Karnataka launches district officers' upskilling initiative with Infosys partnership
The State Skill Development Department has launched a capacity building programme for all vertical heads and key district officers, in association with Infosys, to impart training to help improve grassroot level implementation of skill development schemes. A two-day workshop began to impart training on Thursday at Infosys's Mysuru campus. Sharan Prakash Patil, Minister for Medical Education, Skill Development, Entrepreneurship & Livelihood, inaugurated the programme through videoconferencing from the Vikasa Soudha. Dr. Patil said the workshop aims to strengthen institutional capacities of district-level officers by exposing them to best practices in leadership, skill ecosystem governance, and programme implementation. 'We are creating a collaborative environment for learning and problem solving that will improve skill development delivery at the grassroots level,' he said. The programme focuses on several key areas such as formulation of district skill development plans (DSDPs), effective convergence with central schemes and review of the Chief Minister Kalike Koushalya Yojane (CMKKY) implementation. Officials will also engage in structured deliberations on designing and rolling out CMKKY 2.0.

Information pavilion showcasing State govt. achievements in two years inaugurated
Minister for Medical Education, Skill Development, Entrepreneurship and Livelihood Sharan Prakash Patil inaugurated an information pavilion at the Kalaburagi Central Bus Stand on Wednesday for showcasing the achievements of the State government in the last two years. Speaking on the occasion, Dr. Patil said that the government has implemented the five pre-poll guarantee schemes with the objective of strengthening the lives of the beneficiaries. 'The opposition should stop making baseless allegations and recognise the reality. These schemes have brought hope and security to the people of Karnataka,' he claimed. The pavilion, organised by the Department of Information and Public Relations, provides comprehensive information on the government's performance in agriculture, healthcare, infrastructure, housing and the welfare of marginalised communities in the last two years. It also features testimonials from beneficiaries, financial details and highlights the positive impact of the five guarantee schemes. 'Pragatiyatta Karnataka' (Progressing Karnataka), the theme of the exhibit, is supported by messages from Chief Minister Siddaramaiah and Deputy Chief Minister D.K. Shivakumar. Dr. Patil has appealed to the people to visit and explore the pavilion. Responding to a question about delays in disbursing the monthly ₹2,000 under the Gruha Lakshmi scheme, Dr. Patil clarified a delay of 10-15 days did not imply that the scheme has failed. 'The government has to function with financial constraints. We have implemented the schemes effectively for two years and we will continue to do it over the remaining three,' he added. Vice-president of the State Guarantee Schemes Implementation Authority, S.R. Mehroz Khan said that the guarantee schemes are rooted in the ideals of Basavanna, Mahatma Gandhi and B.R. Ambedkar. He commended the Department of Information and Public Relations for providing such a unique and accessible platform to educate the public. A brochure highlighting the progress of the five guarantee schemes was distributed to the public on the occasion. Open till June 10 The pavilion will remain open to the public until June 10. Visitors can view the exhibits between 8 a.m. and 8 p.m. daily. Several dignitaries, including District Guarantee Schemes Implementation Authority chairperson Chandrika Parameshwari, vice-president Somashekhara Hiremath, Deputy Commissioner B. Fouzia Taranum, Police Commissioner S.D. Sharanappa, Zilla Panchayat CEO Bhanwar Singh Meena, KKRTC Managing Director M. Rachappa, D.K. Rajaratna and Ravi Miraskar, and officials from the Department of Information and Public Relations were present during the event.

K'taka govt holds Covid-preparedness meet with directors of state-run medical colleges & hospitals
Bengaluru: The Karnataka government held the Covid-19 preparedness meeting with all the directors of state-run medical colleges and hospitals at Vikasa Soudha in Bengaluru on Tuesday, officials said. Addressing the media after the meeting, Sharan Prakash Patil, State Medical Education, Skill Development, and Livelihood Minister, said, "With a possible spike in Covid-19 cases expected in Bengaluru and across Karnataka, the elderly citizens and pregnant women should use masks in crowded places. Children showing cold or flu-like symptoms should not attend school." He also added, "With Covid-19 cases on the rise in the state, doctors and health workers have been instructed to wear masks. There is no reason for the public to panic, as the government has taken all necessary precautionary measures." Bengaluru is witnessing the highest number of new Covid-19 cases in the state. However, the infection is not spreading rapidly. "There is no need for panic if people follow government guidelines. Most people are already vaccinated. If necessary, we'll coordinate with the Union Health Ministry to procure more vaccines," he assured. "Even as cases increase, there is no cause for alarm. Testing facilities should be kept ready. As a precaution, health workers must wear masks. Instructions have been given to check the availability of medicines and oxygen beds and to submit reports accordingly," Minister Patil said. The Minister reassured people, saying "Covid-19 cases are increasing daily, but there is no need for undue worry. Pregnant women should use masks. The government is fully prepared. People should also cooperate with us," he added. As schools are set to reopen after summer vacation, Minister Patil advised that students showing symptoms of fever, cold or cough should not be sent to school. "If children develop symptoms during school hours, parents should be contacted and the child sent home immediately," the Minister said. "We must conduct testing for all SARI (Severe Acute Respiratory Infection) cases. I've held meetings with directors of all medical education hospitals. We've arranged labs and testing will be done across four divisions. Instructions have been given to collect data on oxygen beds and ventilators," Patil added. "Despite rising cases, masks are not mandatory for everyone. Only those with fever, cold or cough need to wear them. We're monitoring the situation closely. This time, heavy rains and changing weather are also causing seasonal illness," said Minister Patil. Mohammed Moshin, Medical Education Principal Secretary; and Sujatha Rathod BL, Medical Education Director, were also present during the meeting. Mizoram declared India's first fully literate state, confirms CM Lalduhoma
Mizoram has become the first state in India to be officially declared fully 'literate' under the ULLAS (Understanding Lifelong Learning for All in Society) initiative. The milestone was announced by Chief Minister Lalduhoma on Tuesday during a formal ceremony at the Mizoram University Auditorium, in the presence of Education Minister Dr. Vanlalthlana and Union Minister of State for Education, Skill Development, and Entrepreneurship, Jayant Chaudhary. 'Today marks a historic moment in the journey of our state – one that will be remembered by generations to come. A total of 1,692 persons who, despite having missed earlier educational opportunities, demonstrated extraordinary determination and a will to learn, even in later stages of life,' the CM said on the occasion. Chaudhary praised Mizoram's commitment to inclusive growth through education. 'This is a proud day not just for Mizoram, but for the entire nation,' he added. Mizoram becomes first fully literate state in India: The mission The CM claimed that the School Education Department's persistent efforts, especially through Samagra Shiksha and the New India Literacy Programme (Nav Bharat Saksharta Karyakram), were responsible for the historic achievement. Under the direction of Samagra Shiksha Mizoram's State Project Office, the state government formed an Executive Committee and Governing Council under the State Literacy Mission Authority. The State Center for Literacy was established under SCERT in order to assist the purpose. It created Vartian, a Mizo language study resource, and an English translation for students in the Lawngtlai district. Other tools were developed, including Margdarshika for Volunteer Teachers and Romei for Students. According to the CM, 3,026 illiterate people aged 15 and older were identified by Cluster Resource Center Coordinators acting as surveyors for the New India Literacy Programme, of whom 1,692 indicated a desire to study. Kerala was ranked as the most literate state in the 2011 Census, followed by Mizoram, which has a population of only about 11 lakh. Mizoram, India's First Fully 'Literate State': The ULLAS foundation The state ranked 3th in India with a literacy rate of 91.33%, according to the 2011 Census. In accordance with the Periodic Labour Force Survey (PLFS 2023–2024), Mizoram achieved a literacy rate of 98.2%, making it the first fully literate state, according to an official statement released by the Mizoram government. This is in accordance with the ULLAS plan, which requires a minimum literacy rate of 95 percent. To identify and teach the remaining non-literate people, officials added, the ULLAS- Understanding of Lifelong Learning for All in Society and Nav Bharat Saksharta Karyakram were put into place. Surveys were carried out using estimates from the 2011 census data. According to officials, 292 volunteer teachers in all, students, educators, resource people, and Cluster Resource Center Coordinators volunteered to lead this mission. According to them, Mizoram has achieved complete literacy as a consequence of community mobilization, devotion, and teamwork.

Minister orders counselling-based transfers in Skill Development dept
Bengaluru: Karnataka Medical Education and Skill Development Minister Sharan Prakash Patil on Friday announced that all general transfers in the Skill Development department will henceforth be carried out through a counselling process. During a departmental review meeting, Patil instructed Skill Development Secretary Ekroop Caur to draft comprehensive guidelines for the new system, with particular focus on the Department of Employment and Training (DET), which has one of the largest employee bases under the ministry. 'To put an end to the practice of employees seeking transfers through influence and recommendations, all postings should now be done through counselling. This will also enable staff to secure postings at preferred locations,' the minister said in a statement. Patil reminded that the state government has already set June 16 as the deadline for general transfers of government employees and officials. Taking a strong stance on administrative inefficiency, Patil criticised senior officials in the department for 'failing' to effectively implement government programmes. He directed the secretary to issue show-cause notices and transfer the concerned officials without delay. Meanwhile, in a significant initiative aimed at enhancing youth employability, Patil directed institutions like the Government Tool and Training Centre (GTTC), Karnataka German Technical Training Institute (KGTTI), and departments under the National Livelihood Mission (NLM) to enrol applicants from the Yuvanidhi scheme and Udyoga Melas into short, and long-term skill development programmes. Yuvanidhi is a government scheme that provides domicile Karnataka candidates who graduated or completed diploma courses in 2023 with an unemployment allowance for two years. Udyoga Mela is a job fair organised by the Karnataka government to provide employment opportunities to unemployed youth. 'Despite being graduates, many candidates at job fairs are rejected due to a lack of soft and technical skills. We must use the vast database of Yuvanidhi and Udyoga Mela applicants to bridge this gap with relevant training,' he added.
