The Bihar Cabinet has approved a memorandum of understanding (MoU) between the Airports Authority of India (AAI) and the state government for the development of six small airports under the 'Ude Desh ka Aam Nagrik' (UDAN) scheme. The airports identified for development are in Madhubani, Veerpur, Munger, Valmikinagar, Muzaffarpur, and Saharsa. The Cabinet has sanctioned an initial allocation of ₹25 crore for each airport to support infrastructure development. According to the Bihar Cabinet Secretariat Department's Additional Chief Secretary (ACS) S Siddharth, the decision will enable the development of necessary infrastructure at these locations. MSP declared for chickpeas, lentil, mustard The Cabinet approved the Food and Consumer Protection Department's proposal for procurement of pulses and oilseeds at Minimum Support Price (MSP). MSP for the Rabi Marketing Season (RMS) 2025–26 has been fixed as follows: Chana (chickpeas): ₹5,650 per quintal Masoor (lentil): ₹6,700 per quintal Mustard: ₹5,950 per quintal Five-star hotel to replace Hotel Patliputra Ashok In another decision, the Cabinet approved the allotment of a 'letter of award' to Kumar Infratrade Enterprises Pvt Ltd, Patna, for constructing a five-star hotel on the land of Hotel Patliputra Ashok. The hotel will be developed under a 60-year lease in PPP mode, with the lease tenure extendable by another 30 years. The company will deposit an amount based on the minimum value register (MVR) and annual lease deed fee. This will be the first of three five-star hotels planned in the city. Bidding for the other two—at the Bankipore bus stand and Sultan Palace—is underway. Rules for compassionate appointments updated The Cabinet approved the Bihar Rajya Vidyalaya Lipik (Niyukti, Sewashart evam Anushashnik Karwai) rules. Under this, wards of deceased teaching and non-teaching staff may be appointed on compassionate grounds. Fifty per cent of sanctioned posts will be filled through this provision, while the remaining 50 per cent will be filled by direct recruitment. SAP contract extension for 1,717 personnel The contracts for 1,717 Special Auxiliary Police (SAP) personnel, all retired members of the Indian Army, have been extended for the financial year 2025–26. Sand deposit study sanctioned in five rivers Approval was given to the Mines and Geology Department for a replenishment study of the Sone, Kiul, Falgu, Morhar, and Chanan rivers. This study, to be conducted by the Central Mine Planning & Design Institute (CMPDI), will assess sand deposits after the monsoon. The findings will guide sand mining permissions in line with District Mines Survey Reports. The project has been allocated ₹2.58 crore. Land allocated for industrial area in Saran The Cabinet approved the transfer of 70.5 acres of land in Arna (Mauja), Amnour circle, Saran district to the Industries Department for the development of an industrial area.

Patna: Six more cities in Bihar will get air connectivity, with the state cabinet on Tuesday giving its nod for the signing of an agreement in this regard with the Airports Authority of India (AAI), officials said. The new airports will be developed in Madhubani, Birpur in Supaul, Munger, Valmiki Nagar in Bettiah, Muzaffarpur and Saharsa under the Centre's regional connectivity scheme UDAN, they said. The cabinet, headed by Chief Minister Nitish Kumar, gave its go-ahead for signing the Memorandum of Understanding (MoU) between the state's Directorate of Aviation and the AAI for developing the airports, they added. "A total of Rs 150 crore has been allocated, with Rs 25 crore for the development of each airport," Additional Chief Secretary S Siddharth told reporters. The decision was taken with a few months left for the assembly elections in the state. The cabinet also gave its nod to the issuance of the Letter of Award (LoA) to Kumar Infratrade Enterprises Ltd for the construction of a five-star hotel near Income Tax Golumber in Patna, he said. "The hotel will be developed on the public-private partnership (PPP) mode, and the land will be given on a 90-year lease. The bidding process for the construction of two more five-star hotels, near Bankipore Bus Stand and near R Golumber in Patna, is also being finalised," he added. The cabinet also fixed the Minimum Support Price (MSP) for chana at Rs 5,650, mustard at Rs 5,950 and masoor at Rs 6,700, Siddharth said. It was also decided that the contract of 1,717 retired army personnel recruited in the Special Auxiliary Police (SAP) will be extended till 2025-26. The cabinet also approved guidelines for the recruitment of clerks and librarians in government schools and libraries. "Under the new rules, 50 per cent of clerical posts in the Education Department will now be filled through compassionate appointments, while the remaining 50 per cent will be filled through direct recruitment," the officer said.

Patna: Air travel in Bihar's smaller towns is set for a major boost with the state cabinet on Tuesday approving a memorandum of understanding (MoU) between the state govt and the Airports Authority of India (AAI) for the construction of six small airports under the Centre's Udan scheme. The new airports will be developed in Madhubani, Birpur, Munger, Valmikinagar, Muzaffarpur and Saharsa, cabinet secretariat department additional chief secretary S Siddharth said after the cabinet meeting chaired by CM Nitish Kumar. Each airport is estimated to cost Rs 25 crore and a total allocation of Rs 150 crore has already been made for the purpose, Siddharth added. In another key decision, the cabinet approved the food and consumer protection department's proposal for the pulses and oilseeds procurement policy for the 2025-26 rabi crop marketing season. Under this, farmers will be able to sell three listed pulses and mustard oilseeds at the minimum support price (MSP). Siddharth said for the upcoming rabi season, the MSP for chana (gram) is Rs 5,650 per quintal, for masur (lentil) Rs 6,700 per quintal and for mustard oilseeds Rs 5,950 per quintal. These prices are fixed by the Union ministry of agriculture and farmers' welfare. The cabinet also gave its nod to the state's proposal to conduct a replenishment study of five key sand-bearing rivers – Sone, Kiul, Falgu, Morhar and Chanan – through the Central Mine Planning and Design Institute (CMPDI). The study, which will cost Rs 2.58 crore, will assess the current status of sand deposits, the volume of sand mined, usage by consumers and projected changes in availability. In education-related decisions, the cabinet approved a proposal to reserve 50% of clerk appointments in middle and high schools for compassionate grounds and the remaining 50% through direct recruitment. A similar structure has been approved for the appointment of 'paricharis' (school attendants) while the appointment of librarians in schools has also been cleared. These proposals were submitted by the education department. The cabinet extended the contract of 1,717 personnel of the State Auxiliary Force (SAF) for the 2025-26 fiscal. These personnel, mainly ex-servicemen, are engaged on contract to support the state's security apparatus. The cabinet approved the formation of a revenue advisory committee in the revenue and land reforms department to advise on complex land and revenue matters. The committee will be headed by a retired IAS officer with relevant experience and include retired Bihar administrative service officials and two legal experts in land and revenue affairs. Among infrastructure initiatives, the cabinet sanctioned the acquisition of 70.05 acres of land in Amnaur circle of Saran district to develop an industrial area. It also approved the release of Rs 224 crore from the state contingency fund as Bihar's share in the centrally sponsored 'Housing for All' urban scheme for the 2025-26 fiscal. Finally, the cabinet cleared a rule to include in-building 5G communication solutions in the project cost of new govt buildings, enabling future-ready infrastructure.
