Is Basai waste plant expansion feasible? MCG will study
Gurgaon: MCG is planning to assess the financial viability of expanding the Basai construction and demolition (C&D) waste processing plant's capacity. The evaluation follows their proposal to the urban local bodies (ULB) department sent over a year ago, requesting an increase in the plant's processing capacity from 300 metric tonne per day to a minimum of 1,000 tonne per day (TPD). The ULB department, in collaboration with MCG, has decided to conduct a cost analysis to ensure the expansion doesn't strain the municipal body's financial resources "We are going to conduct a cost analysis of the existing plant before pushing for its extension. In addition to this, we are studying various successful models of collection, transportation and processing of C&D waste across the state," said a senior MCG official. The plant, inaugurated by former Haryana CM Manohar Lal Khattar in 2017, started operations in Oct 2019. Since then, it has processed 300 TPD of construction waste. Moreover, in the absence of an agency to collect C&D waste, the one operating the plant has been given the contract to collect it from 15km radius of the plant. According to MCG estimates, the city produces around 1,500 to 2,000 tonnes of construction waste daily. As per the request for proposal (RFP), waste collection is a Rs 9-crore project which mandates the use of GPS-equipped vehicles and the establishment of a dedicated helpline for the resolution of complaints within 48 hours. The agency hired would also need to submit their vehicles' registration details and fitness certificates before starting work. However, agencies are not participating in the bid, officials said. In Sept last year, MCG hired nine private agencies for collecting C&D waste from across the city but had to terminate their contracts citing substandard performance.

Month left, but MCG scraps contracts of 53 sanitation workers
1 2 Gurgaon: MCG has discontinued the employment of 53 retired sanitation staff members. These workers were initially employed for a six-month duration from Jan 21 to July 20. But the authorities decided not to extend their work said these workers demonstrated "poor efficiency and inconsistent attendance in their duties". They added, these sanitation workers received approximately Rs 25,000 per month, resulting in annual savings of Rs 1.5 crore for MCG. MCG commissioner Pradeep Dahiya said, "We already have six agencies working for us. We have sanitation workers outsourced through these agencies for the manual sweeping of roads. We needed the services of these 53 retired sanitation workers when it was required." Following his appointment on May 7, Dahiya dismissed approximately 20 consultants, indicating that their services were no longer necessary for the organisation. Officials said MCG is working on cost reduction so that "these funds can be diverted" to hire the staff required in different departments. MCG has plans to hire 144 assistant sanitary inspectors through Haryana Kaushal Rozgar Nigam. Sources said MCG has received instructions from ULB to optimise its workforce allocation. MCG continues its ongoing staff restructuring exercise. Following the dismissal of approximately 20 consultants, the civic authority still has 17 consultants and specialists across departments.

MCG hires three agencies to collect waste for six months
Gurgaon: MCG has finalised three agencies for temporary door-to-door waste collection across the city after the contract with the existing private firm expired on Wednesday. Work orders will be issued once the urban local bodies (ULB) department grants formal approval, officials said. The arrangement is part of a stopgap measure until a long-term concessionaire is selected under a five-year contract for solid waste management. The three selected agencies will be engaged for six months to ensure uninterrupted doorstep waste collection. "We have got three agencies, which will provide us with waste collection vehicles so that the residents don't have to face any inconvenience," said MCG executive engineer Sunder Sheoran. He added that approval from the ULB department was expected by Wednesday, after which work orders would be issued. "We are going to ensure a smooth transition," he said. The move comes in the wake of persistent complaints from residents over irregular services provided by the earlier agency, which was hired in June 2024 following the implementation of the Solid Waste Environment Exigency Programme (SWEEP) in the city. tnn

Training for next batch under NAKSHA scheme to kick off on Monday
The Department of Land Resources of the Ministry of Rural Development is going to start the second batch of phase 2 of the capacity-building programme under the NAKSHA (National geospatial Knowledge-based land Survey of urban Habitations) programme from Monday across four Centres of Excellence in the country, according to an official statement issued on Sunday. The phase 1 and phase 2 of the first batch of the NAKSHA capacity building programme have successfully trained 160 Master Trainers in May this year at NIGST, Hyderabad and 151 ULB officers at five Centres of Excellence (CoEs) in June. This batch of the training programme will be inaugurated virtually by Manoj Joshi, Secretary, Department of Land Resources. Under this training programme, 128 ULB-level and district officers have been nominated from around 74 Urban Local Bodies (ULBs). These officers will undergo one week of hands-on training in leveraging modern geospatial technologies for effective urban property surveys at four CoEs. The Centres include the Yashwantrao Chavan Academy of Development Administration in Pune, the Northeast Region Centre of Excellence in Guwahati, the Mahatma Gandhi State Institute of Public Administration (MGSIPA) in Chandigarh, and the Administrative Training Institute, Mysuru, the statement said. The training aims to equip ULB officers and field staff with the technical and practical skills required to oversee high-accuracy urban land surveys under the NAKSHA programme. The training modules cover the programme framework, GNSS and ETS-based surveying, Web-GIS application, land parcel mapping, and the legal-administrative aspects of land surveys. With India's urban population expected to exceed 600 million by 2031, the need for modern, verifiable, and easily accessible land records has become more urgent than ever. The NAKSHA programme addresses this challenge with a bold, technology-driven approach. NAKSHA programme is being implemented by the Department of Land Resources in association with the Survey of India, NICSI, MPSeDC, and five Centres of Excellence, as a pilot programme. NAKSHA has been launched across 157 Urban Local Bodies in 27 States and 3 Union Territories, the statement added.

Roads, sewer lines cleaned? MCG engineers to inspect, ready report
Gurgaon: The urban local bodies (ULB) department has instructed MCG's executive and junior engineers to inspect all sewer lines, roads, and streets within their assigned areas. The move comes after a recent meeting with ULB secretary and commissioner Vikas Gupta. The engineers were asked to ensure that the five-year performance and fault analysis of the current sewer lines had been completed. Assistant engineers (AEs) and executive engineers (EEs) will review these reports before issuing final certification. An additional commissioner of MCG will subsequently analyse all submissions and present a comprehensive report to Vikas Gupta. "We are developing a solution to identify our underground infrastructure. We plan to implement road asset management utilising ground penetration radar technology to examine subsurface infrastructure. We will also document expenditures and conduct performance assessments to track maintenance schedules of sewer lines. We are establishing a framework that addresses sewer-related concerns through physical inspections and performance evaluations of the drainage network of the city," MCG commissioner Pradeep Dahiya said. MCG maintains a road network spanning 4,596 km, while the sewer infrastructure under its jurisdiction extends to 3,540 km. In the last fiscal year, MCG spent Rs 25.71 crore alone on the repair and maintenance of sewerage lines against the allocated fund of Rs 7 crore. However, MCG, in the current FY, has allocated Rs 28 crore. "All these plans remain merely on paper, and nothing is executed on the ground," said Lalit Suraj Bhola, general secretary of Sector 9A RWA.
