Hyderabad: Builders in limbo as jurisdiction tangle stalls layout approvals post HMDA expansion

: Confusion and frustration are mounting among builders and property owners in villages recently merged into the
Hyderabad Metropolitan Development Authority

HMDA
), following a vague govt order issued three months ago.
A bureaucratic deadlock between two planning authorities—HMDA and the directorate of town and country planning (DTCP)—has left scores of building and layout applications in limbo, despite applicants having paid the required fees months earlier.
The controversy stems from GO No. 68, issued by the municipal administration and urban development (MA&UD) department on March 12, 2025, which expanded HMDA's jurisdiction up to the Regional Ring Road. This move added 1,355 villages from 104 mandals across 11 districts, enlarging the authority's coverage from 7,000 square km to 10,472 sq km. Simultaneously, the Future City Development Authority (FCDA) was formed, comprising 56 villages over 765 sq km.
The jurisdictional shuffle has triggered administrative confusion: villages that were once under DTCP's purview are now within HMDA's limits, but no procedural guidance has been issued for applications filed prior to the merger.
"Outside HMDA, DTCP grants layout and building permissions. But now, DTCP says it cannot process applications since those villages fall under HMDA. HMDA, in turn, says fees were paid to DTCP, so it's not their responsibility. We are stuck in a loop," a frustrated developer told TOI.
For example, Rachakonda village in Narayanpur mandal in Yadadri Bhuvanagiri district, was brought under HMDA in March. Yet, despite the developer having paid fees to DTCP well before the transition, approvals remain pending.
"When over 300 villages were merged into HMDA, the GO should have clearly addressed the status of pending and in-process applications. Unfortunately, the MA&UD department neither included such a provision nor issued a subsequent clarification," a senior department official admitted.
Adding to the gridlock, MA&UD joint director J Srinivasa Rao confirmed that many developers are stuck. "DTCP has submitted a list of pending approvals to the department. The file has been forwarded to the chief minister's office for a decision," he said, adding that the matter is now awaiting clearance from the CMO, as the chief minister also holds the municipal administration portfolio.

HMDA will engage a consultancy to draft legislation, rules, and guidelines for LPAD and to implement a pilot scheme. Officials said that despite an existing master plan, its execution, especially of arterial and sub-arterial roads, remains inconsistent. This has resulted in landlocked parcels and unregulated development lacking proper road access, utilities and essential public services. In many cases, the authority is forced to provide infrastructure after unplanned construction, an approach seen as inefficient and costly. The present legal framework under the HMDA Act is considered inadequate to support integrated urban development. The proposed LPAD model, based on town planning schemes in Gujarat and Bhubaneswar, allows for equitable land reconstitution, integrated infrastructure provision, and phased release of development plots. HMDA aims to ensure road connectivity across HMR to prevent isolated land parcels. The authority plans to identify at least 10 potential LPAD sites, each measuring about 5,000 acres. The objectives include a review of all existing legislations, rules and guidelines for LPAD/town planning and local area planning in Telangana. After preparing concept reports, two projects will be shortlisted for pre-feasibility studies as part of the pilot initiative.

Realty market rebounds after two-year slump: 13% monthly growth in registrations since Feb 2025, says Telangana IT minister; buyers warned of scams

HYDERABAD: After two years of sluggish growth, Hyderabad's real estate sector is experiencing a strong resurgence, said IT and Industries minister D Sridhar Babu at the Times Home Hunt Property Expo on Saturday. He stated that the market had recorded consistent 13% month-on-month growth in property registrations since February 2025. "The real estate sector registered a 15.4% growth in 2024-25, while the construction sector alone contributed 11.97%, adding nearly 80,000 crore to the state's economy," he said. He also noted that in February 2025, 5,900 property registrations were recorded, with 18% of the registered properties priced above Rs 1 crore. Year-on-year transactional growth stood at 6%. The Times Home Hunt Property Expo featured residential and commercial projects from 35 developers across Hyderabad, showcasing around 100 real estate projects focused on smart homes, gated communities, and wellness-oriented townships. 3,000 visitors on first day The two-day expo, which concludes on Sunday, recorded around 3,000 visitors on its opening day. Overall, the event is expected to attract nearly 5,000 footfalls across both days. Entry is free for all homebuyers at the Hitex Exhibition Center. The event is presented by Aparna Constructions, with powered sponsorship from Ramky Estates, My Home Group, and Candeur Constructions. It is held in association with Auro, SRIAS, R-One, and ASBL, while Union Bank of India serves as the official banking partner. Sridhar Babu cautioned homebuyers to remain vigilant due to a rise in property scams. He urged them to verify RERA, HMDA and other approvals, and to carry out background checks on developers before making investments. He recommended that buyers register properties only through the Build Now portal, an initiative by the state govt to streamline approvals and ensure accountability and transparency in the real estate process.

Chief Secretary Ramakrishna Rao has emphasised the critical need for advanced planning to efficiently meet the future requirements for basic amenities for citizens, given the exponential growth of Hyderabad and its surrounding areas. The Chief Secretary further explained that these reviews of local bodies are being undertaken as per the instructions of Chief Minister A Revanth Reddy. Accompanied by MAUD (Municipal Administration and Urban Development) officials and the Rangareddy District Collector, the Chief Secretary visited Shamshabad Municipality and conducted a review meeting. During the session, the Chief Secretary ascertained information regarding the Municipal Corporation's jurisdiction and population. Furthermore, he reviewed the services being extended by the Municipal Council to its citizens, including water supply, street lighting, drainage networks, and Sewage Treatment Plants (STPs).
