Claim govt setting up polytechs to fail

The government has been accused of setting up polytechnics to fail after the revelation that almost one in 10 jobs have been cut in the past year. Papers released under the Official Information Act showed staff figures at Te Pukenga dropped from 10,480 in 2023 to 9625 in 2024, a cut of about 8%. While the data did not break down into individual units, the information comes as Otago Polytechnic looks to slim down, announcing changes to the Capable NZ programme last week, and cutting nine courses before last Christmas. Te Pukenga was formed in 2020 by bringing together the country's 16 institutes of technology and polytechnics (ITPs). Green MP Francisco Hernandez said the staff cuts had been demoralising. "The damage of the government's destructive reforms to Te Pūkenga and their underfunding of our tertiary sector are being felt right across the country, with nearly one in 10 jobs being lost at Te Pūkenga. "These cuts will not just hurt staff and students but also the regional communities that depend on Te Pūkenga to deliver skills, jobs and training to our regions." He said communities were already feeling the impacts. Recent reports of cuts to Capable NZ were on top of cuts already made to courses such as the horticulture, health and English language programmes. "Instead of forcing critical polytechs to cut staff and programmes to stay afloat under the government's new model, the government needs to recognise the valuable work that polytechs and universities do and give them the resourcing and support they need to succeed." The government introduced legislation breaking up Te Pukenga last month, but it is not yet known which polytechnics would stand alone and which would be absorbed into the federation model. Vocational Education Minister Penny Simmonds said the government asked the Tertiary Education Commission to work with Te Pūkenga to support polytechnics in reviewing their operations — an exercise that "really should have taken place when Te Pūkenga was established", she said. "While the operational decisions are made by the institutions themselves, I believe it's appropriate that each polytechnic is taking the steps needed to ensure their long-term viability. "These decisions are never easy, but they are necessary to build a more stable and sustainable vocational education system." Asked about the potential loss of institutional memory at the polytechnics, Ms Simmonds conceded it could be an issue. "We need to ensure that as we transition into a new system, we retain the best of what our institutions and people have built over time. "That's why we are taking a measured approach to reform — ensuring there is continuity, while also creating a system that is better aligned with the needs of learners, employers, and regional economies." Tertiary Education Union assistant general secretary Daniel Benson-Guiu said the "real concern" was that nothing had been formally established to replace Te Pukenga. Several "strategic" courses had already faced cuts, he said. "We would like to see a vocational education system that can cater for all of the communities. "With these cuts, the government is setting itself up to fail." Ms Simmonds said the reforms to the system would make it more efficient. "It will be up to each polytechnic to manage its workforce in a way that reflects its financial situation, enrolment patterns, and local training needs. "Under the new system, I expect institutions to be more accountable and better equipped to make prudent, forward-looking staffing and operational choices."

Capable NZ set to lose 20 jobs

Otago Polytechnic staff are feeling "like stunned mullets" after the institution cut 20 jobs from a ground-breaking department. Staff were informed of the decision on Thursday to cut the Capable NZ department from about 30FTEs to nine FTES and an additional head of college role, after a proposal was put forward in March. Despite staff fighting for more jobs to be kept, management at Otago Polytechnic agreed on a rate of job cuts very similar to the March proposal. A staff member, who did not wish to be named, said people were "like stunned mullets" when they heard the news. "We expected a bit of pain, but nothing of this level. "The staff will try to teach the material to a gold-standard level, but it becomes increasingly difficult with far less staff support." Capable NZ allows students to apply and start any time and complete the required work from anywhere in New Zealand. Qualifications earned through Capable NZ have the same value as those earned through normal Otago Polytechnic programmes, or other tertiary institutions. Capable NZ had at its height more than 500 students. This had dropped to about 270 last year. The polytechnic blamed the ongoing effects of Covid-19 and the fact it was a politically fraught environment. Otago Polytechnic deputy executive director Mark Cartwright said "despite the change in structure, it's important to emphasise there will be no cuts to existing programmes". "We believe Capable NZ provides an important and meaningful service to our community and are committed to its continued delivery. "The purpose of the change is to ensure we are operating in a financially sustainable way. "We will move the Capable NZ department and all of its programmes to sit under Te Maru Pumanawa (TMP), our College of Creative Practice and Enterprise." Former Otago Polytechnic chief executive Phil Ker said this week's announcement of cutbacks to Capable NZ, "represents a real vote of no confidence" in the department. He said many of the problems could be traced back to the merging of the country's 16 Institutes of Technology and Polytechnics (ITPs) into the mega-polytechnic Te Pukenga. "At the advent of Te Pukenga, Capable NZ was the largest school at Otago Polytechnic, with nationwide coverage and offering highly innovative and unique programmes. That was why it had so many staff. "So, clearly it's fallen on hard times. What I am aware of is that there was considerable neglect on the marketing and promotion front across many aspects of Te Pukenga. "I've got no doubts that Capable NZ would have suffered from that." Mr Ker said despite these barriers, he was confident Capable NZ could rise again if managed properly. "The Capable NZ approach, which is at the undergraduate level, is still highly innovative in a global context, let alone in a New Zealand context. "It offers access to degree-level qualifications for people in work. That is as cost-effective as you can get. "So it seems to me that any downturn could easily be counteracted by a well-planned and well-focused marketing and recruitment programme." Staff told the Otago Daily Times they were worried about the bulk of the programme's institutional memory disappearing. Tertiary Education Union assistant secretary Daniel Benson-Guiu said Capable NZ was unique to Otago Polytechnic in that it was neither an "on campus" course or a "work-based learning" course. "People flocked to it outside of the polytechnic's catchment area," Mr Benson-Guiu said. "A programme like this allows the polytechnic to have a more national focus, which is what's needed to ensure student numbers remain good." Vocational Education Minister Penny Simmonds is due to make an announcement next month about which polytechnics will become autonomous and which ones remain in a "federation" model. Otago Polytechnic has frequently expressed a desire to become autonomous again. Mr Cartwright said Otago Polytechnic needed to "ensure the financial viability of our organisation to be able to stand alone". Asked about Mr Ker's comments about the job cuts being a "vote of no confidence" in Capable NZ, Mr Cartwright said "this difficult decision is in no way a reflection of the amazing work the team does, or the unique products they offer". "It is the result of steadily declining enrolments. The changes will ensure we are able to continue to provide these products and services in a financially viable way."

Simmonds taking charge as Te Pukenga gets whacked

Vendetta is the Italian word for "revenge", and it was used quite a lot by Labour in the House on Tuesday. No, not because its MPs were complaining about the National Party's views of Te Pati Maori (which they were), but because they were complaining about that well-known political mafiosi, Invercargill National MP Penny Simmonds. Now, Ms Simmonds has not got a bitter bone in her body, but so far as Labour was concerned, as she got to her feet to begin the work she has been preparing for for many months — the dismantling of Te Pukenga — Ms Simmonds was some sort of conglomeration of Vito Corleone, Tony Montana and Tony Soprano as she sought retribution for the perceived wrongs done to her. "This plan is Minister for Vocational Education Penny Simmonds' personal vendetta," Shanan Halbert thundered. "This is a terrible move from a minister with a vendetta, with no plan, no funding for vocational education," Rachel Boyack said. Ginny Anderson's contribution was somewhat less on the nose — she accused Ms Simmonds of having "a singular purpose" — but you know that she meant the "V" word. So, what was Labour getting so steamed up with Ms Simmonds about? The Education and Training (Vocational Education and Training System) Amendment Bill basically undoes a huge chunk of work which Labour had done while it was in government, to merge the country's various polytechnics into the mega Te Pukenga organisation. The mega merger was, you may recall, the work of one Chris Hipkins, a man of some prominence in Labour's ranks. The creation of Te Pūkenga had laudable aims, such as streamlining procedures and policies and reducing cost duplication. However, its critics — notably the former Southland Institute of Technology chief executive, one Penny Simmonds — claimed it stripped away local autonomy and punished successful polytechnics by using their better bottom lines to prop up less successful polytechnics. After a brutal gangland war otherwise known as the 2023 election, Don Luxon took control of the mean streets of New Zealand and Capo Simmonds was placed in charge of the vocational education sector, making the woman tasked with making Te Pukenga sleep with the fishes. If that be a vendetta, then so be it. "Te Pūkenga will be referred to as the New Zealand Institute of Skills and Technology and will remain as a transitional entity for a one-year period before being disestablished by 31 December, 2026, if not before," Ms Simmonds said. "Each polytechnic will be funded independently and will have local governance and management. For most, they will continue operating at their current campuses across the country. Some polytechnics will be established as stand-alone entities; others requiring additional support will be designated members of a federation or merged, with Cabinet considering their options later." And as for why Te Pūkenga had to be offed, Ms Simmonds slated it as being an expensive failure. "Its push to centralise and standardise polytechnics and work-based learning was wrong, and it cost this country dearly." Ms Simmonds will not have been surprised at the level of Labour's ire, although she may have been a touch dismayed given the considerable amount of praise her first salvo at vocational education reform, a revamp of work-based learning, received when it was announced in April. She harked back to those glory days, saying that those changes were just what apprentices, learners and industry had been calling for — decentralised vocational education with training based around the specific needs of industries. "It [the Bill as a whole is] for all those apprentices, trainees and employers involved in work-based learning who've struggled to get support from an overly bureaucratic and remote Te Pūkenga head office in Hamilton," she said. "This redesign is also for the communities up and down the country who've watched on in frustration as their local polytechnics have been stripped of local innovation and control." She probably got most people on side as soon as she mentioned Hamilton. A more measured assessment of the Bill came from Dunedin Green list MP Francisco Hernandez, who did not even come close to using the "V" word, but certainly raised several cogent objections to Ms Simmonds' proposals. "We have no philosophical objection to the idea that there could be thriving, independent vocational institutions; however, this legislation does not establish that," he said. "However, this disestablishment has been severely disruptive to the hundreds of staff around the country who've been let go; to the thousands more that have had to go through job consultations that have rescoped, descoped and unscoped their roles." Mr Hernandez further asserted that the reforms potentially opened a door for asset sales and privatisation. "It's asset sales and privatisation. That's absolutely what's going on. So, we would like to see guardrails against that," he said. "Let's have some support for thriving, independent polytechnics. Let's actually put our money where our mouth is by supporting funding for them and not disestablishing them." Speaking of scrapping things As foreshadowed last week, Parliament did indeed pass Southland National MP Joseph Mooney's novel notice of motion regarding legal training. To clarify, Mr Mooney sought to overturn a regulation that tikanga Maori be a compulsory component of all compulsory legal subjects. He had no objection to tikanga being taught, nor with the NZ Council of Legal Education having acted within its powers to make tikanga a standalone compulsory subject. However, he and the majority on the regulations review committee found that making tikanga a compulsory part of all compulsory subjects was "unusual and unexpected" and should be disallowed. So did a majority of the House, but not without a heap of scorn from the Opposition benches.

Nicola Willis writes: Having the C-word directed at me by a journalist in a mainstream publication wasn't on my bingo-list for Mother's Day 2025. Nor was being accused of 'girl-math'. But there you have it, that's what was thrown at me and my female colleagues in a recent newspaper column as hopelessly devoid of facts as it was heavy on sexist slurs. It is astonishing that a journalist would not just write a column accusing female Ministers of being c**ts, but that the newspaper would publish it. It could only happen against National and ACT Ministers. Can you imagine if a journalist had written a column describing either of the past two female Prime Ministers as c**ts. Every other media outlet in NZ would have it as their front page story. Also consider the hypocrisy that media have all these articles decrying sexist attacks on female MPs from people on social media, and they then publish this column! Their credibility is zero. Nicola doesn't respond to the insults with insults of her own, but facts: First, the right to equal pay remains as it ever was. Equal pay has been protected in New Zealand law since 1973. It's the simple concept that a woman doing the same job as a man should get the same pay. Nothing has changed there. I'd resign my job before I'd let that happen. Second, no woman has had her pay cut. Twelve existing pay equity settlements including for nurses, social workers, midwives, teacher aides, school librarians, care and support workers and a range of other female-dominated workforces remain. Those settlements resulted in higher pay for tens of thousands of women, and they continue to be funded by the Government, at a cost of around $1.8 billion a year. Our Government values those workers and none of them should be scared into thinking their pay is at risk. It's not. So no change to equal pay, and no unwinding of the 12 settlements already made. In 2020, a full three years later, Labour finally got around to putting its own, very loose, regime into law. Unfortunately, like almost everything Labour got its hands on, the system got way out of whack and became completely unaffordable; admin workers were being compared with civil engineers; social workers were being compared with detectives; and librarians were being compared with fisheries officers. Multiple employers were being joined to claims and some had dozens of very different jobs in scope. What started as a pay equity regime had become a Trojan Horse for a multi-billion dollar grievance industry driven by public sector unions. It had departed a very long way from issues of sex-discrimination. Sounds like it was done by the same people who delivered Kiwibuild and Te Pukenga! What the Government did last week was put in law a much more workable pay equity regime that focuses squarely on the actual issue of sex-based discrimination, setting out a transparent process through which employers and employees can negotiate the question of equal value. And one that won't bankrupt the country by comparing admin staff to engineers. Yes, fixing Labour's flawed regime has released billions of dollars that we can now invest in this and future Budgets. Yes, that will mean there is more funding available for things like cancer drugs, new schools, new hospitals and other much needed initiatives. Yes, that means our Government won't have to tax and borrow even more to balance the Budget. You can call that 'girl-math', I call it facing-up to financial reality. I'm a feminist, I wear the badge proudly and I've upheld those values throughout our Cabinet's consideration of pay equity issues. I'm up for a debate on how to define sex-based discrimination, but I'm not up for misleading rhetoric and seeing women MPs having their gender weaponised against them and their views dismissed. All our daughters deserve better. I really am astonished that Stuff published the column. We all know that a column that used the same wording against prominent Labour MPs would have been killed long before publication.
