Patna: Bihar is among the select states that have contributed significantly to the national decline in poverty, water resources development (WRD) minister Vijay Kumar Choudhary said on Tuesday. Speaking to the reporters at the JD(U) office, Choudhary referred to the recently released World Bank report as proof of the public welfare policies pursued by the NDA govts at both the Centre and the state under the leadership of PM Narendra Modi and CM Nitish Kumar. "The economic condition of the poor has improved a lot due to the far-sighted policies of the government," the minister said. In its 'Spring 2025 Poverty and Equity Brief', the World Bank acknowledged India's decisive efforts in combating poverty over the past decade, lifting 171 million people out of extreme poverty. The report said that the proportion of people living on less than US$2.15 per day – the international benchmark for extreme poverty – declined steeply from 16.2% in 2011-12 to just 2.3% in 2022-23. Further, according to the NITI Aayog's Multidimensional Poverty Index (2023), Bihar's poverty rate fell from 51.91% in 2015-16 to 33.76% in 2021-22. Chennai: Plans for Chennai's sixth reservoir near Thiruporur encountered a regulatory roadblock, delaying its execution. A state expert committee returned the proposal submitted by water resources department (WRD), asking the department to seek clearance under coastal regulatory zone (CRZ) rules instead of continuing with an application for environmental clearance. At a recent meeting, the state expert appraisal committee (SEAC) reviewed WRD's request to form a 4,375-acre reservoir in Kovalam sub-basin, located between ECR and Old Mahabalipuram Road. The 471-crore project aims to store up to 2.25 tmcft of water annually, helping to augment Chennai's drinking water supply. However, SEAC clarified that since the project does not involve major river valley development, hydroelectric generation or any tunnelling or mining, it does not require environmental clearance under the usual norms. Instead, it falls within the scope of CRZ due to its proximity to the coast. The committee directed the WRD to place the proposal before the Coastal Zone Management Authority for further evaluation, as mandated under CRZ Notification, 2011. The committee also raised concerns about untreated wastewater from nearby villages flowing into the reservoir via natural drains.

Panaji: The directorate of agriculture has directed the water resources department (WRD) to organise a joint inspection of 3.3 lakh sqm of irrigation land at Dhargalim, which govt has decided to denotify for a casino firm. A senior officer of the directorate of agriculture said the department has written an official letter to the WRD to conduct a site inspection. The officer said that based on the inspection, a detailed report will be sent to agriculture minister Ravi Naik. Two months after govt's Goa State Amritkal Agriculture Policy, 2025, was introduced to revitalise farming and make the state self-sufficient, chief minister Pramod Sawant-led govt denotified the 3.3 lakh sqm of the Tillari command area at Dhargalim to pave the way for Delta Corp Ltd, a casino gaming company, to set up an integrated resort. The project, which will come up at the command area of the Tillari irrigation project, comprises three hotels, a convention centre, a multiplex, a retail area, a water park, banquet facilities, and a children's entertainment area among other amenities. Naik has sought a detailed report from the agriculture secretary. The minister questioned whether the Tillari Irrigation Command Area Authority granted its clearance for the conversion of the land in question. Referring to a TOI report, Naik, who was not present at the cabinet meeting that took the decision, in a note moved to the agriculture secretary, said that on Feb 6, 2025, the cabinet approved the Goa State Amritkal Agricultural Policy. 'In terms of the policy, areas under the command of major, medium, and minor irrigation projects are to be banned from being converted for non-agricultural use,' Naik said. His note added, 'The Times of India has reported a news article under the heading, 'State ignores its agri policy, hands over 3.3L sqm irrigation land to casino firm'.' The members of the Tillari Irrigation Development Board have urged an immediate Command Areas Development board meeting to discuss govt's decision to denotify the land.

The Water Resources Department (WRD) has completed the desilting of the baby channel of the Kalingarayan canal, while work is nearing completion to remove the desilted earth. The 91.1-km-long Kalingarayan canal, constructed by the Kongu chieftain Kalingarayan in the 13th century, irrigates 15,743 acres across Erode, Modakkurichi, and Kodumudi taluks. To address pollution caused by the dumping of household waste and the discharge of industrial effluents, a baby channel was constructed 11 years ago from Bhavani to Vairapalayam. Farmers and residents had been urging the Water Resources Department to take up desilting of this channel. On May 22, Minister for Housing, Prohibition, and Excise, S. Muthusamy, inaugurated desilting work along a 20-km stretch of the baby channel, at a total cost of ₹28.25 lakh. The work began from the Kalingarayan anicut in Bhavani and extended up to the 12/3rd mile in the city. An earthmover was deployed to remove weeds and dumped waste. Currently, the removal of the dumped waste is in progress, with 70% of the work completed. Officials noted that the baby channel was previously clogged mainly due to weeds and plastic waste, which obstructed water flow. A WRD official said that a proposal to extend the baby channel by an additional six km, from Vairapalayam to Vendipalayam, had been submitted to the government and has since been approved. A government order for the project is expected soon, after which construction will begin, the official added.

Trichy: Monitoring officer for Trichy district Alby John Varghese inspected the progress of various projects in the district on Friday. He also led a review meeting to urge to expedite the works for implementation. Accompanied by collector M Pradeep Kumar and senior WRD officials, the monitoring officer saw the completion of desilting work in the drainage channel in Navalpattu village to restore the carrying capacity. In Trichy district, around 343km of rivers, distributaries, and channels have been desilted at 16.7 crore. Collector Pradeep Kumar explained the irrigation system in the district and confirmed the completion of work. Varghese also visited the integrated bus stand in Panjapur and learned about the completion of construction work. He urged to expedite the work to make the newly inaugurated bus stand functional. The officials also visited Pirattiyur and saw the houses that people constructed by encroaching on the govt poramboke land. They discussed possible actions to clear the encroachments.
