PAHW delivers over 44,000 services in May; projects exceed targets
KUWAIT: The Public Authority for Housing Welfare (PAHW) announced on Thursday that its Citizen Services Department delivered a total of 44,289 services during the month of May, with 24,847 services processed via the authority's electronic platforms and the 'Sahel' unified government application. Additionally, 17,397 inquiries were handled through telephone and chatbot systems, while 2,045 services were provided through in-person reception centers. Deputy Director General for Public Relations and Development Affairs and official PAHW spokesperson Omar Al-Ruwaih reviewed the Authority's operational achievements in May, highlighting notable progress in several housing and infrastructure projects. He revealed that the completion rates for three infrastructure contracts and a main roads contract in the South Sabah Al-Ahmad project have significantly surpassed contractual expectations. The main roads contract in the area has reached 50.82 percent completion, exceeding the contractual rate by 6.15 percent. Meanwhile, the first infrastructure contract, which serves 7,623 plots, recorded a completion rate of 9.84 percent. The second infrastructure contract, covering 6,189 plots, achieved a 15.78 percent completion rate—8.56 percent above the target—while the third contract posted a 5.48 percent completion rate. Regarding the affordable housing initiative, Al-Ruwaih stated that the Authority has commenced work on six contracts, four of which are currently in the preparatory phase. The first contract, which includes the construction of 1,568 houses, has achieved a 5.44 percent progress rate, ahead of schedule. Similarly, the second contract has recorded a 3.4 percent completion rate. In South Saad Al-Abdullah City, Al-Ruwaih noted that three infrastructure contracts have entered the preparatory phase, covering work on 23,551 plots. The main roads contract for this area has reached a completion rate of 35.88 percent, outperforming the contractual benchmark by 21.4 percent. On the status of public building projects, Al-Ruwaih confirmed that the Authority is currently overseeing the implementation of 217 public buildings across seven major projects. These include 92 buildings under construction in Mutlaa City, 74 in the affordable housing project, 31 in South Abdullah Al-Mubarak City, 17 in Sabah Al-Ahmad City, and one building each in Jaber Al-Ahmad City, Saad Al-Abdullah City, and South Khaitan. Al-Ruwaih also revealed that PAHW signed four consultancy contracts last month. These include a contract for managing and supervising infrastructure works for 7,623 plots in suburbs N5, N7, N9, and N10 in the South Sabah Al-Ahmad project. Additional contracts were signed for infrastructure works covering 6,189 units in suburbs N4, N6, and N8, as well as 6,568 units in suburbs N1, N2, N3, and N11 of the same project. A separate contract was signed for the supervision of roadworks and infrastructure in the South Saad Al-Abdullah City residential project. Concluding the report, Al-Ruwaih noted that the Authority issued 32,303 'To Whom It May Concern' certificates to citizens confirming the completion of building permit procedures in three key areas: Al-Mutlaa, South Khaitan, and South Abdullah Al-Mubarak.- KUNA

Expat Teachers Struggle with Delayed Exit Permits in Kuwait
KUWAIT CITY, June 19: A large number of expatriate teachers in various educational districts are racing against time to complete the procedures for updating their data and obtain approval for their exit requests from the administrative affairs departments. This is a step towards obtaining the required travel permission to leave the country during the summer vacation. Despite the efforts exerted by the educational district administrations, the slow pace of data entry, review and approval of leave requests in some districts remains an obstacle for teachers, especially since many of them have booked their travel tickets in advance, while others are still waiting for their transactions to be completed before making the booking to avoid losses or travel delays. A number of teachers told the newspaper that there is a noticeable disparity in the speed of completing transactions between educational districts. In some districts, procedures are completed smoothly and in record time, while in others, they face severe pressure due to overcrowding or staff shortages, leading to delays in the approval of leave requests or they do not appear in the system promptly. They pointed out that some applications remained pending for days without final approval, although all requirements had been fulfilled. This puts teachers under increasing psychological pressure as travel dates approach. They emphasized that matters have become more complicated than before, despite the electronic system. 'Teachers register through Sahel, then take a letter to update their data and head to the educational district, only to find themselves in a queue as the travel date approaches and everyone is eager to complete travel procedures,' they added. Meanwhile, a number of teachers and principals called for accelerating the administrative workflow in educational districts, providing the necessary technical and human support to reduce congestion in educational districts, and fully activating electronic systems without the need for time-consuming paperwork. They called for prioritizing completed applications, especially for teachers who have completed their teaching duties and school commitments. They emphasized that the critical time requires flexibility and cooperation between administrations and teachers to ensure that transactions are completed before the start of the official holiday. Moreover, educational sources confirmed that the relevant authorities in the ministry are required to follow up on this issue and monitor the progress of work in educational districts to ensure smooth procedures. They added that some districts have extended the working hours or allocated additional administrative teams to process as many applications as possible this week, out of concern for teachers' interests. They urged teachers to follow up on their transactions as quickly as possible and to communicate with the schools or educational districts to avoid unintended delays.

Sahel Business app rolls out new update for enhanced user experience
KUWAIT CITY, June 19: The unified government e-services platform Sahel has released a new update to its Sahel Business smartphone application, aimed at improving services for business owners, announced spokesperson Yousef Kazem on Wednesday. Kazem stated that the update features an upgraded digital infrastructure, a user-friendly interface, and instant notification capabilities, enhancing the overall efficiency of the application. Since its launch, Sahel Business has completed 498,927 services for 95,518 users. The application offers access to 214 electronic services related to business and commercial activities, provided by 18 government agencies in Kuwait.

Niger targets jihadist financing, kills 13 in illegal gold mine raids
Niger's army has raided jihadist-controlled informal mining sites in the country's west, killing more than a dozen insurgents and seizing material linked to the manufacture of improvised explosive devices, it said. An army statement said the raids took place last week in the Tagueye locality, near Niger's western border with Burkina Faso. It said 13 insurgents were killed and one arrested. "Previously under the control of armed terrorist groups, these sites have been dismantled and systematically rendered inoperative," said the army statement released over the weekend. The raids "aimed at drying up the sources of financing for terrorist activities", it said. Like Sahel neighbours Mali and Burkina Faso, Niger is battling an insurgency by jihadist groups linked to Al Qaeda and Islamic State that have killed thousands and taken control of villages in its western border and the south.
