3 months after President's Rule, Manipur seeks Rs 1,000 crore from Centre as special assistance
Three months after President's Rule was imposed in Manipur, Governor Ajay Kumar Bhalla has sought Rs 1,000 crore from the Central government as a special assistance grant for the state in the backdrop of the ethnic violence which broke out over two years ago, adversely affecting the state's economic activity and revenue collection, people familiar with the matter told The Indian Express. It has been separately learned that Governor Ajay Kumar Bhalla has also requested an early release of Rs 500 crore of the Rs 1,000 crore to meet the state's immediate requirements, such as clearing the pension backlog and security-related expenses. The Indian Express has learnt that the Finance Ministry has decided to grant additional funds of Rs 500 crore to Manipur as of now towards various projects under the existing Special Assistance to States for Capital Investment (SASCI) 2025-26. In a communication to Finance Minister Nirmala Sitharaman in May, Bhalla is learnt to have spoken about reduced revenue collection because of the unrest in Manipur that followed the ethnic violence which broke out in May 2023. This, he had mentioned, affected the state government's ability to pay pensions, salaries, and other committed liabilities, adding that pension backlogs amounted to Rs 600 crore. It is learnt that the Manipur Governor pointed to tax revenue losses for the state for the 2024-25 fiscal at Rs 1,554 crore compared to Rs 1,528 crore in the previous fiscal. He mentioned that the revenue collection for the state in 2022-23 was Rs 1,983 crore, which shows that there hasn't been any significant recovery in revenue collection, and this may affect the state's ability to meet its developmental and security-related objectives. He is also understood to have pointed out that poor revenue collection has also been due to state expenses on relief and law and order, adding that dues worth Rs 300 crore are yet to be paid to the state by the Ministry of Home Affairs as reimbursement under these heads. He told the finance ministry that the special assistance grant of Rs 1,000 crore to Manipur will help the state clear pension backlogs and meet expenses for security and relief measures for people who had been displaced due to the violence. It will also help the state give its share in various Centrally sponsored schemes and aid with taking various developmental measures in rural areas of the state, particularly in the hill areas. The Manipur Governor has also conveyed that the state has been unable to claim funds under the 15th Finance Commission grants for local bodies from 2021-22, which amounts to Rs 629 crore, due to its inability to hold elections for urban local bodies and Autonomous District Councils from 2020 and for Panchayati Raj institutions from 2022. Earlier, the Ministry of Finance had provided Rs 500 crore to the state as special assistance for revenue loss and economic recovery, which was provided in two instalments. The funds are understood to have been fully utilised by the state. Last year, The Indian Express reported that the Manipur government, ahead of the Union Budget presentation, had approached the Centre with a wishlist that includes demand for additional funds over and above the 10 per cent usually earmarked from gross budgetary support for northeastern states, financial support for 5,000 units of housing for violence-affected victims as a special project under Pradhan Mantri Awas Yojana (PM-AWAS), and enhanced allocation for security-related expenditure. Last year, former Manipur chief minister N Biren Singh sought a financial grant of Rs 2,000 crore from the Centre as a special case, citing the loss of tax revenue in the state due to security and economic challenges. In October 2023, Singh had also requested a three-month advance of Manipur's share in Central taxes to tackle the financial crisis due to the ethnic clashes in the state.

The scheme will be implemented in two phases from 2025-26 to 2034-35, covering approximately 30,900 kilometres of road construction. The state government will fund the project. The Priority will be given to settlements with a minimum of 20 households and a population of 100 or more. A list of priority settlements will be prepared based on population density and consultation with local MPs, MLAs, and Zila Panchayat members. The final priority list will be published at the state of Market Fees on Imported TurTo meet the needs of the tur dal industry, the cabinet decided to fully exempt market fees on tur imported from outside the state. This will ensure sufficient availability of tur dal, boost transportation, and increase employment. .Working Women HostelsIn Principle approval was given for constructing four working women hostels with a total capacity of 350 seats in Jhabua, Singrauli, Dewas, and Narmadapuram under the SASCI (Special Assistance to States for Capital Investment) 2024-25 scheme. The project, to be implemented in a public-private partnership (PPP) mode, will cost Rs. 40.59 Development Advisory CommitteeThe cabinet approved the formation of a "District Development Advisory Committee" in all districts, chaired by the Chief Minister, to prepare a roadmap for district development and long-term plans. This follows instructions from the 2025-26 budget speech. The committee will include the district in-charge minister as vice-chairman, MPs, all district MLAs, the mayor or municipal chairman of the district headquarters, the district panchayat chairman, all janpad chairmen, and 20 representatives from fields like industry, trade, progressive farming, social service, medicine, and law. The collector will serve as the member secretary. The committee aims to formulate long-term development plans based on public, representative, and stakeholder inputs, promote traditional skills under the "Vocal for Local" principle, and enhance district prosperity. It will also suggest ways to better implement government schemes, formalize local innovations, and provide recommendations for employment generation, industry, trade, water conservation, exports, agriculture, and minerals.

Akhanda Godavari project bhumi puja scheduled for June 19 postponed, says Minister
The bhumi puja for the Akhanda Godavari project scheduled to be performed on June 19 has been cancelled, Minister for Culture, Tourism and Cinematography Kandula Durgesh said on Saturday. Deputy Chief Minister K. Pawan Kalyan would perform the bhumi puja for the Akhanda Godavari project and permanent buildings of the Andhra Pradesh State Forest Academy in Diwaancheruvu Reserve Forest, and inaugurate a Sub-Regional Science Centre in Rajamahendravaram by the June-end, said Mr. Durgesh. Reviewing the arrangements being made for these programmes, Mr. Durgesh said the Centre had sanctioned ₹97 crore for the Akhanda Godavari project under the Special Assistance to States for Capital Investment (SASCI). As part of the project, Havelock Bridge would be renovated with various tourist attractions. The A.P. State Forest Academy is now being run from the Regional Forest Research Centre in Rajamahendravaram. Recently, the Union Ministry of Environment, Forest and Climate Change approved the diversion of six acres of reserve forest land for the construction of the Forest Academy buildings. The construction of the Sub-Regional Science Centre has been completed at Bommuru, on the outskirts of Rajamahendravaram, with ₹15.2 crore aid offered by the Ministry of Culture. East Godavari District Collector P. Prasanthi, MLAs B. Balarama Krishna, Gorantla Butchaiah Chowdari, SP D. Narasimha Kishore and other officials were present in the meeting.

Stone will be laid for Akhanda Godavari project on June 19, says Andhra Pradesh Tourism Minister Kandula Durgesh
Tourism Minister Kandula Durgesh on Friday said the Central government-sponsored Akhanda Godavari Project would usher in fresh charm in the areas surrounding the Godavari. In a statement, Mr. Durgesh said that Deputy Chief Minister K. Pawan Kalyan and BJP MP Daggubati Purandeswari would lay the foundation stone for the project on June 19. He said the ₹97 crore sanctioned for the project under the Special Assistance to States for Capital Investment (SASCI)-2024-25 scheme would be utilised to develop tourism infrastructure in Rajamahendravaram, Dowleswaram, Kadiyam, Kovvur, Nidadavolu, and surrounding areas. The works were expected to be completed before the upcoming Godavari Pushkarams, he said. Modernisation of Havelock Bridge The 127-year-old Havelock Bridge, a symbol of historical and cultural heritage, would be modernised by adding new features such as waterfalls, glass bridges, gaming zone, space-themed experiences, Urban Haat craft bazar, hanging gardens, hologram zoo, time travel exhibits, rail museum and aquarium tunnels. The Minister said the nearby Pushkar Ghat would be upgraded to make it a significant spiritual destination, enhancing connectivity between the bridge and the ghat to form a dynamic tourist destination. The surrounding temples would also be developed with aesthetic architectural design to usher in spiritual ambience for year-round pilgrimage, he said. The famous Kadiyam nurseries, one of the largest in the country, would also be developed into a tourist attraction. The Godavari canals and the culturally significant locations in the vicinity would be restored and beautified, Mr. Durgesh said, adding that tourists would have boating and leisure rides to spend fun moments. He said the Sri Kota Sattemma temple at Timmarajupalem in Nidadavolu mandal, a prominent ancient spiritual centre known for its grand entrance and towering 'rajagopuram', would be given a facelift by construction of additional pilgrim accommodation facilities and by modernising the 'rajagopuram'.
