UT to develop portal to keep track of schedule H drugs

Chandigarh: For real-time monitoring of all schedule H drugs, the Chandigarh administration will develop a portal where chemists can upload records of such drugs available with them.
Deputy commissioner Nishant Kumar Yadav chaired a meeting of the Narco Coordination Centre (NCORD) on Tuesday to discuss prevailing issues related to drug trafficking, substance abuse, and associated public health and safety concerns within the UT. The meeting aimed to reinforce enforcement mechanisms, streamline inter-departmental coordination, and ensure effective ground-level execution of anti-drug measures.
During the deliberations, Yadav directed all sub-divisional magistrates (SDMs) to inspect a minimum of three chemist shops per month in their respective jurisdictions. These inspections are to be conducted in collaboration with drug inspectors to ensure comprehensive compliance with regulatory norms governing the sale and distribution of pharmaceutical substances.
A key focus of the directive was to ensure that all chemist shops within UT Chandigarh are equipped with functional and strategically positioned CCTV cameras providing full visual coverage of the shop premises.
It is also mandated that all such CCTV systems maintain a minimum backup storage capacity of 30 days of recorded footage. This measure is being instituted as a deterrent against illegal activities and to strengthen accountability in the pharmaceutical retail sector.
It was further emphasised that any instance of non-compliance or regulatory violation identified during such inspections shall attract strict punitive action in accordance with the relevant provisions of law.
The district information officer was directed to develop a portal where chemists can upload records of all scheduled-H drugs available with them for real-time monitoring.
Officials of the health department were directed to start a drug de-addiction centre at GMSH Sector 16, Chandigarh. Additionally, the education department, UT Chandigarh, has been instructed to undertake a comprehensive survey to identify and eliminate the presence of any tobacco vendors operating within a 100-yard radius of educational institutions.
A consolidated report on the action taken is to be submitted to the superintendent of police (crime), UT, within 15 days from the date of issuance of this directive.
Furthermore, the police department and education department have been jointly tasked with preparing and implementing a structured action plan aimed at conducting awareness campaigns and educational programmes to sensitize students and youth about the dangers of drug abuse.
These initiatives are intended to build resilience, promote healthy lifestyle choices, and foster a drug-free environment across the city.
The meeting also took note of the nationwide launch of the Tele MANAS (Mental Health Assistance and Networking Across States) initiative by the govt of India. This programme offers round-the-clock mental health counselling and support services through telephone and digital platforms. The primary objective of Tele MANAS is to provide timely emotional support, coping strategies, and professional referrals to individuals experiencing psychological distress, mental health disorders, or stress-related issues.
Citizens are encouraged to avail themselves of the free and confidential services of Tele MANAS by calling the national mental health helpline number 14416.

Based on a complaint filed by the woman's family, a case under section 108 (abetment of suicide) of the BNS has been registered against her husband, police added. In a release issued here, Yadav said that preliminary investigation revealed that Gurpreet was in direct contact with operatives of the Pakistan ISI and is suspected of sharing sensitive and confidential information via pen drives. The key ISI handler involved in the case has been identified as Rana Javed, he added. The DGP said two mobile phones containing virtual numbers, reportedly used to communicate with ISI operatives, have been recovered from the possession of both the arrested accused persons. Further investigations are underway to dismantle the broader espionage-terror network and identify all collaborators in this case, he said. Sharing more details, senior superintendent of police (SSP) Amritsar rural, Maninder Singh said Gurpreet joined the army in 2016 and systematically exploited his official position to collect, store and transmit classified military information via pen drives and discs. The espionage network was reportedly facilitated by an acquaintance identified as Arjan, a Dubai-based drug trafficker from Dhariwal, who introduced Gurpreet to ISI operatives five months ago, he said, adding that since then, Gurpreet has actively engaged in the unauthorised collection and relay of sensitive military data to the ISI using pre-decided drop locations. The SSP said in lieu of this espionage activity, Gurpreet was receiving monetary compensation through a complex financial network involving intermediary bank accounts of friends, relatives, and foreign associates to evade detection. In an intelligence-led operation, police teams arrested Gurpreet and his associate Sahil Masih, while they were attempting another handover of sensitive data, he said. He added that further investigations are in progress to unravel the wider nexus and identify additional conspirators, both domestic and foreign-based. A case under Sections 3, 5, and 9 of the Official Secrets Act and Section 3(5) of the Bharatiya Nyaya Sanhita (BNS) has been registered at Lopoke police station in Amritsar Rural, said officials. A string of espionage cases This arrest adds to a growing list of similar cases in recent weeks in Punjab. The police apprehended multiple individuals allegedly involved in espionage, including Gagandeep Singh from Tarn Taran on June 3 and Jasbir Singh from Ropar on June 4. Jasbir was allegedly a close aide of YouTuber Jyoti Malhotra, who was previously arrested by the Haryana Police. Other recent arrests include Guzala and Yameen Mohammad, who were arrested on May 11 from Malerkotla. They were allegedly aiding a Pakistani official at the high commission in Delhi, and Neeraj Kumar, a 28-year-old salesman from Pathankot, arrested on May 22 for issuing fraudulent SIM cards. On May 13, Raqeeb Khan, a tailor from Bathinda Cantonment, was arrested for spying for Pakistan, becoming the second civilian from the cantonment area to be implicated in espionage, after Sunil Kumar, a cobbler from Bihar, who was arrested on April 29. On May 3, Palak Sher Masih and Suraj Masih were arrested in Amritsar for allegedly photographing and transmitting sensitive information regarding army cantonments and airbases.

SSP Singh added that Gurpreet had been receiving money from ISI operatives in exchange for classified information. The funds, he said, were deposited into the bank accounts of Gurpreet's friends, relatives, and foreign associates through credit to avoid detection. According to an FIR filed by Amritsar Rural district police, the duo was arrested on a tip-off from a source who alerted them to Gurpreet's suspicious activities. 'Even today, these two (accused) were sitting on the newly built Bharat Mala National Highway in Kaler village and making some plan. If they are raided now, they can be caught, and their phones, documents, and other belongings can be searched, allowing a significant amount of information to be obtained from them. Among them, information about the virtual/WhatsApp and money transactions of the agents of Pakistan's ISI can be found,' a police officer documented in the report that formed the basis of the FIR. The duo has been booked at Lopoke police station in Amritsar Rural under relevant sections of the Official Secrets Act and section 3(5) of the Bharatiya Nyaya Sanhita (BNS) which deals with common intention in criminal acts.
