State relies on centre's War Book to manage war-like situations
MUMBAI: Maharashtra does not have a plan to manage war and war-like situations; under these circumstances, it is guided by the Union War Book of the central government for civil response, and the National Disaster Management Plan (NDMP) prepared by the National Disaster Management Authority (NDMA). The state, however, does have a Disaster Management Plan to tackle other kinds of emergencies such as natural and nuclear disasters. At a security review meeting on Friday, chief minister Devendra Fadnavis directed the state administration to study the Union War Book and disseminate the information to all the authorities concerned. The meeting was held hours before the ceasefire between India and Pakistan was declared. The State Disaster Management Plan 2023 mentions the role of various authorities, from district collectors, to the State Disaster Response Force (SDRF), National Disaster Relief Force (NDRF) and State Disaster Management Authority, which is headed by the chief minister, among others. One of the chapters focuses on measures to be taken in case of various natural disasters as well as industrial chemical disasters, and nuclear and radiological emergencies. It provides detailed information on what needs to be done in case of an accident at a nuclear facility leading to large-scale release of radioactivity. However, the State Disaster Management Plan offers nothing in case of a war. 'The role of disaster management comes in at a later stage. We come into the picture for relief work, and hence the State Disaster Management Plan doesn't have anything specific relating to war. For instance, in a war, our work would be limited to dousing fires and rescuing people trapped under rubble in a coordinated response. All this is spelt out in detail,' said an official from the state disaster management department. Sonia Sethi, additional chief secretary, disaster management department, did not respond to queries sent via text. An official from the Chief Minister's Office (CMO) clarified that all states, not just Maharashtra, follow the Union War Book in war-like situations. 'The subject of war directly relates to the central government. The idea of the Union War Book is to guide states on their response if a war breaks out,' he said. The Union War Book is a manual that specifies the roles of various authorities in war time, including the police, railways, road and sea transport, health and emergency services, civil aviation, among other branches of the state. Devised after Independence, it has been revised periodically.

Mumbai (Maharashtra) [India], May 9 (ANI): In light of rising tensions between India and Pakistan, Maharashtra Chief Minister Devendra Fadnavis conducted a comprehensive review of the state's security and preparedness with police and administrative agencies on Friday. According to the Chief Minister's Office, while reviewing aspects such as mock drills, blackouts, and more, Chief Minister Devendra Fadnavis issued several directives. CM Devendra Fadnavis issued directives to conduct mock drills in every district and to establish war rooms at the district level. The directives also included setting up coordination mechanisms with hospitals during blackouts. He said that since lights are turned off to avoid becoming targets, to continue operations using alternate power sources, and use dark-colored curtains or tinted glass to prevent light from being visible outside. The directives stated to share educational videos explaining what a blackout is and what actions to take during one with students and citizens and raise widespread public awareness. CM Fadnavis reviews security, preparedness in Maharashtra
Mumbai: In the backdrop of growing tension between India and Pakistan, Maharashtra Chief Minister Devendra Fadnavis on Friday reviewed the overall security and preparedness of the state's police and administrative agencies. Taking a comprehensive review of all aspects like mock drills, blackouts and other measures, CM Fadnavis, who was accompanied by Deputy Chief Minister Eknath Shinde, directed the administration to conduct mock drills in each district, establish war rooms at district levels and set up a coordination mechanism with hospitals during a blackout. He said that even though lights would be switched off to avoid being targeted, electricity supply could be provided through an alternative system to avoid any inconvenience to the patients. He also instructed the use of dark-coloured curtains or glasses to prevent light from being seen from the outside. To convey the importance of blackouts in the present situation, CM Fadnavis directed the administration to distribute videos to students and citizens explaining the dos and don'ts in order to create widespread awareness. This apart, he asked the administration to study the central government's 'Union War Book' in depth and inform everyone about it. "Police cyber cells in every district should monitor social media and identify handles that are helping Pakistan and take action against them. If anyone is helping the enemy or spreading false information, take action against them," he said at the meeting. CM Fadnavis announced that every District Collector will be given an emergency fund on Friday, from which if any urgent material needs to be purchased, it can be done immediately. Apart from this, if any important proposal comes in this regard, the District Collectors have been asked to approve it within one hour. He also asked the District Collectors to hold a meeting of all the Municipalities in the Mumbai Metropolitan Region and ask them to also create awareness about blackouts by involving the cooperative housing societies. Further, CM Fadnavis categorically said that the police department should be more vigilant than ever. 'Considering the possibility of increasing activities of anti-national individuals, conduct more combing operations and intensify patrols,' he said. He mentioned that filming military preparation-related activities and broadcasting them on social media was a crime and asked the administration to file a case immediately. In a bid to further strengthen maritime security, he instructed to hire fishing trawlers as needed. The CM said that the government should establish a system to provide citizens with up-to-date and accurate information about the situation. 'Considering the possibility of cyber attacks on critical government infrastructure including power generation and distribution, conduct an immediate cyber audit," the CM directed. He asked the administration to invite the heads of all three military services and the Coast Guard in Mumbai to the next meeting through VC for greater coordination between the government and the security establishment.

In view of the possibility of increasing actions against anti-national persons, more combing operations should be conducted and patrolling should be made more vigilant. - Taking pictures of military preparation and related activities and broadcasting them on social media is a crime. A case should be registered against it immediately. - Hire fishing trawlers as per requirement to enhance maritime security. - The Government should make arrangements to provide citizens with up-to-date and accurate information about the situation. - Keeping in mind the possibility of a cyber attack on any infrastructure facility of utmost importance to the Government (e.g. power generation, distribution), get an immediate cyber audit done by the cyber department. - For more coordination between the Government and the security agencies, the three teams of the Mumbai-based army and the chiefs of the coast guard should be invited to the next meeting through VC. - Cancellation of all leave of senior officers holding important posts in the state, especially in the departments of health, disaster management etc.
