
Residents seek measures to expedite road cuts for resolving civic problems

Owing to frequent disruption of power supply in zones such as Sholinganallur, where roads are being dug up for laying underground drainage network, residents have demanded faster processing of requests for road cuts to prevent a delay in restoration of services.
V. Parthiban, general secretary of the Confederation of Residents' Welfare Associations, Sholinganallur, demands that civic agencies find a solution to prevent such delay in road cuts.
Around 50% of the civic issues that require road cuts in various zones of the Chennai Corporation are related to electricity, water, and sewage, according to data complied by the GCC.
Though a large number of service departments, more than 20 in number, carry out road cuts for resolving civic issues and implementing infrastructure projects, the Tamil Nadu Electricity Board alone accounts for around 25% of them, and Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB), more than 25%.
Residents have urged the civic agencies to develop a system to expedite road cuts. 'When there is disruption of power or water supply, we request officials to give permission for road cuts instantly, without any delay,' they say.
A. Francis, president of the Federation of Thoraipakkam Residents' Welfare Associations, said work on digging a cement concrete road, which was laid only a few months ago, is under way. 'The residents want the dug-up roads to be restored immediately. But this has not always been the case. There has been a delay in the restoration of the new road after the sewer network was built. We request that a new system be formed for improved coordination between all the line agencies,' he said.
AIADMK councillor J. John said, in the past, the AIADMK government had initiated work to build sewer network in close proximity to all houses so that sewer connection could be established without digging up roads. 'The scheme to provide connection to all houses should be strengthened, similar to that of the previous regime,' he said.
DMK councillor T.V. Shemmozhi said residents had demanded permission for road cut along Anna Nagar Second Avenue to resolve a sewage-related civic issue in the area.
Following an overwhelming demand from residents in various parts of the city, the Chennai Corporation has proposed to expedite the work, and introduce a seamless system for granting permission for road cuts.
An official said the new system would be implemented in one or two days, and the guidelines issued shortly.
'We have decided to expedite approvals for pending road cuts across the city. The online system will be altered. Under the new system, the residents will be able to raise claim charges after applying for Metrowater connection. Additionally, the No Objection Certificate from the traffic police can be obtained online,' another official said.
At a meeting attended by more than 20 service departments on Tuesday, GCC officials decided to take measures to resolve issues with the departments.
On the CMWSSB work under way in zones such as Manali, Madhavaram, Sholinganallur, and Perungudi, an official said they would expedite the road cut and restoration work.

Station Service Road in Velachery set for a major revamp
The pockmarked Station Service Road in Velachery which has turned into a nightmare for motorists will soon undergo repairs, as the Chennai Corporation is all set set to take up improvement work on the stretch. The service road which was originally constructed by the Southern Railway and runs parallel to the Mass Rapid Transit System (MRTS) from Velachery to Taramani railway station is a boon for motorists to escape the heavily-congested Taramani Link Road to reach Rajiv Gandhi Salai at Taramani. The service road was paved to create access road to Perungudi and Taramani railway stations for the residents of East Velachery. Southern Railway handed over the 3.20-kilometre service road to the Chennai Corporation last year after it faced difficulties in maintaining the road. The civic body had, in the initial stages, installed the street lights for the road more than two years ago. The Station Service road had become unmotorable after it was dug up a few years ago for installing high tension underground power cable from the Taramani substation to Guindy substation for improving the electricity network by Tantransco. S. Harshvardhan, a resident of Madipakkam, said the road has become busy during morning and evening peak hours as hundreds of motorists bound to Rajiv Gandhi Salai use this stretch. However the condition of the road is bad with the concrete poured over the gravel to patch up the dug-up portion of the road having worn out. Half the two-lane road cannot be used. The road becomes slushy with water stagnating in puddles whenever there is even a drizzle as the storm water drain network constructed on both sides of the road has been damaged in several places. Social activist S. Kumararaja said the road was also once used by pedestrians who are now avoiding the uneven stretch riddled with potholes. The macro canal constructed to prevent flooding of residential colonies and help drain into the Pallikaranai marshland has been clogged with construction debris. A senior official of the Chennai Corporation said a Detailed Project Report (DPR) was in the final stages of preparation as the entire upgradation and improvement works are to be executed at a total cost of Rs. 26 crore excluding the road relaying work. For the road repavement component, which is to be executed by Bus Route Road division, the cost comes to Rs. 8.09 crores. While the tender has been opened the work order for identifying the contractor was yet to be finalised. The senior civic official pointing out the road improvement project to be carried out under 'MRTS Sammoga Cholai cum healthwalk' similar to pedestrian plaza would have the following components of well paved footpath, dedicated cycling track, road markings with walkway and kerb paintings, open gym, toilet block and waiting shelters, would completely transform the road. New street lights along with high mast lamps at all the junctions have been proposed. Both the macro and micro drains running along the road would be fully renovated, tge official added.

81 per cent of destitute people in Chennai homeless for generations
CHENNAI: The Greater Chennai Corporation (GCC), in collaboration with the Madras School of Social Work, recently released the final report of a city-wide homelessness survey titled 'Data for Dignity'. While the survey identified around 13,529 homeless individuals across 2,837 locations in Chennai, the report recommends strengthening housing policies, enhancing social protection systems, addressing structural discrimination, and fostering community engagement. The report, calling for coordinated inter-departmental action, was handed over to chief secretary N Muruganandam and officials from at least seven departments, including GCC, and TNUHDB, on May 29. According to the report, of the total homeless population, around 51% that is 2,482 were part of family units. Moreover, a significant 80.66% of homeless population are generationally homeless noting they never had stable access to housing. The report recommended government departments to invest in permanent housing within 2-3 km of their current locations, especially for families, who as per current practice often separated in gender-specific shelters. With 58.26% of homeless families have children under 18 years, 25.89% have two children and 19.34% have one child, 5.1% (164) of them reported that their children had dropped out of school. While dropout rates are relatively low, continued monitoring and educational support remain critical, the report said. Common reasons cited for dropout was poverty, lack of interest, and inability to cope. Only 10.78% of the children reached Class 11-12, and a mere 4.89% pursued college education.

Central government scheme provides ray of hope for revised GIS mapping of water lines and sewer network to resolve civic issues, and create safer streets
As the preparatory work on schemes for special assistance to States for capital investment by the Central government has started this month, residents and councillors in the city have demanded utilisation of the funds this year for mapping of municipal assets, existing water sewerage, storm water drainage network on GIS portal and GATI Shakti Portal to resolve civic issues. The civic body has also planned to implement a safe city street plan under the scheme for women, persons with disability and children, based on consultations with residents. Residents have complained that many civic issues about water supply and sewage have not been resolved while a few have been resolved after a delay of several weeks owing to the lack of proper mapping of the assets underground. GCC and Metrowater workers have not been able to identify the water supply lines underneath roads for resolving civic issues. Federation of North Chennai Residents Association president said drinking water has been polluted by mixing of sewage in most of the roads of north Chennai. 'Residents have complained. But the civic agencies require funds for resolving such issues. The State government should get more funds from the Central government to resolve the issue of water supply and sewage in north Chennai,' he said The northern zones of GCC are likely to benefit from the scheme for special assistance to States for capital investment by the Union Ministry of Housing and Urban Affairs for urban reforms in the year 2025 -2026. Residents have demanded the civic agencies compile baseline data for all components to be submitted in 30 days. As part of the reforms, states are expected to map, digitise existing water networks, stormwater drains and sewage network layers in GIS platform mandatorily all GIS utility maps on PM Gati Shakti portal. The funds under the scheme will also be utilised for implementation of a safe city street plan. The streets will be safer for women, persons with disability and children. The GCC will prepare a neighbourhood improvement plan focussing on utilities, schools, and infrastructure of the area for digital mapping. The scheme includes mitigation strategies for flooding. The Central government will also fund the project for rejuvenation of existing wells. In the previous Chennai Corporation Council meeting, Councillors in areas such as Adyar have spoken about the pollution of wells because of damage in the sewer network. Once the Central government provides funds under the scheme, the civic body will rejuvenate the existing wells and restore the functionality of existing wells to enhance their water storage , quality and flow in the 15 zones of the city. The Central government will carry out desilting and sediment removal, replace or repair the casting, pumping system maintenance and testing mechanism for contamination under the scheme. Similarly, GCC will develop urban forest pathways as part of urban planning reform under the scheme. The funds under the scheme will also be utilised for revitalising central business districts, historic core of state capitals. The State will incentivise revitalisation, restoring and retrofitting city cores, marketplaces of historical importance to turn them into vibrant economic cultural spaces.
