Kerala's Idukki Turns To AI, Sensors To Become Most Disaster-Ready Hill District

In the lush, hilly district of Idukki in Kerala, where nature's beauty meets frequent danger, authorities are turning to technology for protection.
A new high-tech system using artificial intelligence, sensors, and satellite maps will soon help predict landslides, flash floods, forest fires, and droughts in real time -- part of an ambitious plan to make Idukki the most disaster-resilient hill district in the country.
The innovative Idukki Disaster Resilience and Information System (IDRIS)-- a first-of-its-kind early warning and planning platform -- will be rolled out this monsoon as a pilot project, said District Collector V Vigneshwari here on Tuesday.
The pilot rollout will begin in Adimaly and Rajakkad, two areas often hit by landslides, floods, and rising conflict between people and wildlife, an official release said.
IDRIS is the first system of its kind in India, combining real-time data, satellite maps, and advanced tools like Artificial Intelligence to send early warnings for natural disasters such as landslides, flash floods, wildfires, and drought, the release claimed.
The system will help local leaders and government officials make better, faster decisions. It does this by using GIS-based risk maps to guide where roads, buildings, and water systems should be built -- keeping both people and nature in mind, officials said.
The system is being developed under the leadership of the District Disaster Management Authority (DDMA).
The system uses artificial intelligence, sensors and satellite maps to monitor and predict hazards like landslides, flash floods, forest fires and droughts in real time, the release said.
"Forty-six sensors will monitor soil movement, rain and moisture levels. Forty-eight river gauges will track water levels in key tributaries such as the Thodupuzha River and Pamba. Data will be fed live into a GIS-based control room at the District Emergency Operations Centre. Officials will use this information to send early warnings and guide safer infrastructure planning," it said.
Alerts will be sent through SMS, sirens, radio and a mobile app, in Malayalam, English, Tamil, Hindi, and tribal languages.
"The development of the IDRIS software and its field-level testing will begin soon," the district collector said.
The aim is to transform Idukki into India's most disaster-resilient hill district by combining sensor technology, GIS-based risk layers, and machine learning, she added.
Officials said Idukki is a district highly prone to disasters.
Since 2000, it has faced over 600 landslides, recurring floods, rising incidents of wild animal attacks, unsafe constructions, and forest fires, they said.
Taking all these risks into account, a comprehensive multi-hazard monitoring system is being set up in the district, officials added.

‘Veena' guides candidates through UG form fill-up, subject selection
Kolkata: Veena, the new chatbot on the centralised admission portal for undergraduate admissions had interacted with more than 7,236 users and answered 19,844 questions over four days till Saturday evening, showed higher education department data. From helping applicants with selecting colleges and courses to answering queries on the admission process, document verification and payments, Veena, with multilingual support system, seemed to have made it easier for applicants to fill up forms. TOI reported on May 15 on the chatbot's debut on the centralised portal, launched to guide candidates through the process and clear their doubts in real-time, which in turn would ensure fewer errors in the forms. "As the chatbot utilises Domain-Specific Natural Language Processing techniques to understand and process queries in natural language, students can interact in a conversation-like manner in multiple languages, including Bengali, Hindi and English. Some applicants asked questions in Bengali though they wrote it in English font. The chatbot gave the answer in Bengali font," said an official. "The chatbot maintained 35%-38% Bengali support on all days." Another official pointed out that 2.8 interactions with the chatbot per user took place on an average, indicating "strong engagement". "User growth increased in the first few days, and the applicants rated their experience on the chatbot highly, marking a score between 4.5 and 5, 5 being the maximum," said the official. The chatbot was introduced after many of last year's applicants had said they found it difficult to understand the course combinations and many even made some basic mistakes. "But the chatbot helped clear doubts and minimise errors. The queries are changing from quantitative questions, like the number of seats, eligibility criteria and documents required, to qualitative ones, like comparisons between courses and colleges or and best-suited subject combinations. The chatbot is answering the queries precisely and instantly," said an official. The higher education department said the first few days' chatbot interactions showed remarkable AI system evolution as the precision of answers improved, reaching almost 99% accuracy. The interaction data and feedback showed that the AI-driven tool had the capacity for self-learning, improving answers and enhancing the admission process, said an official. "As the chatbot handles a large number of users at the same time, the call waiting-time has minimised. It is ensuring reliability while complying with privacy and security," he said.

Three-wheeler EV adoption gains traction in Tamil Nadu
Three-wheeler electric vehicle (EV) penetration in Tamil Nadu so far in the calendar year 2025 has already surpassed the numbers for 2024, data show. As per data available on Vahan portal, a total of 2,802 electric three-wheelers have been registered in 2025 till May. EV adoption or penetration (measured in terms of EV sales as a percentage of the total vehicle sales) stood at 16.07% in 2025, as compared to 13.92% for the entire 2024. 'In Tamil Nadu, there has been consistent rise in the penetration of EVs, with 'Passenger Autos' rising from almost 4% in 2023 to above 8% in 2025. The penetration in the cargo vehicle segment is above 27%,' Roy Kurian, business head – last-mile mobility, Montra Electric, said. Montra Electric is the electric mobility brand of the Murugappa Group. 'State-level incentives — road tax exemptions and registration benefits — have helped lower the entry barriers for drivers. At the same time, availability of more reliable products has opened up a wider market,' Mr. Kurian said. Tamil Nadu has also been at the forefront in the usage of EVs, such as e-carts being used in waste management activities. The fast pace at which the government is focused on developing Public Urban transport like Metro Rail will also support growth of the last-mile EV solutions, he added. Montra Electric has seen strong traction for its EV three-wheelers in Tamil Nadu, with demand emerging from not only Chennai but also being driven by cities such as Madurai, Kanniyakumari, Coimbatore, Tirunelveli, and Tiruchi. Most of the initial customers being those who can charge the vehicles at their homes. Smaller towns, where travel distance is less, are quickly picking up EVs, Mr. Kurian said. The cargo segment is being driven by the logistics and e-commerce players, who have realised the benefits of EVs over internal combustion engine (ICE) vehicles for better profitability. They can also set up the charging and service infrastructure to support the fleet relatively easily, he said. However, Mr. Kurian said there was a long way to go for both the industry and government to come together on specific areas, including: affirmative actions to discourage purchase of ICE three-wheelers and actively move to EVs and earmarking space for charging stations in the key market areas, Mr. Kurian said.
