Government may slow down declaring more state highways as national highways

In a major policy change, the Centre is preparing a model to provide
financial assistance
to state govts for one-time improvement of
state highways
rather than declaring more of these as
NHs
. The
road transport ministry
will instead focus on building more new
greenfield highways
and expressways.
This comes after PM Narendra Modi's direction to the ministry to come up with a model by July end for the purpose. State govts will maintain the upgraded state highways. TOI has learnt that in the last infrastructure review meeting, Modi had asked the ministry to come up with innovative models for supporting state highway projects and connecting non-major ports under state govts.
This change in approach gains importance considering that in the last 11 years, govt has notified conversion of 55,000 km of state highways to NHs and now, the total length of NHs stands at 1.46 lakh km. This has been highlighted as one of the biggest achievements of govt.
Sources said that after expanding the NH network, now there is a need to focus more on widening them and maintaining them. Data shows that till March, India has more than 63 lakh km of road network.

Amit Shah to chair 25th Central Zonal Council meeting in Uttar Pradesh tomorrow

New Delhi [India], June 23 (ANI): Union Home Minister Amit Shah will chair the 25th meeting of the Central Zonal Council on Tuesday in Uttar Pradesh's Varanasi, the Ministry of Home Affairs (MHA) said on Monday. The meeting will be attended by the Chief Ministers of the member states, along with two senior ministers from each state. The Chief Secretaries of the state governments and other senior officials, as well as senior officials from the Central government, will also participate in the meeting. The Central Zonal Council comprises the states of Chhattisgarh, Madhya Pradesh, Uttarakhand, and Uttar Pradesh. The meeting is being organised by the Inter-State Council Secretariat under the Ministry of Home Affairs in collaboration with the Uttar Pradesh government. Under Sections 15 to 22 of the States Reorganisation Act, 1956, five Zonal Councils were established. The Union Home Minister is the chairperson of these five Zonal Councils, and the Chief Ministers, Lieutenant Governors and Administrators of the member states and Union Territories are their members. Among these members, the Chief Minister of one member state (rotating every year) acts as the vice-chairperson. From each member state, the governor nominates two ministers as members of the council. Each Zonal Council has also formed a permanent committee at the level of the Chief Secretaries. Issues proposed by the states are initially presented to the permanent committee of the concerned Zonal Council for discussion. After consideration by the permanent committee, the remaining issues are then presented to the Zonal Council meeting for further deliberation. Prime Minister Narendra Modi has emphasised the need to leverage cooperative and competitive federalism for the all-round development of the country. With the belief that strong states make a strong nation, the Zonal Councils provide a structured mechanism for dialogue and discussion on issues affecting two or more states or the Centre and states, and through this, serve as an important platform to enhance mutual cooperation. The role of the Zonal Councils is advisory; however, over the past few years, these councils have proven to be an important factor in promoting healthy bonds of mutual understanding and cooperation in various fields. With the cooperation of all state governments, central ministries, and departments, a total of 61 meetings of the various Zonal Councils and their permanent committees have been held in the last eleven years. The Zonal Councils also discuss broad issues of national importance, including the speedy investigation of cases of sexual offenses against women and children and the implementation of Fast Track Special Courts (FTSC) for their swift disposal; providing brick-and-mortar banking facilities within the designated area of every village; implementation of the Emergency Response Support System (ERSS-112); and various regional-level common interest issues such as strengthening nutrition, education, health, electricity, urban planning, and the cooperative system. SC terms plea on OBC certificates for children of single mothers ‘important,' says detailed hearing needed

The Supreme Court on Monday termed "important" the plea for amending rules to issue OBC certificates to children of single mothers from the same category. The Centre's counsel said various factors had to be considered following which guidelines would be formulated.(ANI) A bench of Justices K V Viswanathan and N Kotiswar Singh said the matter required a detailed hearing. "The present writ petition raises an important issue about issuance of OBC certificate to children of single mother wherein the mother belongs to the OBC," the bench said. The counsel representing the Centre said they had filed their counter affidavit on the plea. On January 31, the apex court issued notice and sought responses from the Centre and the Delhi government on the plea filed by a Delhi-based woman. "This has to be heard," the bench said on Monday, calling it an important issue. The bench referred to a 2012 judgement of the apex court which dealt with the question surrounding the status of a person, one of whose parents belongs to the Scheduled Castes or Scheduled Tribes and the other did not belong to either category. The Centre's counsel said the issue needed deliberation and all states were needed to be made party in the matter. He said the authorities would be needing guidelines from the apex court in this regard. The Centre's counsel said various factors had to be considered following which guidelines would be formulated. The petitioner said the Other Backward Class (OBC) certificate should be issued on the basis of the certificate held by the single mother. "Considering the importance of the matter, subject to the order of the Chief Justice of India, the matter be placed for final hearing on July 22," the bench said. The parties were directed to file their written submissions. The bench also asked the parties to examine a scenario where the single mother was in an inter-caste marriage. The plea said according to the guidelines issued by the respondent authorities, an OBC certificate couldn't be granted on the basis of an OBC certificate of a single mother and an applicant had to produce such a certificate from the paternal side only. The petitioner claimed such an action by the respondents was clearly against constitutional provisions. "The inaction on the part of respondents to issue OBC certificates to children of single mother on the basis of the Other Backward Class certificate of their single mother are also in contravention of the rights of the children who belong to the Other Backward Class," the plea said. The petition also called it violative of the provision of the Constitution as children of a single mother belonging to the SC or ST category were granted caste certificates on the basis of her certificate. Insisting on the father's OBC certificate or the paternal side by the authorities for issuing OBC certificates to children of single mothers was totally against the rights of children brought up by her, the plea said. It referred to the Delhi government's guidelines for issuing OBC certificates. According to the guidelines, any person residing in Delhi and wanting to apply for an OBC certificate, has to produce an OBC certificate of any paternal blood relative which includes father, grandfather or uncle. The plea said a single mother belonging to OBC category who wants to apply for such certificate for her adopted child on the basis of her own certificate was not allowed to apply for want of the husband's OBC certificate.
