Malaysia, Russia to sign MOU on disaster management
PUTRAJAYA: Malaysia will work closely with Russia to boost its disaster management through joint training, knowledge exchange and coordinated emergency response, says Datuk Seri Dr Ahmad Zahid Hamidi. The Deputy Prime Minister said a memorandum of understanding between the two countries is expected to be signed some time this year. 'As Asean Chair this year, Malaysia remains committed to regional leadership in disaster response,' he told a joint press conference with Russian Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (Emercom) Minister, Colonel General Alexander Kurenkov yesterday. Ahmad Zahid, who is also the national disaster management agency (Nadma) committee chairman, said Malaysia welcomed Russia's offer on capacity-building programmes for our officers, including a specialised training course in Vladivostok in September. 'We are exploring broader collaboration, including technology transfer in unmanned aerial vehicle (UAV) applications for disaster monitoring,' he added, Bernama reported. He said Malaysia and Russia agreed to conduct joint search and rescue training between the Special Disaster Assistance and Rescue Team (SMART) and Russia's RUS-03 team. Ahmad Zahid expressed appreciation to Russia for the offer to train the SMART team and the invitation to allow senior officers from the Fire and Rescue Department to participate in a specialised course at a leading university in St Petersburg. The Deputy Prime Minister also expressed appreciation for the working relationship between Nadma and Emercom, particularly through regional initiatives under the International Search and Rescue Advisory Group and the Asean Committee on Disaster Management. Meanwhile, Kurenkov said several key areas were discussed during his meeting with Ahmad Zahid, including the professional training and education of firefighters and rescue personnel. 'Emercom's academies offer a wide range of programmes for international specialists, not only for firefighters and rescuers but also for medics, dog handlers and UAV operators,' he said. He also emphasised Emercom's interest in understanding Malaysia's modern approaches to fire and rescue training, noting the value of exchanging best practices. He said both sides are committed to improving mutual early-warning capabilities and risk communication related to natural disasters, particularly in the areas of prevention, prediction and risk management using the systems of space monitoring and distant zoning of Earth.

PUCHONG: The National Disaster Management Agency (NADMA) has described the selection of the Special Malaysia Disaster Assistance and Rescue Team (SMART) to be a mentor for Russia's RUS-03 search and rescue team as a great honour for Malaysia. NADMA director-general Datuk Abdul Halim Hamzah said the six-day training, from June 15 to 20, is part of RUS-03's preparation for the International Search and Rescue Advisory Group (INSARAG)'s reassessment exercise. 'Russia's decision to appoint Malaysia as the mentor for the RUS-03 training is a great honour for the country, recognising the excellence demonstrated during past search and rescue missions, particularly in Myanmar and previously in Turkiye,' he said. He spoke to reporters after receiving a visit from Russia's Emergency Situations Minister, Colonel General Alexander Kurenkov, at the SMART headquarters today. Abdul Halim said at the same time, SMART is also undergoing the INSARAG recertification process for next year, adding that the team was first certified in 2016. 'It is no easy feat to maintain the (INSARAG) certification. I was directly involved in 2016, and now, a decade later, I have the opportunity to be part of it again. But it's even more challenging as all eyes are on Malaysia, and the expectations are higher,' he said. He said the Russian team was highly impressed by SMART's level of professionalism, determination and training approach, particularly in operational techniques and current best practices. Abdul Halim said the joint training also paved the way for collaborations, with Russia inviting Malaysia to join forces in several areas of expertise and offering opportunities for short-term training and study programmes. 'This matter will be conveyed to the Public Service Department as it aligns with the government's strategic thrust to strengthen national disaster preparedness and management,' he added.

He added that Malaysia's National Disaster Management Agency (Nadma) was among the first to respond to the recent earthquake in Myanmar, operating alongside international teams including Russia's RUS-03. Malaysia and Russia have also agreed to conduct joint search and rescue (SAR) training between the Special Malaysia Disaster Assistance and Rescue Team (SMART) and the RUS-03 team. Ahmad Zahid expressed appreciation for Russia's offer to train the SMART team and for inviting senior officers from the Fire and Rescue Department of Malaysia to attend a specialised course at a top university in St Petersburg. He also welcomed Emercom's cultural ensemble, describing its participation as a meaningful gesture that fosters people-to-people ties and deepens the bilateral relationship. He said Emercom's visit marked a significant step forward in disaster management cooperation between both countries. Ahmad Zahid also acknowledged the strong working relationship between Nadma and Emercom, especially through platforms such as the International Search and Rescue Advisory Group (Insarag) and the Asean Committee on Disaster Management (ACDM). He added that he looked forward to attending an international conference and disaster management event hosted by Russia in Azerbaijan. Earlier today, Ahmad Zahid received a courtesy call from Kurenkov, which he said marked an important milestone in bilateral ties. Meanwhile, Kurenkov said the meeting covered key areas such as training and education for firefighters and rescue personnel. 'Emercom's academies offer a wide range of programmes for international specialists — not only for firefighters and rescuers, but also for medics, dog handlers and UAV operators,' he said. He noted Emercom's interest in learning about Malaysia's modern fire and rescue training methods and the importance of exchanging best practices. He added that both countries are committed to enhancing early warning systems and risk communication for natural disasters, especially in prevention, prediction and risk management using space monitoring and remote sensing technologies. 'In Russia, these functions are handled by the National Crisis Management Centre.
