and protect the 7km beachfront, stretching from Batu Ferringhi to Tanjung Bunga. The Batu Ferringhi beach, one of Penang's most iconic tourist destinations, has experienced considerable degradation over the past few years due to shifting sand and constant wave action.

KOTA KINABALU (June 20): Universiti Malaysia Sabah (UMS), in collaboration with the Ministry of Digital and the Malaysia Digital Economy Corporation (MDEC), hosted the CSR @ UMS 2025 Programme, a corporate social responsibility initiative aimed at advancing digital talent and digital literacy across the campus community. The event, held today, was officiated by Deputy Minister of Digital, Datuk Wilson Ugak Anak Kumbong, who also presented the Premier Digital Tech Institution (PDTI) plaque to UMS's Faculty of Computing and Informatics (FKI), formally recognising it as a strategic driver in the nation's digital ecosystem. 'Today marks the formal recognition of the Faculty of Computing and Informatics (FKI), UMS, as one of Malaysia's premier digital tech institutions. 'This accolade is more than a symbol of academic excellence. It comes with a weighty responsibility. FKI is now the only PDTI-recognised institution in Sabah, positioning UMS as a key talent development hub for East Malaysia,' Wilson said. He further emphasised that the PDTI status enables strategic access to industry collaboration, knowledge transfer, lecturer training and hands-on student exposure to emerging technologies and critical industry-relevant digital skills. Wilson noted that UMS's recognition adds to the success of the national PDTI ecosystem spearheaded by MDEC since 2017. The initiative, developed in cooperation with the Ministry of Higher Education (KPT) and various technology industry partners, is one of the country's flagship programmes to bolster digital talent. To date, 46 faculties from 28 higher education institutions nationwide including 11 public universities, 10 private universities and seven polytechnics have been conferred PDTI status. Under the 12th Malaysia Plan (RMK-12), MDEC's talent development programmes have benefitted nearly 400,000 students through various initiatives such as hackathons, digital literacy workshops, industry talks, bootcamps, seminars and professional certification schemes. For 2025 alone, MDEC is tasked with equipping 150,000 students across all levels with digital and entrepreneurial skills, with PDTI institutions playing a critical role in achieving this nationwide target. As part of the UMS programme, a digital literacy workshop was also held, aimed at introducing fundamental technology awareness, enhancing digital capabilities among students and staff and promoting responsible, inclusive use of digital tools. 'Programmes like this demonstrate the immense potential when government, industry and academia work together. 'Together, we can nurture a digitally literate society, one that not only adopts technology, but uses it ethically and strategically,' Wilson added. Among those present were UMS Vice-Chancellor Professor Datuk Kasim Mansor and Dean of the Faculty of Computing and Informatics, Associate Professor Ts Dr Mohd Hanafi Ahmad Hijazi. In his remarks, Kasim described the PDTI recognition as a historic milestone for UMS, symbolising not just academic and research excellence in digital technology, but also UMS's emerging role as a regional leader in digital talent development, in line with its aspiration of being the brain of Borneo.
