Abandoned by daughters, Andhra couple cancel gift deed
KADAPA: In a strong move to protect the rights of senior citizens, the Revenue Divisional Officer (RDO) of Jammalamadugu, A Sai Sree, annulled a property gift deed executed by an elderly couple in Proddatur, Kadapa district, after their five daughters abandoned them. The order was issued under Section 23 of the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, which empowers authorities to revoke property transfers if children fail to care for their elderly parents. According to official reports, Mallepati Mohan Rao (86) and his wife Gauramma (75), who owned a sweet shop in the town, had gifted their house (Door No. 18/437-A) on Rangayya Satra Street to their daughters through a registered document (No. 29419/2024) on July 23, 2024. However, the couple later alleged that the daughters began neglecting them soon after the transfer, failing to provide basic needs such as food, clothing, and medical care. Left to depend on neighbours and charitable organisations, the couple eventually moved into a retirement home.

Musiri RDO killed in accident on NH
1 2 Trichy: Aramutha Devasena, 55, revenue divisional officer (RDO) of Musiri, was killed in a road accident on Thursday after her official vehicle collided with a govt bus and rammed an earthmover on Trichy-Karur national highway (NH) on the outskirts of the city. Condoling the death, chief minister M K Stalin announced that the govt would disburse Rs1 crore as personal accident insurance cover, and Rs10 lakh to the RDO's family members as solatium from his public relief fund (CMPRF) and another Rs5 lakh under the family security fund. Police said Devasena was travelling in her official vehicle to Trichy city to participate in a govt event. The vehicle was driven by her official driver V Prabakar, 51. Around 11.45am, as the vehicle was approaching Kadiyakurichi near Jeeyapuram, it collided with a TNSTC bus coming in the opposite direction. Driver Prabakar lost control of the vehicle and it further rammed an earthmover parked on the left side of the highway for repair work. Eyewitness said the speeding govt vehicle came to a sudden halt after ramming the heavy machinery. The RDO succumbed to head injuries on the spot, with her body stuck in the mangled remains of the vehicle. Driver Prabakaran sustained severe injuries and was rushed to Trichy MGMGH. Locals said that the accident spot was one of the widest stretches of the accident-prone Trichy-Karur NH, as vehicles utilise such spacious stretches to accelerate and overtake. Around 32km-long stretch of Trichy-Karur NH81 is one of the top 100 accident-prone roads identified by road safety and state transport authority of the govt. In 2024, the stretch recorded 112 accidents and 44 fatalities. Citing the RDO's death, locals asked the district administration to widen the narrow highway. Jeeyapuram police have registered a case.

Mother cannot seek cancellation of gift deed executed by father or vice-versa, rules Madras High Court
The Madras High Court on Thursday held that revenue authorities cannot take steps to cancel gift deeds, by invoking their power under the Maintenance and Welfare of Parents and Senior Citizens Act of 2007, if the father had executed the deed but the mother had filed an application for cancellation or vice-versa. Justice N. Anand Venkatesh ruled that as per the scheme of the 2007 Act, only the transferror of a property by way of gift, settlement or such other mode of transfer could maintain an application for cancellation too if the children fail to maintain him/her as per a specific condition that had been mentioned in the deed itself. 'No other person can maintain an application under Section 23(1) of the Act. As a consequence, the application submitted by the mother of the present petitioner is not maintainable and the second respondent (Kallakurichi Revenue Divisional Officer) ought not to have entertained the application and passed orders,' he wrote. The verdict was delivered while allowing a writ petition filed by Karuppan of Kallkurichi against the RDO's February 15, 2019 order for cancelling the gift deed executed in his favour by his father in 1997. After the father's death, the petitioner's mother had sought cancellation of the deed since he failed to take care of her. Justice Venkatesh set aside the RDO's order and directed the Sub Registrar to remove the encumbrance from the property not only on the ground that the cancellation application had not been filed by the executor but also on the ground that the gift deed did not impose any condition regarding maintenance of parents. The judge pointed out that at least five judges of the Madras High Court sitting single had taken a consistent view that parents could seek cancellation of gift deeds only if a specific condition had been imposed in them that the children must take care of them during old age failing which the deeds were liable to cancellation. Similar view had been taken by the Andhra Pradesh, Telangana, Karnataka and Calcutta High Courts too. However, one Division Bench of the Madras High Court alone had taken a contrary view that the condition need not be mentioned explicitly in the gift deed and that the maintenance of parents was an implicit requirement. 'It is well settled that courts cannot rewrite a statutory provision when the words used by the legislature are plain and unambiguous,' Justice Venkatesh said and pointed out that the Supreme Court judgements relied upon by the Division Bench nowhere state that the condition for maintenance need not be explicit. 'This court has carefully gone through the Supreme Court's decision in Urmila Dixit's case and is unable to find a single sentence/word in that decision which supports the theory of 'implied condition' propounded by the Division Bench of this Court in the case of S. Mala,' Justice Venkatesh said. Therefore, stating that the Division Bench had not laid down the law correctly, the judge held that gift deeds could not be cancelled if the properties had been settled, in favour of the children, absolutely without imposition of any condition to take care of the parents.

Thoothukudi Collector's absence at grievances redress meeting irks farmers; stage sit-in protest
Farmers from Thoothukudi district staged a sit-in protest at the Collectorate on Thursday (June 19, 2025), following the absence of the District Collector at the monthly grievances redress meeting. The meeting, which was presided over by District Revenue Officer (DRO) A. Ravichandran witnessed a brief commotion, when a section of farmers sat on the floor of the meeting hall, raising concerns about the absence of the District Collector. The DRO explained that senior officials had arrived in Tiruchendur regarding the consecration ceremony of the temple and this had prompted the Collector to attend their visit. However, the farmers argued that the meeting must be conducted under the leadership of the District Collector and claimed that any proceedings without the Collector would be ineffective. They also pointed out the absence of Revenue Divisional Officers (RDO's) of Kovilpatti, Tiruchendur and Thoothukudi and noted that divisional-level grievance meetings had not been conducted for the past two months. The DRO assured that RDO's would be instructed to attend all future meetings, and directed the officials to ensure that the divisional-level meetings are conducted regularly. Meanwhile, another section of farmers urged that the meeting should continue. This led to a brief commotion and officials tried to pacify the agitated farmers. Despite the efforts to calm the situation, the agitation continued. The officials further contacted the Collector, who spoke to one of the farmers over the phone and it helped to diffuse the situation. The meeting resumed after a delay of 45 minutes. At the meeting, the farmers raised several key demands which included an integrated plan to control weeds in agricultural lands and measures for the distribution of relief assistance to crops affected by the 2024 monsoon. They demanded that milk producers be paid fair and fixed price and wage of the employees at the milk producers cooperative society to be increased. Farmers from Kulathur and Sivagnanapuram sought insurance compensation for shallots crops for the 2023-2024 season to be released. Additionally, they called for a Forest Extension Centre in Sathankulam, proper water flow to the tail end of the Korampallam tank and strengthening of the bunds along the 'Uppar' canal. They also demanded the speedy completion of works at Maruthur 'Melakaal' canal. Addressing the grievances, the DRO said that a subsidy of ₹800 is currently being provided for farmers for summer ploughing and for weed control measures. He added that flood damage assessments have been completed and that necessary audit work have also been finalised for the distribution of relief funds. The Forest Extension Centre at Sathankulam would be inspected and necessary action would be taken accordingly, noted Mr. Ravichandran. He further said that subsidised chilli and jasmine saplings would be distributed through the Horticulture Department.

RDO of Musiri killed in road accident near Tiruchi, CM expresses condolences
A woman Revenue Divisional Officer (RDO) of Musiri in Tiruchi district was killed in a road accident on the Tiruchi-Karur national highway near Kadiyakurichi bus stop in Jeeyapuram police station limits on Thursday. RDO Aramudha Devasena, 50, was travelling in the official vehicle towards Tiruchi from Kulithalai when the vehicle and a Tiruppur-bound government bus from Tiruchi that came in the opposite direction collided. The RDO's vehicle went out of control and hit a backhoe loader that was stationed nearby for repairs. The officer was killed on the spot. Police said the RDO's vehicle was completely damaged in the collision. Chief Minister M.K. Stalin, in a statement, expressed shock over the death of the RDO in the accident. Expressing his condolences to the officer's family, Mr. Stalin said ₹1 crore under the personal accident insurance cover announced by the State government would be given to the family. Further, ₹10 lakh would be provided to the family from the General Relief Fund and another ₹5 lakh from the Family Security Fund.
