PM orders urgent action to prepare for storm season

The directive, signed on Thursday (June 19), comes amid concerns over fragmented regulations, weak infrastructure and increasingly erratic weather patterns caused by climate change. Ministries, provinces and agencies are instructed to ensure continuous monitoring, timely response and clear communication across all levels. Local leaders must maintain full operational capacity during the merging of administrative units and ensure uninterrupted leadership during disasters. Authorities are tasked with updating emergency response plans, addressing risks exposed during Typhoon Yagi in 2024 and improving infrastructure resilience, particularly dykes, dams, power and telecom systems, and urban drainage. The PM emphasised the "four on-the-spot" approach, i.e., on-the-spot command, on-the-spot manpower, on-the-spot supplies and on-the-spot logistics, to reduce damage, especially human casualties. Heads of provincial and municipal governments are held accountable for all disaster response operations in their jurisdictions. The Ministry of Agriculture and Environment will oversee weather monitoring and accelerate digital transformation in forecasting and early warning systems. It must also coordinate with other ministries to finalise flood management plans for key river basins and ensure safe reservoir operations. The Ministry of Industry and Trade will be responsible for hydropower safety and electricity supply, while the Ministry of Construction must tackle urban flooding, particularly in major cities. The Ministry of National Defence is finalising a decree to implement the Civil Defence Law and will lead efforts to mobilise resources during emergencies. The Ministries of Public Security; Education; and Finance are also directed to prepare safety measures for vulnerable communities, schools and ensure funding for disaster recovery. Meanwhile, national media outlets are tasked with raising public awareness and providing timely, accurate updates on disaster situations. The directive assigns Deputy Prime Minister Tran Hong Ha to oversee the implementation of these measures, while the Government Office will monitor progress and report emerging issues directly to the PM. - Vietnam News/ANN

Vietnam's formal recognition follows a period of active engagement and clear interest from Hanoi. Pham Thu Hang, spokesperson for Vietnam's Ministry of Foreign Affairs, confirmed Vietnam's proactive stance, emphasising the nation's aim to strengthen the voice and role of developing countries within multilateral frameworks. This aligns with Vietnam's established foreign policy of independence, self-reliance, multilateralisation, and diversification of foreign relations, aspiring to be a trusted partner and an active, responsible member of the international community. Vietnam already holds a significant role in various international forums, including the United Nations, ASEAN, APEC, G7, G20, and the OECD. The 'partner country" category within BRICS was established at the 16th BRICS Summit in Kazan, Russia, in October 2024. This classification enables countries to engage with the BRICS bloc without full membership, facilitating broader cooperation and dialogue. Vietnam joins as the tenth partner country, alongside Belarus, Bolivia, Kazakhstan, Cuba, Malaysia, Nigeria, Thailand, Uganda, and Uzbekistan. The official announcement by the Brazilian government underscored Vietnam's strategic importance. With a population nearing 100 million and a dynamic economy, Vietnam is deeply integrated into global value chains, making it a significant player in the Asian region. Prime Minister Pham Minh Chinh's presence at the BRICS+ Summit in Kazan in October 2024, the first time a Vietnamese leader attended a main BRICS meeting, foreshadowed this development. The BRICS group, initially comprising Brazil, Russia, India, China, and South Africa, has expanded significantly in recent years. Full members now include Egypt, Ethiopia, Iran, Indonesia, Saudi Arabia, and the United Arab Emirates.

Hanoi, June 14 (UNI) Vietnam has officially joined BRICS as a partner country, according to a statement from Brazil's Ministry of Foreign Affairs — the BRICS chair for 2025. After expressing its desire to becoming a member of the powerful global body for some time, Vietnam has now become the 10th BRICS partner, aligning itself with the bloc's vision of a more inclusive and representative international order, reports Sputnik. "With a population of nearly 100 million and a dynamic economy deeply integrated into global value chains, Vietnam is an important player in Asia," the ministry's statement said. Vietnam in recent years has become one of the fastest growing economies in the world and one of the strongest in South East Asia, having become one of the major destinations alongside India, Indonesia, Mexico, Thailand, and Malaysia, for investors looking to shift manufacturing from China. The partner country category was created at the 2024 BRICS Summit in Kazan, Russia. The current list of partners include: Vietnam, Belarus, Bolivia, Kazakhstan, Cuba, Malaysia, Nigeria, Thailand, Uganda, Uzbekistan. While partner nations are not members of the bloc, it offers the option of more flexible association, as partner nations can collaborate with BRICS nations in meetings, and engage in proposed development projects. The status also opens the door to closer ties with the bloc's institutions, including the New Development Bank, which offers infrastructure financing to developing economies. Hanoi has yet to release a formal statement on the admission, which follows a period of deeper engagement between the Southeast Asian country and BRICS, as per South China Morning Post. Vietnamese Prime Minister Pham Minh Chinh attended the expanded BRICS+ summit in Kazan in October 2024, and Vietnamese delegations have taken part in related dialogues, including a June 2024 meeting in Nizhny Novgorod, Russia, focused on cooperation with developing countries. The bloc, which was formed by the world's five biggest leading economies – Brazil, Russia, India, China, and South Africa – has emerged as a major alternative to West dominated blocs such as the G7, and promote de-dollarisation of global economy for other viable options and reduce Western hegemony.
