Police seek spl courts to fast-track Arms Act cases
Patna: Police have stepped up efforts to combat the spread of illegal arms and submitted a proposal to the state govt for the creation of special courts in every district to fast-track Arms Act cases. Director general of police (DGP) Vinay Kumar said on Thursday that over 5,000 cases were registered under the Arms Act across Bihar in the past year alone. "The absence of fast-track courts has led to unnecessary delays in hearings," he said. Kumar added that such special courts had earlier existed between 2005 and 2011 and had ensured convictions within a week. "This initiative served as an effective deterrent. However, after the fast-track courts were discontinued, pendency rose sharply," he added. The Arms Act, 1959, governs the manufacture, possession, sale, transport and use of firearms. Unlicensed possession may lead to imprisonment of three to seven years, while use of prohibited weapons can attract life imprisonment. "Prosecution in these cases is relatively straightforward since testimony from police personnel is usually sufficient," Kumar said. He added that the proposed system would improve conviction rates and reduce the illegal arms trade, with severity of sentencing to depend on the weapon type, its use, and the area's security status.

Special court to be set up in districts to hear Arms Act cases: Bihar DGP
East Patna, June 19 (UNI) A special fast-track court would be constituted in every district of Bihar to hear Arms Act cases, said top police official here on Thursday. Director General of Police (DGP) Vinay Kumar said that a proposal in this connection has been submitted before the government. Kumar said that more than 5,000 cases under Arms Act were registered during the last one year across the state but in absence of fast-track courts in the state, there is unnecessary delay in hearing of these cases. As speedy trials of Arms Act cases used to be conducted and criminals were being punished by the court within a week in between 2005 and 2011 following which people did not dare to go out with weapons. But after the end of the fast-track courts in 2011, the hearing of such cases got delayed and its pendency kept on increasing. UNI RS SS

MoRTH additional secretary Vinay Kumar, who led the central team, assured the governor that necessary measures would be taken to facilitate the rollout of a ropeway project in Mizoram. He emphasised the scheme's suitability for improving mobility in hilly terrain, noting that 90% of the project revenue could be reinvested for local development. State UD&PA secretary Lalmalsawma Pachuau discussed the plans on the proposed ropeway corridors under the Aizawl sustainable urban transport project (ASUTP). He outlined a comprehensive mobility plan developed for the 280 sq km greater Aizawl area, which includes multiple urban transport initiatives such as ropeways, pedestrian infrastructure enhancements, truck terminals, and bus system improvements. Other present at the meeting were secretary to the governor Ajit Roy, UD&PA director Jacob Lalawmpuia, NHLML vice president Prashant Jain, and other officials from the UD&PA department.

Shimla, June 17(UNI) After months of intense lobbying and factional tug-of-war, the All India Congress Committee (AICC) is reportedly close to announcing Assembly deputy speaker Vinay Kumar as the next Himachal Pradesh Congress president. The move appears aimed at caste-balancing, rewarding loyalty, and bridging the rift within the state unit. Vinay Kumar, MLA from Shri Renukaji and a Dalit leader, enjoys support from both Chief Minister Sukhvinder Singh Sukhu and Deputy CM Mukesh Agnihotri. Despite his roots in the Virbhadra Singh camp, his moderate image and non-confrontational stance during the 2024 Rajya Sabha election crisis — when he resisted BJP overtures and stood by the Congress — seem to have tipped the scales in his favour. Property seizure drive: Police target 1,172 criminals in state
Patna: Bihar Police has intensified its drive to confiscate properties acquired through criminal and illegal means across the state. On Monday, director general of police (DGP) Vinay Kumar announced that 1,172 criminals had been identified for asset seizure with court proposals already submitted against 188 of them. The court has so far approved confiscation orders in four cases. The DGP said Bihar has 1,249 police stations and 1,172 criminals who had acquired assets through illegal means had been identified for seizure under Section 107 of the Bharatiya Nagarik Suraksha Sanhita (BNSS). "Proposals were received against 239 of these identified criminals by the sub-divisional police officers (SDPOs) of various districts through the SHOs concerned. Among them, proposals against a total of 212 identified criminals were forwarded by the SDPOs to the senior superintendent of police/superintendent of police (SSPs/SPs). Proposals against 188 identified criminals were sent to the court. Out of the 188 proposals sent, orders were passed by the court to confiscate the assets of criminals under Section 107 of the BNSS in four cases so far," Kumar said. "Earlier, action was mainly taken by the Enforcement Directorate (ED), but due to the ED's busy schedule, there were several bottlenecks in the process of confiscating the assets of criminals. Now, DSP-level officers are empowered to directly propose the confiscation of criminals' black money to the courts," he said. He reiterated that the campaign against corruption continues with a zero-tolerance approach. "From Jan to June 12, 2025, the vigilance bureau caught a dozen police officers red-handed while accepting bribes. In various districts of the state, cases were filed against a total of 22 police officials from Jan to May this year. Out of these, 15 police personnel were arrested and forwarded to court. Also, 66 police personnel were suspended," the DGP said. He added that action is also being taken against repeat offenders released on bail under the Arms Act. If they reoffend, their bail will be cancelled, and this process has already begun. The DGP also highlighted an increase in the pace of FIR registration. "Compared to last year, more FIRs have been registered this year. There is a clear focus on conducting speedy trials and punishing criminals without delay," he said. Addressing concerns around murder rates, Kumar said, "Even a single murder in a year is intolerable as everyone has the right to live. Around 4,000 murders occurred around 2004, whereas today the number is approximately 2,400. When comparing the number of murders from 2004 to 2024, there has been a decline." To ensure timely justice, Kumar said a proposal had been prepared by the state police headquarters to establish 100 fast-track courts across Bihar. "The formation of fast-track courts in all districts is being arranged not only to quickly punish offenders but also to provide immediate justice to the innocent and the victims," he added.
