Former Rela personnel gets 30 years, 12 strokes for murder
Photo for illustration purposes only. – Photo from KOTA KINABALU (June 18): The Court of Appeal here on Wednesday sentenced a former Rela personnel to 30 years' jail plus 12 whippings for murdering his friend during a drinking session in Kudat six years ago. Justice Dato' Hj Azman Abdullah, who sat together with Justices Datuk Azhahari Kamal Ramli and Datuk Noorin Badaruddin, unanimously substituted the death sentence imposed on Donny @ Mohd Nazmie Musanna, 45, with jail and whipping punishment and affirmed his conviction. The jail term will be counted from the date of his arrest on March 27, 2019. On December 7, 2022, a High Court here sentenced Donny to death penalty after he was found guilty of committing the crime against Ampukir Aladau, 64, at the Tomborungus Tamu area in Kudat on March 26, 2019. Donny, who was represented by counsel Amli Nohin, was convicted under Section 302 of the Penal Code.

False claims: Jail, fine for ex-Rela officer

Kota Kinabalu: A former Rela officer from Tenom who told the court that he submitted the false claims for the assignment allowances during the implementation of the Movement Control Order (MCO) as he wanted to help the Tenom Rela personnel whose income was affected at that time, was jailed 14 days and fined a total of RM147,160 for seven counts of submitting false claims. Venantius Masingga, 63, said this in mitigation after he pleaded guilty to the charges against him before Sessions Court Judge Jason Juga, on Wednesday. Advertisement He told the court that the money which he obtained using the fake claims were not for his personal use but to buy food baskets for the Tenom Rela personnel affected by the implementation of MCO at that time. According to Venantius, he did not mean to commit the offence but forced to do so to help the Rela personnel. Originally, Venantius have 18 charges against him but he only pleaded guilty to the second, third, fourth, fifth, sixth, seventh and eighth charges while the rest were taken into consideration by court in accordance with Section 171A of the Criminal Procedure Code. The sentences imposed on Venantius as follows: Second count – two days' jail and fined RM16,160 in default three months' jail. Third count – two days' jail and fined RM27,680 in default three months' jail. Fourth count - two days' jail and fined RM24,400 in default three months' jail. Fifth count - two days' jail and fined RM21,240 in default three months' jail. Sixth count - two days' jail and fined RM19,200 in default three months' jail. Seventh count - two days' jail and fined RM18,640 in default three months' jail. Eight count - two days' jail and fined RM19,840 in default three months' jail. The court ordered Venantius to serve the jail sentences concurrently. Venantius did not pay the fines. The charges stated that Venantius had submitted the MCO assignment allowance claims under the names of his wife and children who actually never performed their duties during the MCO with the intention of deceiving the Director of Rela Sabah. He committed the offence between March 2020 and August 2021 at the Rela Sabah Headquarters. The offence under Section 18 of the Malaysian Anti-Corruption Commission (MACC) Act 2009, which is punishable under Section 24(2) of the same Act provides for a jail term of up to 20 years, or a fine of not less than five times the amount or value of the bribe, or RM10,000, whichever is higher, upon conviction. In mitigation, Venantius who was not represented, asked for leniency saying that it was his first offence and very remorseful as well and promised not to repeat the offence in future. He added that he was suffering from hypertension and that he has two small and schoolchildren to look after. Venantius also told the court that he had served 20 years as army, 20 years as Rela personnel and six years being a coach for National Service Training Programme (PLKN). 'I will get ready to do community service if the court orders so,' said Venantius. However, MACC Prosecuting Officer Rekhraj Singh urged the court to hand down an appropriate sentence taking into consideration the rampancy of the case as well as seriousness of the offence. RANAU: Members of the Malaysian Volunteers Department (Rela) are advised to always practice high self-discipline, integrity and stay away from any wrongdoing that can tarnish their image. Ranau Member of Parliament, Datuk Jonathan Yasin, said as one of the backers of maintaining public order and safety, they must always cultivate self-discipline for the good name of the department and the entire Rela team. 'I expect every Rela member to be smart, sincere, honest and have integrity at all times in carrying out the tasks entrusted to them,' he told the more than 50 members present. Jonathan said this when officiating the two-day District Rela Platoon Management Programme at Kg Togop Darat, some 55.8km from town. Immigration Dept to resume migrant repatriation programme on May 19
KUALA LUMPUR: The government will continue its effort to manage undocumented migrants in the country with the resumption of the Migrant Repatriation Programme 2.0 (PRM 2.0). Home Minister Datuk Seri Saifuddin Nasution Ismail said the programme will be carried out by the Immigration Department from May 19 this year until April 30, 2026, covering Peninsular Malaysia and the Federal Territory of Labuan. "The PRM 2.0 is a voluntary amnesty initiative for undocumented migrants to return to their home countries without facing prosecution. "Instead, they will be subject to compound fines based on the following offences: RM500 for entering or staying in Malaysia without a valid pass, RM500 for overstaying, and RM300 for breaching pass conditions," he said at a press conference at the Immigration Department's 2024 Excellent Service Award ceremony. Saifuddin said applicants will also be required to pay RM20 for the issuance of a Special Pass. "Foreign children under 18 years of age who had overstayed or entered Malaysia without a valid pass will be exempted from compounds but are still subject to the Special Pass fee," he said. However, Saifuddin said the programme will not apply to individuals who had previously registered under repatriation initiatives but failed to leave the country, as well as those blacklisted by the department, or currently subject to arrest warrants or wanted by the authorities. "For individuals with special legal status, such as spouses of Malaysian citizens who have overstayed, they must report to the Immigration Department's Visa, Pass, and Permit Division for pass coordination," he said. Saifuddin also urged foreign missions, employers, and foreign communities to help spread awareness of the programme and encourage early participation to avoid last-minute congestion before the closing date. He added that the Immigration Department will also double its enforcement efforts against undocumented migrants at hotspots nationwide, calling it the "year of enforcement". "These operations will be conducted jointly with other enforcement agencies such as the police, People's Volunteer Corps (Rela), the National Registration Department and local authorities," he said. Saifuddin also warned employers of stern action if they continue to hire or shelter undocumented migrants, stressing that the government will not compromise in its efforts to eliminate the illegal presence of undocumented migrants. "Employers may be fined up to RM50,000 for each undocumented worker, jailed for up to five years, and face six strokes of the cane if convicted," he said.
