New Delhi: From the next academic session, 2026–27, children will need to be at least six years old to be admitted to Class I, according to a circular issued by Delhi govt's Directorate of Education. In line with the National Education Policy, 2020, and the Right to Education Act, 2009, DoE also announced a restructuring of the foundational stage, which will now include three years of pre-primary education before Class I. According to the circular issued on Friday, the foundational stage will comprise nursery (also referred to as bal vatika 1 or preschool 1) for children aged three years and above, lower kindergarten (bal vatika 2 or preschool 2) for children aged four years and above, and upper kindergarten (bal vatika 3 or preschool 3) for children aged five years and above. The circular adds that while these names are commonly used, the nomenclature is flexible and may be revised by schools. The age for admission to Class I is now clearly notified. "A child may be admitted to Class I only upon completion of six years of age from academic session 2026–27 onwards," reads the circular signed by director of education Veditha Reddy. Detailed guidelines for implementation will be issued later. DoE has invited inputs from stakeholders to ensure the process is inclusive and participatory. New Delhi: Delhi Directorate of Education has flagged 102 special educators teaching children with disabilities in govt schools who do not have valid or active registration with the Rehabilitation Council of India (RCI), which is a mandatory requirement to work in such roles. The revelation comes following a Supreme Court directive. DoE has ordered heads of all schools to ensure that these teachers immediately apply for renewal of their RCI certification. A compliance report is to be submitted by June 6, the order says. The teachers are working on contract or on a daily-wage basis and have been teaching children with disabilities in govt schools across Delhi. However, their Central Rehabilitation Register (CRR) numbers — a unique RCI registration number — were found to be "not active" by the council, the directorate has said. In some cases, the certifications had lapsed years ago, dating as far back as 2013, 2016 and 2019, raising serious concerns about the quality of the education imparted to children with special needs. The official order, dated June 5, was issued in compliance with Supreme Court's March 7 directive. The apex court had stressed on strict adherence to RCI qualification norms. RCI had on Jan 6 issued a statutory warning stating that "all professionals/personnel must have RCI valid and active registration certificates to serve persons with disabilities". The directorate has now directed all heads of schools to ensure these educators apply for renewal of their certification without delay. "All concerned heads of schools to ensure that concerned special educators /special education teachers... must submit online application for renewal in RCI without any fail... and submit a compliance report to Inclusive Education Branch HQ latest by 6th June, 2pm." Speaking to the newspaper, MCD education director Sanjay Singh said, "We discontinued the programme from this year. We are still discussing and getting clarity on the issue. There was no direction from the Delhi government on this. However, we have organised two camps in our schools – fun camps and summer camps." However, Director of Education Veditha Reddy did not respond to any queries. Meanwhile, the former education advisor during the AAP government, Shailendra Sharma, said, "This government claims to be committed to implementing the NEP 2020, but actually they are just violating it. NEP says the policy itself will only become relevant if all students learn to read, write and do basic arithmetic. Mission Buniyaad has been doing precisely that. By stopping it abruptly, the BJP government proves once again that they are not serious about education." On April 5, this newspaper had reported that after the Education Minister's announcment that schemes implemented by the previous government will be discontinued, most government schools had dropped Mission Buniyaad from time tables. Parents in lurch The discontinuation of the programme has also sparked deep concerns among parents, especially those from economically weaker sections. For them the programme was more than an educational support system – it was a source of daily nourishment and dignity for their children. Knowing that their children would receive at least one nutritious meal daily, gave many families a sense of relief.
