NEW DELHI: Union finance minister Nirmala Sitharaman on Friday told taxmen to make the Goods and Services Tax registration process easier, seamless, and more transparent with the use of technology and risk-based parameters. Union finance minister Nirmala Sitharaman asked CBIC to make the GST registration easier, seamless, and more transparent for taxpayers (PIB) Addressing a conclave of the Central Board of Indirect Taxes and Customs (CBIC), Sitharaman told officials to prepare an action plan to improve various parameters such as GST registration, processing of refunds, and handling taxpayers' grievances. The conclave was attended by principal chief commissioners, chief commissioners and director generals and field formations of the CBIC in New Delhi. During the conclave, CBIC highlighted the performance of customs and CGST zones on key indicators such as grievance redressal, refunds, audit and enforcement. The average time for grievance disposal has been reduced to just nine days, significantly better than the stipulated 21-day timeline, the finance ministry said in a statement. On refunds, 85% of claims were processed within the statutory 60-day limit, it said. GST audit coverage went up from 62.21% in 2022–23 to 88.74% in 2024–25. Detection of GST evasion had improved to ₹ 2,23,170 crore in 2024–25, with voluntary payments totalling ₹ 28,909 crore. The number of taxpayers repeated for audit more than once in three years is zero, it said. In the area of enhanced trade facilitation, facilitation of cargo through the risk management system (RMS) has steadily increased, with 86% of cargo being facilitated in 2025, up from 82% in 2022. Similarly, in 2024-25, 2140.35 kgs of seized gold were disposed of by handing it over to SPMCIL, it said. The finance minister also directed the Central GST (CGST) formations to launch targeted awareness campaigns among taxpayers, trade associations, and industry bodies regarding the mandatory documentation required for GST registration, particularly those related to the principal place of business, it said. This would help reduce rejections and delays in registration and enable faster processing of applications, she said. The minister also directed CGST zonal heads to have a dedicated helpdesk for GST registrations to facilitate the taxpayers in the application process. Sitharaman highlighted the need to ensure that GST 'seva kendras' and customs 'turant suvidha kendras' are well-staffed, accessible, and properly maintained, so that taxpayers receive timely and quality assistance. Emphasising taxpayer trust, she called for a targeted and sustained focus on grievance redressal, ensuring the timely resolution of queries and complaints through improved systems and accountability. Sitharaman also called for the speedy closure of investigations for Customs and CGST cases, and stressed the need to seek solutions to reduce the gap between detection and recovery. At the same time, the minister emphasised the need for preventing tax evasion and wrongful Input Tax Credits (ITC) claims. NTRS 2025 Sitharaman also released the fifth edition of the National Time Release Study -- NTRS 2025. According to the report, India has seen significant improvement in the average cargo release time in all four categories -- seaports, inland container depots (ICDs), integrated check posts (ICPs) and air cargo complexes (ACCs). The time release study (TRS) is a performance measurement tool that provides a quantitative assessment of the time taken for cargo release, helping to evaluate the efficiency of the clearance process. Since 2019, TRS has been conducted at 15 major locations, including seaports, ACCs, ICDs, and ICPs. In the import segment, average release time (ART) has declined between 2023 and 2025 across seaports by about six hours, ACCs by about five hours, and ICPs by approximately 18 hours. There has been an increase of about 12 hours in the case of ICDs, a finance ministry statement said, citing the report. A key strength of India's TRS lies in its use of accurate and reliable data sourced directly from the customs automated system, operated by the Directorate General of Systems and Data Management in the CBIC, the statement said. Over the years, the scope of TRS has significantly expanded. What began as a report measuring release time across select gateway ports now includes other areas of considerable importance, such as transit cargo, courier shipments, and commodity-specific assessments, it added. The fifth edition also adopted advanced methodologies to enable stage-wise and process-specific evaluations. This edition marked another milestone by widening its geographical coverage to three additional ports -- Kochi seaport, Garhi Harsaru ICD and Jaigaon land customs station (LCS).

Bihar Cabinet decisions: 6 new airports, MSP for chana, pulses, and more

The Bihar Cabinet has approved a memorandum of understanding (MoU) between the Airports Authority of India (AAI) and the state government for the development of six small airports under the 'Ude Desh ka Aam Nagrik' (UDAN) scheme. The airports identified for development are in Madhubani, Veerpur, Munger, Valmikinagar, Muzaffarpur, and Saharsa. The Cabinet has sanctioned an initial allocation of ₹25 crore for each airport to support infrastructure development. According to the Bihar Cabinet Secretariat Department's Additional Chief Secretary (ACS) S Siddharth, the decision will enable the development of necessary infrastructure at these locations. MSP declared for chickpeas, lentil, mustard The Cabinet approved the Food and Consumer Protection Department's proposal for procurement of pulses and oilseeds at Minimum Support Price (MSP). MSP for the Rabi Marketing Season (RMS) 2025–26 has been fixed as follows: Chana (chickpeas): ₹5,650 per quintal Masoor (lentil): ₹6,700 per quintal Mustard: ₹5,950 per quintal Five-star hotel to replace Hotel Patliputra Ashok In another decision, the Cabinet approved the allotment of a 'letter of award' to Kumar Infratrade Enterprises Pvt Ltd, Patna, for constructing a five-star hotel on the land of Hotel Patliputra Ashok. The hotel will be developed under a 60-year lease in PPP mode, with the lease tenure extendable by another 30 years. The company will deposit an amount based on the minimum value register (MVR) and annual lease deed fee. This will be the first of three five-star hotels planned in the city. Bidding for the other two—at the Bankipore bus stand and Sultan Palace—is underway. Rules for compassionate appointments updated The Cabinet approved the Bihar Rajya Vidyalaya Lipik (Niyukti, Sewashart evam Anushashnik Karwai) rules. Under this, wards of deceased teaching and non-teaching staff may be appointed on compassionate grounds. Fifty per cent of sanctioned posts will be filled through this provision, while the remaining 50 per cent will be filled by direct recruitment. SAP contract extension for 1,717 personnel The contracts for 1,717 Special Auxiliary Police (SAP) personnel, all retired members of the Indian Army, have been extended for the financial year 2025–26. Sand deposit study sanctioned in five rivers Approval was given to the Mines and Geology Department for a replenishment study of the Sone, Kiul, Falgu, Morhar, and Chanan rivers. This study, to be conducted by the Central Mine Planning & Design Institute (CMPDI), will assess sand deposits after the monsoon. The findings will guide sand mining permissions in line with District Mines Survey Reports. The project has been allocated ₹2.58 crore. Land allocated for industrial area in Saran The Cabinet approved the transfer of 70.5 acres of land in Arna (Mauja), Amnour circle, Saran district to the Industries Department for the development of an industrial area.

Wellington has spoken, and while there are positives to take away from the latest Residents Monitoring Survey (RMS), there's also room for improvement. The RMS is Wellington City Council's annual check-in with residents to understand their views on a wide range of topics and, along with the nationwide Quality of Life biannual survey, helps to form a small part of the wider performance story in the Annual Report. While respondents generally agree Wellington is a great place to live, work and play, overall feelings towards the city have shifted significantly over the past decade, with dissatisfaction about the look, feel and vibe of the capital, reflecting a similar downturn in sentiment around the motu. Mayor Tory Whanau says there's a huge amount of work already underway to address the areas where Wellingtonians feel improvements can be made, aiming to make the city more vibrant, safe, and welcoming. 'We're heartened that Wellingtonians continue to value many of the services we provide. We also acknowledge that there are areas where we must do better. We hear you, and the identified areas for improvement will be a priority for us.' Mayor Whanau cites that through a dynamic, multi-pronged City Safety and Wellbeing Plan approved earlier this year, the Council is introducing measures to combat crime, anti-social behaviour, and negative safety perceptions. 'We also have several transformative projects underway to revitalise the city centre and are investing significantly in our communities. This includes $439.1 million to upgrade social housing as well as efforts like keeping Khandallah Pool and Begonia House open and enhancing services for the future. 'Our city centre will be transformed by 2027. The revitalisation of Courtenay Place has already begun, and Te Ngakau/Civic Square is rapidly taking shape and is set to reopen by March 2026. This reopening includes Te Matapihi library, City Gallery, and a newly landscaped Plaza. The Town Hall will also reopen in 2027. We have so much to look forward to,' adds Mayor Whanau. The 2025 results show respondents are highly satisfied with the services and facilities provided by the Council like pools, recreation centres, libraries, events, community centres and sportsgrounds. The city reserves, green space and Botanic Garden ki Paekākā also rate highly. While residents generally feel a sense of safety during the day and at home, they were less satisfied with city safety and the cleanliness and vibrancy of the CBD. The survey also showed a lack of satisfaction with decision-making at Wellington City Council. Highlights from the report: 67% of respondents agreed that overall Wellington is a great place to live, work and play, 76% agreed with the statement 'Wellington has a culturally rich and diverse arts scene'. 88% said they participated or engaged with a cultural or arts activity in Wellington at least yearly. Almost all respondents felt safe in their own home after dark (97%) while the vast majority felt safe in the CBD during the day (82%). Walking around the city was viewed as easier than the other forms of transport asked about with 82% of respondents stating that walking around the city was easy. Close to two-thirds (62%) found public transport easy to get around the city on. 51% of those with a view found cycling around the city easy, while about a third (35%) said driving around the city was easy. On average, 83% of recreation centres and 77% of pool users surveyed were satisfied with the facilities. 81% satisfaction with kerbside waste collection, 80% satisfaction for kerbside recycling. 80% satisfaction among users of community facilities – including libraries, community centres and community halls. Local parks and reserves and the waterfront were the most used green/open spaces by our respondents – three-quarters or more said they used these spaces at least monthly. Almost all respondents agreed that Wellington's connection with nature improves quality of life (90%). Satisfaction was consistently high across all of the attractions – around 90%+ for all except Capital E (79%), Nairn Street Cottage (75%) and the Cricket Museum (80%).
