Chandigarh achieves 100% wastewater treatment capacity

With the treatment capacity exceeding its wastewater generation, Chandigarh has achieved a significant milestone in environmental management. The city currently generates approximately 232 million litres per day (MLD) of wastewater, against a treatment capacity of about 255 MLD — marking over 100 per cent treatment capability. This development was highlighted during a review meeting chaired by Rajeev Verma, chief secretary, UT Chandigarh, to assess compliance with the directions of the National Green Tribunal (NGT) in a matter of 2018 regarding the compliance of Municipal Solid Waste Rules, 2016 and other environmental issues. The meeting was attended by senior officials including Mandip Singh Brar, secretary (environment and local government), Chandigarh Administration; Diprava Lakra, Finance Secretary, Chandigarh Administration; Saurabh Kumar, director (environment), Chandigarh Administration; Amit Kumar, commissioner, Municipal Corporation Chandigarh; C B Ojha, Chief Engineer, Engineering Department, Chandigarh Administration; and Sanjay Arora, chief engineer, MC. Kumar, who also serves as member secretary of CPCC, briefed the gathering on the city's waste management performance. All Sewage Treatment Plants (STPs) are under close monitoring, and expert consultations are underway to ensure full compliance with prescribed norms. Weekly reviews are being held to ensure that no untreated sewage is discharged into natural drains. The laying of a tertiary treated water distribution network is progressing steadily, with connections being extended to parks, roundabouts, road berms, kanal houses, institutions, and industrial units, the official said. Regarding solid waste, the city generates about 500 tonnes per day (TPD), which is collected door-to-door by the MC using specially designed compartmentalised vehicles. This waste is entirely processed, and the bioremediation of legacy waste is currently in progress, targeted for completion by July 2025. Leachate from the landfill is being managed via two operational leachate treatment plants (LTPs). The Chief Secretary directed that all remaining works be expedited and completed within the set de Strict instructions were issued to ensure that no untreated wastewater enters the choes or drains, and no solid waste is dumped across the city. Departments were asked to implement detailed plans to prevent illegal dumping, especially at vulnerable sites, and begin phased installation of CCTV cameras for enforcement under MC's Bye-Laws 2018. He also instructed the civic body to intensify efforts in waste segregation through surprise inspections and impose fines on violators, along with maintaining strict vigilance against solid waste burning.

NEET PG counselling: HC upholds UT's move on 18 seats

The Punjab and Haryana high court has upheld the UT administration's decision converting 18 domicile seats under state quota to institutional preference for the third counselling of postgraduate courses (MD/MS) at Government Medical College and Hospital, Sector 32. These admissions for the session 2024-25 are being carried out on the basis of rank obtained in NEET (PG) 2024. No domicile quota will be there for these admissions, the bench of chief justice Sheel Nagu and justice Sumeet Goel held. The court was dealing with a clutch of petitions challenging UT's move. The state quota seats are further divided into two categories, i.e institutional preference and UT Chandigarh pool. For third counselling, around 35 state quota seats were left with 18 under UT Chandigarh pool (residence/domicile based) and remaining of institutional preference. On April 9, the administration issued a public notice to convert the seats under domicile category to institutional preference, which was under challenge. GMCH-32 director Ashok Atri said 'We held a committee meeting today and we are yet to get the hard copy of the decision. Things are in pipeline. We will conduct the third counselling accordingly.'

UT to develop portal to keep track of schedule H drugs

Chandigarh: For real-time monitoring of all schedule H drugs, the Chandigarh administration will develop a portal where chemists can upload records of such drugs available with them. Deputy commissioner Nishant Kumar Yadav chaired a meeting of the Narco Coordination Centre (NCORD) on Tuesday to discuss prevailing issues related to drug trafficking, substance abuse, and associated public health and safety concerns within the UT. The meeting aimed to reinforce enforcement mechanisms, streamline inter-departmental coordination, and ensure effective ground-level execution of anti-drug measures. During the deliberations, Yadav directed all sub-divisional magistrates (SDMs) to inspect a minimum of three chemist shops per month in their respective jurisdictions. These inspections are to be conducted in collaboration with drug inspectors to ensure comprehensive compliance with regulatory norms governing the sale and distribution of pharmaceutical substances. A key focus of the directive was to ensure that all chemist shops within UT Chandigarh are equipped with functional and strategically positioned CCTV cameras providing full visual coverage of the shop premises. It is also mandated that all such CCTV systems maintain a minimum backup storage capacity of 30 days of recorded footage. This measure is being instituted as a deterrent against illegal activities and to strengthen accountability in the pharmaceutical retail sector. It was further emphasised that any instance of non-compliance or regulatory violation identified during such inspections shall attract strict punitive action in accordance with the relevant provisions of law. The district information officer was directed to develop a portal where chemists can upload records of all scheduled-H drugs available with them for real-time monitoring. Officials of the health department were directed to start a drug de-addiction centre at GMSH Sector 16, Chandigarh. Additionally, the education department, UT Chandigarh, has been instructed to undertake a comprehensive survey to identify and eliminate the presence of any tobacco vendors operating within a 100-yard radius of educational institutions. A consolidated report on the action taken is to be submitted to the superintendent of police (crime), UT, within 15 days from the date of issuance of this directive. Furthermore, the police department and education department have been jointly tasked with preparing and implementing a structured action plan aimed at conducting awareness campaigns and educational programmes to sensitize students and youth about the dangers of drug abuse. These initiatives are intended to build resilience, promote healthy lifestyle choices, and foster a drug-free environment across the city. The meeting also took note of the nationwide launch of the Tele MANAS (Mental Health Assistance and Networking Across States) initiative by the govt of India. This programme offers round-the-clock mental health counselling and support services through telephone and digital platforms. The primary objective of Tele MANAS is to provide timely emotional support, coping strategies, and professional referrals to individuals experiencing psychological distress, mental health disorders, or stress-related issues. Citizens are encouraged to avail themselves of the free and confidential services of Tele MANAS by calling the national mental health helpline number 14416.

Chandigarh education department invites sports bodies to reignite school grounds

1 2 3 Chandigarh: The department of education, UT Chandigarh, has issued an expression of interest (EOI) calling on recognised sports associations to help revive structured sport in government and aided schools across the city. The move seeks partnerships with associations affiliated to national sports bodies to provide coaching, equipment, and technical support in 18 different sports disciplines. The officials noted that despite Chandigarh's strong sporting tradition and substantial infrastructure, including large school grounds and courts, most facilities remain underutilised due to a lack of trained coaches. The EOI highlights that while sports have grown significantly in the city, government schools in particular suffer from a shortage of professional trainers, leading to missed opportunities for nurturing young talent. To address this issue, specific schools have been earmarked for sports such as athletics, lawn tennis, football, handball, fencing, and kabaddi. Associations are invited to support these disciplines by deploying qualified coaches, conducting scientific performance monitoring, and helping organise competitions. The department will retain oversight, ensuring integration with school curricula and proper maintenance of facilities.
