Medical candidates rue lack of transparency in total fees
Chennai: One question the state medical selection committee consistently fails to answer accurately concerns the total fees charged by self-financing medical colleges and private universities for govt and management quota MBBS seats.
While the fee committee prescribes tuition, most colleges add development charges, transportation, insurance, library, hostel, books, and stationery fees, inflating the total by up to 12 lakh.
Officials in directorate of medical education clarify that the 'tuition fee' set by fee fixation committee excludes charges for hostel, library, or mess. A senior official stated, "We collect tuition fee and transfer it to the college.
Colleges are allowed to collect a nominal fee for hostel or transport. We don't want to display the entire fee, or it will look like it's approved by the govt," he said.
This practice has sparked outrage among parents and student counsellors, who demand complete fee transparency during the choice-blocking phase. "The committee asks me to make smart choices during the admission process. How will I lock choices when I don't know the fee college will ask?" said S R Ramani, whose nephew awaits admission in 2025.
"My friends paid almost double the prescribed fees in the prospectus. Why can't the govt make it mandatory for all colleges to declare the fee?" he said.
In 2024, after allotting a govt quota seat in a self-financing medical college affiliated with the Tamil Nadu Dr. MGR Medical University, the state selection committee collected 4.35 lakh for the first-year MBBS tuition fee. However, when parents visited the college for other formalities, they were asked to pay an additional 3.61 lakh towards various other fees.
Another college, with a prescribed tuition fee of 4.45 lakh, demanded additional 4.15 lakh.

The fees charged by private medical universities can increase by up to 8 lakh. Student counsellor Manickavel Arumugam stated, "The govt must say the fee for a govt seat is anywhere between 6 lakh to 12 lakh a year instead of saying the tuition fee is between 4.35 lakh to 5.4 lakh." For the management quota, an additional fee can push the total annual fee from the prescribed 13.5 lakh in self-financing colleges to up to 20 lakh, and from 16.4 lakh in private universities to up to 23 lakh.
Officials from self-financing medical colleges said they display fees transparently at the first opportunity. A dean of a self-financing medical college in Chennai said, "We give breakup to parents when they bring allotment orders. Parents have used them to get education loans from banks." He added, "Non-minority colleges share up to 65% of their seats, but the fee is the same for minority and non-minority institutions. How can we run the institution with such low revenue?"
At least three self-financing colleges have applied for deemed university status to gain autonomy in deciding their fee structure. Deemed universities charged up to 30 lakh a year for MBBS in 2024.
TN health secretary P Senthilkumar said state would consider displaying full fee breakdown on the govt portal during counselling this year.

A Washington Post insta-poll found Americans opposing US airstrikes by a 20 percentage-point margin — 45 percent to 25 percent — with a sizable 30 percent saying they are unsure.

‘Patna, Bihta airports to serve together'
1 2 Following heightened aviation safety concerns, Patna divisional commissioner Chandrashekhar Singh speaks to TOI's Sheezan Nezami about runway extension, infrastructure upgrades and long-term plans for Patna and Bihta airports. Excerpts: The recent plane crash in Ahmedabad raised safety concerns across airports in the country. We all know that Patna airport is considered one of the riskiest airports in India, especially due to its short runway. Is there any plan to extend it? If yes, how? Yes, there is a plan to extend the runway. The airport authority has submitted a proposal. On the western side, 200x300 metres of govt land will be made available. This land, although previously leased, is currently unused. The district magistrate is preparing a proposal for its transfer, which will be sent to the state cabinet. Similarly, on the eastern side, 300x500 metres of land is being sought. This can be arranged by reallocating 15 acres from Patna coo. A proposal is being prepared for this as well. The zoo will be compensated with land from the Golf Club, which has around 102 acres. An ideal golf course requires only 50 to 55 acres. Once the airport is extended towards the zoo side (Gate No. 2), an underpass will be constructed to ensure mobility, replacing the existing road. The clock tower at the Old Secretariat has long been considered a major threat to Patna airport. Will any concrete steps be taken? The clock tower falls directly within the funnel zone, making the already short runway even less usable. While 9,000 feet is the international standard, Patna's runway is only 6,800 feet and a further 400 feet cannot be used due to the tower's obstruction. Landings at Patna occur at an angle of 3.15 to 3.50 degrees instead of the standard 3 degrees, causing aircraft to jolt upon landing. Reducing the tower's height would resolve these issues. The airport authority has proposed a height reduction of 17.5 metres and a formal proposal will be sent to the cabinet. The clock tower now serves only an aesthetic purpose from the British era, much like other old clock towers in various cities. Apart from the clock tower, birds are said to pose a threat to Patna airport, especially due to the secondary garbage point in Gardanibagh, which attracts them. A site in Yarpur has been sanctioned for relocating this garbage point and Patna Municipal Corporation is working towards this. By Aug 15, the Gardanibagh area will be cleared and may be repurposed by PMC as a yard. Meat and fish shops along the lane from Chitkohra to Anisabad, also seen as risks, have already been shifted. The waterlogging on the airport's southern side near the railway line also draws birds. A major drainage project has been proposed there to address this. What about the dense population surrounding the airport? Do buildings comply with regulations? Has there been a height survey? Also, what about encroachments in the vicinity? Yes, a joint survey is carried out by the airport authority and the municipal corporation to monitor building heights, particularly within the funnel area. During construction approval, the corporation checks height compliance, and any violations are acted upon. As for encroachments, we have already removed those at Kaushal Nagar. Bihta airport is expected to serve as an alternative to Patna airport, yet progress seems slow. When can we expect it to be fully operational? Work has commenced and the project is expected to be completed by 2027. Will Patna airport shut down once Bihta airport becomes operational? No, both airports will function simultaneously. In fact, air traffic demand is projected to grow significantly and both airports will be required to meet that future demand.

Government may slow down declaring more state highways as national highways
In a major policy change, the Centre is preparing a model to provide financial assistance to state govts for one-time improvement of state highways rather than declaring more of these as NHs . The road transport ministry will instead focus on building more new greenfield highways and expressways. This comes after PM Narendra Modi's direction to the ministry to come up with a model by July end for the purpose. State govts will maintain the upgraded state highways. TOI has learnt that in the last infrastructure review meeting, Modi had asked the ministry to come up with innovative models for supporting state highway projects and connecting non-major ports under state govts. This change in approach gains importance considering that in the last 11 years, govt has notified conversion of 55,000 km of state highways to NHs and now, the total length of NHs stands at 1.46 lakh km. This has been highlighted as one of the biggest achievements of govt. Sources said that after expanding the NH network, now there is a need to focus more on widening them and maintaining them. Data shows that till March, India has more than 63 lakh km of road network.
