Telangana: BJP MP Arvind Dharmapuri terms Banakacherla's project meeting
Hyderabad (Telangana) [India], June 19 (ANI): BJP MP Arvind Dharmapuri has criticised the proposed meeting by Telangana Irrigation Minister Uttam Kumar Reddy on the Banakacherla project. He further highlighted the absence of communication between the Chief Ministers of Andhra Pradesh and Telangana on the issue. 'Banakacherla project is the Andhra Pradesh govt's proposal. The Centre has not received any major documentation yet. According to me, the Centre will go as per the CWC guidelines and the Godavari River Board. Till now, there is no correspondence between the CMs of Andhra Pradesh and Telangana on this. The meeting, called by Uttam Kumar Reddy, is a sheer eyewash. He has no clue about what Telangana wants, how the state will move forward if Telangana needs more water. We have info that Uttam Reddy is operating on KCR's orders,' he said. Bharat Rashtra Samithi (BRS) MLC K Kavitha also voiced strong opposition to the Banakacherla project under the proposed Godavari-Cauvery river linking, alleging that it would deprive Telangana of its rightful share of river water and leave several districts in the state parched. She further criticised Telangana Chief Minister Revanth Reddy, claiming that he has failed to effectively intervene and stop the decision being made by the Central government. Speaking to ANI, K Kavitha said, 'In the proposed river linking project of Godavari-Cauvery, Telangana will lose its water share because now Andhra Pradesh CM Chandrababu Naidu is trying to change the linkage point from Telangana to the Andhra Pradesh region. We are severely objecting to it.' 'Unfortunately, Telangana CM Revanth Reddy is not able to effectively stop this decision being made by the Central government. If the linkage point is shifted to Andhra Pradesh, half of the Telangana districts will be left parched. We will lose rights to the Godavari river water in the future. We severely object to this particular river linkage project, which is under the name Banakacherla,' the BRS MLC stated. The Godavari-Banakacherla Link Scheme is a massive project proposed by the Andhra Pradesh Government at an estimated cost of Rs 80,112 crore. The plan involves diverting 200 TMC of water from the Godavari River at Polavaram to Rayalaseema through the Bollapalli reservoir and Banakacherla head regulator. The proposal seeks to interlink the Godavari, Krishna, and Penna rivers. In April, the Telangana government decided to approach the Supreme Court against two major river interlinking projects proposed by the Andhra Pradesh Government - the Godavari-Banakacherla Link Scheme and the Rayalaseema Lift Irrigation Scheme (RLIS), state Minister for Irrigation, Food and Civil Supplies, Uttam Kumar Reddy had said. CM Revanth Reddy offers 1,580 tmcft deal to Andhra Pradesh, seeks NOC for Telangana projects; warns of legal fight over Godavari-Banakacherla (GB) link project
HYDERABAD: Chief minister A Revanth Reddy Wednesday made an open offer to his Andhra Pradesh counterpart N Chandrababu Naidu: If the AP govt believes that over 3,000 tmcft of surplus or floodwater from the Godavari flows into the sea every year, then it should issue a blanket no objection certificate (NOC) allowing Telangana to use 1,000 tmcft from the Godavari and 580 tmcft from the Krishna for its ongoing and future irrigation projects. In return, Revanth said, Telangana would not oppose AP's use of surplus waters from either river. "If AP believes 3,000 tmcft of water is going waste every year, we are ready to cooperate. Let both states use the river water without objecting to each other's projects," he said, addressing the media after an all-party meeting on the Godavari-Banakacherla (GB) link project. Revanth accused the AP govt of unilaterally proceeding with the GB link project in violation of norms. "We will fight this through every constitutional means-complaints to central agencies, legal recourse, and finally taking the matter to the people," he said. That statement has now become AP's basis for pushing the project,' he said. The CM also played video clips of KCR publicly stating that he would support AP, as a 'big brother,' in supplying water to drought-hit Rayalaseema. 'KCR repeatedly said 'no basins, no ego'. He even met then CM YS Jagan Mohan Reddy four times. Following those meetings, the Rayalaseema Lift Irrigation Scheme was taken up and BRS never objected to Krishna water diversion from Srisailam,' he pointed out. He also lashed out at former irrigation minister T Harish Rao for 'spreading misinformation' against the Congress govt on the Banakacherla issue. 'They ruled for 10 years, yet didn't complete a single major project on Krishna or Godavari. They built only Kaleshwaram project and it has collapsed,' he said. Revanth also criticised Union minister G Kishan Reddy for not attending the all-party meeting. 'Kishan Reddy did not come to the meeting but he met jal shakti minister on Wednesday as we are meeting him on Thursday. He must have informed the Union minister not to give any assurance to us,' the CM alleged. The all-party meeting was attended by Congress MPs, BJP MPs DK Aruna and M Raghunandan Rao, AIMIM MP Asaduddin Owaisi, and BRS MP Vaddiraju Ravichandra. Meanwhile, responding to CM Revanth Reddy's allegations, Harish Rao accused him of twisting facts. Harish Rao said Revanth quoted only point No. 1 from the meeting, while ignoring other key portions where KCR had clearly stated that the Centre should not proceed with the Godavari-Krishna linking project without consulting the Telangana govt.

Telangana asks Centre to direct AP to restore RLIS site to pre-DPR stage
HYDERABAD: Telangana irrigation officials on Sunday urged the Ministry of Environment, Forest and Climate Change (MoEF&CC) to direct the Andhra Pradesh government to immediately restore the Rayalaseema Lift Irrigation Scheme (RLIS) site to its pre-Detailed Project Report (DPR) stage. In a letter to the ministry, the officials also requested that either the MoEF&CC or the Krishna River Management Board (KRMB) monitor daily activities at the RLIS site and submit fortnightly compliance reports to the National Green Tribunal (NGT). They pointed out that the NGT had stayed construction work on RLIS and constituted a joint committee to assess the situation. However, the Andhra Pradesh government allegedly continued construction in violation of the NGT order. The Telangana officials recalled that the joint committee, in its March 2024 report to the NGT, noted that the project proponent had undertaken works beyond DPR preparation. Excavation was reportedly completed up to 14.14% for the approach channel and 87.03% for the pump house and related works, totalling 18.18% of the proposed excavation. 'Self-certification not applicable' Since the works exceeded the scope of DPR preparation, the officials argued that self-certification by the project proponent, as discussed in the EAC's 25th meeting, was not applicable. They urged that this clause be removed from the EAC recommendations and replaced with a site inspection report by a competent authority. Reiterating their demand, the Telangana officials called for immediate restoration of the RLIS site to its pre-DPR stage to safeguard the legitimate rights of Telangana in the Krishna basin.

Congress govt. fixed Krishna water injustice, fast-tracked irrigation projects: Uttam Kumar Reddy
HYDERABAD Minister for Irrigation and Civil Supplies N. Uttam Kumar Reddy on Sunday stated that the Congress government had taken several steps to correct the decades of injustice done to the State in the matter of Krishna water allocation. In a review meeting held at Miryalguda, he said that due to persistent efforts, the Krishna Water Disputes Tribunal-II headed by Justice Brijesh Kumar had reopened the issue of sharing 811 tmcft water by the two Telugu States. He alleged that the previous Bharat Rashtra Samithi (BRS) government had allowed Andhra Pradesh to take up Rayalaseema Lift Irrigation Scheme without even registering any protest. The Congress government had convinced the Krishna River Management Board (KRMB) to install telemetry instruments across all water drawal points of the Krishna basin projects to ensure real-time monitoring and transparency in water usage. He accused the previous government of grossly ignoring the irrigation needs of South Telangana by focusing solely on the Kaleshwaram project, which, he said, had ultimately failed due to design flaws and corruption. The amount of ₹94,000 crore spent on Kaleshwaram could well have helped complete major projects such as Devadula, SLBC, Dindi, Palamuru-Rangareddy, Sitarama, Uday Samudram and others, which remained pending for years. Despite spending ₹1.81 lakh crore on the irrigation sector during the BRS rule, no substantial ayacut was created. Projects such as Kalwakurthy, Nettempadu, Koilsagar and Bhima remained incomplete and Devadula and no irrigation potential was created under Sitarama despite huge spending. In contrast, the Congress government was focusing on delivering maximum irrigation benefits with minimum expenditure. He stated that the Congress government had allocated ₹23,000 crore for irrigation in the 2024–25 budget and had taken steps to strengthen the department by recruiting 1,100 engineers and 1,800 Laskars on the outsourcing method. He stated that de-siltation of old reservoirs such as Nagarjunasagar and Sriramsagar was taken up after decades of neglect and the sedimentation had reduced their water holding capacity by 25% to 30%.
