Malaysia, Russia to sign MOU on disaster management

The Star8 hours ago

PUTRAJAYA: Malaysia will work closely with Russia to boost its disaster management through joint training, knowledge exchange and coordinated emergency response, says Datuk Seri Dr Ahmad Zahid Hamidi.
The Deputy Prime Minister said a memorandum of understanding between the two countries is expected to be signed some time this year.
'As Asean Chair this year, Malaysia remains committed to regional leadership in disaster response,' he told a joint press conference with Russian Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (Emercom) Minister, Colonel General Alexander Kurenkov yesterday.
Ahmad Zahid, who is also the national disaster management agency (Nadma) committee chairman, said Malaysia welcomed Russia's offer on capacity-building programmes for our officers, including a specialised training course in Vladivostok in September.
'We are exploring broader collaboration, including technology transfer in unmanned aerial vehicle (UAV) applications for disaster monitoring,' he added, Bernama reported.
He said Malaysia and Russia agreed to conduct joint search and rescue training between the Special Disaster Assistance and Rescue Team (SMART) and Russia's RUS-03 team.
Ahmad Zahid expressed appreciation to Russia for the offer to train the SMART team and the invitation to allow senior officers from the Fire and Rescue Department to participate in a specialised course at a leading university in St Petersburg.
The Deputy Prime Minister also expressed appreciation for the working relationship between Nadma and Emercom, particularly through regional initiatives under the International Search and Rescue Advisory Group and the Asean Committee on Disaster Management.
Meanwhile, Kurenkov said several key areas were discussed during his meeting with Ahmad Zahid, including the professional training and education of firefighters and rescue personnel.
'Emercom's academies offer a wide range of programmes for international specialists, not only for firefighters and rescuers but also for medics, dog handlers and UAV operators,' he said.
He also emphasised Emercom's interest in understanding Malaysia's modern approaches to fire and rescue training, noting the value of exchanging best practices.
He said both sides are committed to improving mutual early-warning capabilities and risk communication related to natural disasters, particularly in the areas of prevention, prediction and risk management using the systems of space monitoring and distant zoning of Earth.

Russia sentences activist who helped Ukrainians flee war to 22 years in prison

FILE PHOTO: A Ukrainian service member is seen at a position near the border with Belarus, amid Russia's attack on Ukraine, in Zhytomyr region, Ukraine December 27, 2022. REUTERS/Viacheslav Ratynskyi/File Photo LONDON (Reuters) -A Russian activist who helped collect humanitarian aid for Ukraine and evacuate Ukrainians from the war zone was sentenced on Friday to 22 years in prison by a Moscow military court, the RIA state news agency reported. Nadezhda Rossinskaya, also known as Nadin Geisler, ran a group called "Army of Beauties", which said it had assisted some 25,000 people in Russian-controlled parts of Ukraine in 2022-23, according to a report last year in The Moscow Times. Authorities arrested Geisler in February 2024 and later charged her with treason and aiding terrorist activities over a post they said she made on Instagram calling for donations to Ukraine's Azov Battalion. Geisler denied any wrongdoing, and her lawyer said she was not the author of the post, according to a trial transcript compiled by Mediazona, an independent Russian outlet. Prosecutors had requested 27 years for Geisler, who is in her late 20s. Mediazona reported that she had asked the court to imprison her for 27 years and one day, so that her prison term could surpass that of Darya Trepova, a Russian woman jailed for delivering a bomb that killed a pro-war blogger in 2023. Trepova's sentence, handed down last year, was the longest given to any woman in modern Russian history. Prosecutions for terrorism, espionage and cooperation with a foreign state have risen sharply in Russia since the start of the full-scale war in Ukraine over three years ago. Pervy Otdel, a Russian lawyers' association, says 359 people were convicted of such crimes in 2024. (Reporting by Lucy PapachristouEditing by Frances Kerry)

Lavrov Praises OANA's Role In Unbiased Coverage Of International Events

ST. PETERSBURG (Russia), June 20 (Bernama-TASS) -- The Organisation of Asia-Pacific News Agencies (OANA) plays a key role in ensuring unbiased and objective coverage of international events, Russian Foreign Minister Sergey Lavrov said. The message was delivered in a video address to participants of the plenary session of the organisation's 19th General Assembly, hosted by TASS agency. "For many years, the organisation – the world's largest association of news agencies – has facilitated the exchange of experience among media outlets from countries across Eurasia, the Asia-Pacific, and the Middle East. bootstrap slideshow 'It contributes to the objective and impartial reporting of key global developments, promotes the values and standards of honest journalism, and defends the professional rights of media workers without bias or discrimination. 'Such efforts, which genuinely help improve the global information environment, deserve both respect and support," Lavrov emphasised. He also highlighted the event's comprehensive agenda, noting that the General Assembly is being held within the framework of the St. Petersburg International Economic Forum (SPIEF). "We will discuss a broad range of issues relevant to the journalistic community - from combating fake news and disinformation to integrating artificial intelligence technologies into our work," Lavrov said. "I am confident that the assembly will be constructive, and that the decisions and recommendations adopted will foster the further development of depoliticised dialogue and cooperation among media organisations of participating countries, in the interest of maintaining trust and mutual understanding in both global and regional affairs," the foreign minister added. OANA was established in 1961 at the initiative of the United Nations Educational, Scientific and Cultural Organisation (UNESCO).

At least 14 injured in Russia's overnight attack on Ukraine's Odesa

KYIV (Reuters) -At least 14 people were injured when Russian drones attacked the Ukrainian Black Sea city of Odesa overnight, damaging high-rise buildings and railway infrastructure, local authorities said on Friday. Odesa is Ukraine's largest Black Sea port, key for imports and exports, and has been under constant missile and drone attacks by Russia since the war began. "Despite the active work of air defence forces, there is damage to civilian infrastructure, including residential buildings, a higher education institution, a gas pipeline and private cars," local governor Oleh Kiper said on Telegram messenger. Kiper released photos of burning houses and charred high-rise buildings. Local emergencies service said that during the attack there were at least 10 drone strikes on residential buildings, causing massive fires. Ukraine's air force said on Friday that Russia had launched 86 drones on Ukraine overnight. The military noted its air defence units shot down 34 drones while another 36 drones were lost - in reference to the Ukrainian military using electronic warfare to redirect them - or they were drone simulators that did not carry warheads. However, the military reported that drones hit 8 locations. Ukrainian state railways Ukrzaliznytsia reported that Odesa railway station was damaged during the attack, with power wires and rails damaged. Russian drones also attacked Kharkiv in northeastern Ukraine overnight, damaging several private and multi-storey houses, Kharkiv officials said.
