DAFM: Over 80% of TAMS tranche 5 applications approved

The Department of Agriculture, Food and the Marine (DAFM) has confirmed that over 80% of the applications made under tranche 5 of the Targeted Agricultural Modernisation Schemes (TAMS 3) have been approved. The scheme, which is divided across a range of different measures, provides grants to farmers to build or improve a specified range of farm buildings and equipment on their farm. According to the latest data published by the department, 4,731 (81%) out of the 5,823 applications submitted under this tranche have now been approved. Some 716 applications are 'in progress', 305 have been rejected by the department, while 71 have been withdrawn. There are 20 applications still outstanding in tranche 3. The department said 3,401 of the 3,799 tranche 3 applications have been approved. TAMS Minister for Agriculture, Food and the Marine, Martin Heydon, recently confirmed that all eligible applications received under tranches 6, 7 and 8 of TAMS 3 will be approved. Tranche 6 closed to applications on March 7, 2025, with 4,931 applications received across the 11 schemes. Tranche 7, the emergency tranche, which was opened in response to Storm Éowyn, closed for applications on March 28, with 1,945 applications submitted in respect of the agreed emergency investments. Tranche 8 closed for applications on Friday June 6, with approximately 5,000 applications received. Tranche 9 of the scheme is now open. However, the minister warned that the department will need to be 'mindful of the budget available for the remaining TAMS tranches'. Over €70.5 million has issued to over 8,000 applicants under the scheme, with payments of approximately €2 million continuing to issue on a weekly basis. 'In order to ensure that the available budget is distributed fairly over the remainder of the CAP (Common Agricultural Policy) Strategic Plan, it may be necessary to limit the number of approved applications per tranche going forward by applying ranking and selection criteria, including for the upcoming Tranche 9, which opened on June 7 and will close on September 6,' Minister Heydon said.

Minister for Agriculture, Food and the Marine, Martin Heydon, today (Saturday, June 7) confirmed the approval of 100% of eligible applications received under Tranches 6, 7 and 8 of the Targeted Agricultural Modernisation Schemes (TAMS) 3 scheme. Tranche 6 closed to applications on March 7, 2025, with 4,931 applications received across the 11 schemes. Tranche 7, the emergency tranche, which was opened in response to Storm Éowyn, closed for applications on March 28, with 1,945 applications submitted in respect of the agreed emergency investments, namely: Back-up generators; Sheep, bovine and equine fencing; Wood/biomass chipper; Mulchers. Tranche 8 closed yesterday, Friday June 6, with approximately 5,000 applications received and the final number will be confirmed early next week. Tranche 9 of the scheme is now open. Minister Heydon commented: 'TAMS 3 has proven to be a very successful scheme, with approximately 42,000 applications received over the first seven tranches since February 2023, supporting farmers to build and/or improve a specified range of farm buildings and equipment on their holdings, while addressing issues such as generational renewal and farm safety. 'Over €70.5 million has issued to over 8,000 applicants, with payments of approximately €2 million continuing to issue on a weekly basis. 'However, TAMS is a demand-led scheme with a defined budgetary allocation. Given that we are now just halfway through the current CAP Strategic Plan (CSP), it is prudent that we are mindful of the budget available for the remaining TAMS tranches. 'In order to ensure that the available budget is distributed fairly over the remainder of the CSP, it may be necessary to limit the number of approved applications per tranche going forward by applying ranking and selection criteria, including for the upcoming Tranche 9, which opened on June 7 and will close on September 6,' the minister said. This will be kept under ongoing review for the remainder of the CSP. TAMS is jointly funded by the national exchequer and the European Agricultural Fund for Rural Development (EAFRD) of the European Union (EU) under Ireland's Rural Development Plan 2014-2022 and CAP Strategic Plan 2023-2027. Under the On-farm Capital Investment Scheme known as TAMS 3, there are 11 individual schemes. These are as follows: Animal Welfare, Nutrient Storage Scheme (AWNSS) at 40% grant rate, with a €90,000 investment ceiling; Tillage Capital Investment Scheme (TCIS) at 40% grant rate, with a €90,000 investment ceiling; Pig and Poultry Capital Investment Scheme (PPIS) at 40% grant rate, with a €500,000 investment ceiling; Dairy Equipment Scheme (DES) at 40% grant rate, with a €90,000 investment ceiling; Young Farmer Capital Investment Scheme (YFCIS) at 60% grant rate, with a €90,000 investment ceiling; Women Farmer Capital Investment Scheme (WFCIS) at 60% grant rate, with a €90,000 investment ceiling; Organic Farming Capital Investment Scheme (OCIS) at 60% grant rate, with a €90,000 investment ceiling; Farm Safety Capital Investment Scheme (FCIS) at 60% grant rate, with a €90,000 investment ceiling; Solar Capital Investment Scheme (SCIS) at 60% grant rate, with a €90,000 investment ceiling that is separate from other schemes; Low Emission Slurry Spreading Equipment Scheme (LESS) at 60% grant rate, with a €40,000 investment ceiling that is separate from other schemes; Nutrient Importation Storage Scheme (NISS) at 70% grant rate, with a €90,000 investment ceiling that is separate from other schemes.

According to the latest data published by the department, 4,687 (80%) out of the 5,823 applications submitted under this tranche have now been approved. A further 285 applications have been rejected by the department, while 71 have been withdrawn. The scheme, which is divided across a range of different measures, provides grants to farmers to build or improve a specified range of farm buildings and equipment on their farm. There are 22 applications still outstanding in tranche 3. The department noted that 3,399 of the 3,799 tranche 3 applications have been approved. DAFM is yet to provide an update on the status of applications submitted under tranche 6. Tranche 7 of the scheme opened for applications on March 29 and will close today (Friday, June 6).

DAFM: Almost €11m issued in scheme payments this week

The Department of Agriculture, Food and the Marine (DAFM) issued almost €11 million in various scheme payments to farmers this week. The latest data, published by the department, shows that €5.87 million was paid out to farmers under the Suckler Carbon Efficiency Programme (SCEP) 2024. This brings the total paid out to 15,985 farmers in the scheme to €53.67 million. DAFM The department also issued over €2 million to farmers this week under the Targeted Agricultural Modernisation Schemes (TAMS). €2.1 million was paid to farmers in TAMS 3, while an additional €155,000 was paid out for TAMS 2 claims. Around €66.8 million has now been paid out under TAMS 3 across 7,627 claims. There has been 28,548 TAMS 3 applications approved with over 9,530 payment claims submitted. There was a further €1.9 million paid to farmers in the Agri-Climate Rural Environment Scheme (ACRES). These payments bring the amount paid to farmers for ACRES to almost €491.8 million since the agri-environmental scheme commenced in January 2023. Department of Agriculture, Food and the Marine The latest update also shows that a further €532,000 was paid for the 2024 Basic Income Support for Sustainability (BISS) and Complimentary Redistributive Income Support for Sustainability (CRISS). This brings the total paid out to 119,476 farmers under these measures to €845.7 million. This figure includes the Complementary Income Support for Young Farmers (CISYF) at €38.2 million and the National Reserve (€3.2 million). An additional €114,000 was issued this week by the department to farmers under the 2024 Eco Scheme. €51,750 was paid out for the Areas of Natural Constraint (ANC) and Areas of Specific Constraint (ASC). The department issued over €62,800 to farmers participating in the Organic Farming Scheme (OFS), bringing the total payout to €57.1 million to 4,750 farmers. Some €53,600 was also paid out under the Straw Incorporation Measure (SIM) and €39,000 for the Baling Assistance Payment (BAP).
