Rookie Tushar Pannu sets the bar at five-under 31 on day one of PGTI NEXGEN
Ludhiana, June 17 (UNI) Rookie Tushar Pannu of Karnal set the bar at five-under 31 on day one of the fifth event of the PGTI NEXGEN season being played at the Imperial Golf Estate here on Tuesday. The 21-year-old Pannu enjoyed a one-shot lead. Kushal Singh of Gurugram returned a four-under 32 to be placed second after round one. The Imperial Golf Estate is a par-72 nine-hole course where the nine holes are played twice to comprise a round. However, due to a rain delay on Tuesday, the first round of the tournament comprised only nine holes instead of 18 with the par for the course being 36. Tushar Pannu's hot putter ensured he led the field on the opening day with an error-free round. Tushar drained an eagle on the sixth hole along with three birdies on Tuesday, all coming as a result of conversions from a range of 12 to 15 feet. He also made a great par-save on the fourth after an erratic tee shot. Kushal Singh too shot a bogey-free round as he was close on the heels of the leader at 32. Karnal's Rohit Narwal, Panchkula-based Abhishek Kumar and Chandigarh's Vasu Sehgal were tied for third place at three-under 33. UNI PC BM

I was looking at two-under today, so I'm thrilled that I exceeded my expectations. The putter was on fire as I sank a lot of long putts. 'I've had a decent start to my professional career this year with a few top-20s under my belt on the PGTI's main tour. That has given me a lot of confidence coming into this NexGen event.' Kushal Singh too shot a bogey-free round as he was close to the heels of the leader at 32. Karnal's Rohit Narwal, Panchkula-based Abhishek Kumar, and Chandigarh's Vasu Sehgal were tied for third place at three-under 33. The tournament offers a prize purse of INR 20 lakh and marks the debut of professional golf and the PGTI in Ludhiana, one of Punjab's major cities. The event will be played over three rounds (54 holes) with the cut being applied after two rounds (36 holes). The top 36 players and ties will make the cut for the third and final round. The tournament features a field of 72 players and features leading professional golfers from all across India.

IFoS officer S Narayanan to head higher education in Haryana
Previously, Narayanan has also served as the director general of New & Renewable Energy. S Narayanan, a 1997-batch IFoS officer, has been appointed the director general and secretary of the higher education department in place of Rahul Hooda (IAS, 2015), who replaces Narayanan as special secretary in the Revenue and Disaster Management Department. Gurugram: In a major administrative reshuffle, the Haryana government has transferred 12 Indian Administrative Service (IAS) officers and one Indian Forest Service (IFoS) officer with immediate effect. Other key appointments in the transfers list released late Wednesday evening include T.L. Satyaprakash (2002-batch IAS) as the commissioner and secretary of the transport department, succeeding Ashok Khemka who retired 30 April. Satyaprakash also retains his duties as the Commissioner and Secretary of the Mines & Geology Department and the CEO of Drone Imaging and Information Systems of Haryana Ltd. (DRIISHYA). C.G. Rajini Kanthan, a 2004-batch IAS officer, was named commissioner and secretary of the human resources department, relieving Vijayendra Kumar of the responsibility. Kanthan will continue as the secretary in the finance department, general administration department and the central committee of examinations. Other notable transfers include Shekhar Vidyarthi (IAS, 2004 batch), who was appointed as fire services director general, and as commissioner and secretary of the archives department in place of Amneet P. Kumar. Amna Tasneem (2012-batch IAS) moves from her role as the administrator of the Panchkula-based Haryana Shehri Vikas Pradhikaran (HSVP) and Urban Estate Additional Director (Panchkula) to become the director of the foreign cooperation department, succeeding Sanjeev Verma. Sachin Gupta (2018-batch IAS), previously district municipal commissioner and commissioner of the Ambala Municipal Corporation, succeeds Tasneem at Panchkula-based roles. Ayush Sinha (2018-batch IAS) transitions from the role of the municipal commissioner and commissioner of the Yamunanagar Municipal Corporation to the role of the commissioner of the Manesar municipal body. Ayush Sinha has been replaced by 2018-batch officer Akhil Pilani, formerly additional deputy commissioner-cum-district citizen resources information officer, Palwal. Anand Kumar Sharma (2019-batch IAS) moves from his role as the additional deputy commissioner-cum-district citizen resources information officer and Mahendragarh municipal commissioner to district municipal commissioner and commissioner of the Rohtak municipal corporation. Saloni Sharma of the same batch, who was additional deputy commissioner-cum-district citizen resources information officer and district municipal commissioner of Jhajjar, has been appointed as additional commissioner of the Faridabad municipal corporation. Dr. Balpreet Singh (2019 batch) shifts from Gurugram municipal corporation as additional commissioner to Ambala as district municipal commissioner and commissioner, replacing Sachin Gupta. Karnal additional deputy commissioner Yash Jaluka (2021-batch IAS) was appointed additional commissioner of the Gurugram municipal corporation in place of Singh. Chandigarh: 20-year jail for four who gang-raped Class 12 girl in 2022
Four youths, who had gang-raped a Class-12 student after abducting her from a Panchkula nightclub in October 2022, will be spending 20 years in jail, a special fast-track court dealing with rape and POCSO cases has ruled. The court also slapped a fine of ₹1.21 lakh each on the convicts, Yuvraj Singh Rana, then a paying guest at a Sector 15 house, Sector 32 residents Rajat Thakur and Harsh and Dera Bassi resident Krishna Singh. All convicts are in their 20s. The fifth accused, a juvenile, is undergoing a separate trial before the Juvenile Justice Board. As per the prosecution, the victim, along with three female friends, had gone for a party at a Panchkula-based nightclub on October 15, 2022. There, she met Krishna Singh, who was her Instagram follower and had arranged the party. During the revelry, Krishna forcibly made her drink vodka laced with an intoxicant. After consuming the drink, her condition deteriorated, when Krishna took her in his vehicle, where he tried to forcibly take off her trousers. As she resisted, Yuvraj, the boyfriend of one of her friends, took her out of Krishna's vehicle and made her sit in his own car, assuring her that she was safe and should relax. She fell unconscious soon after and after regaining consciousness, she was horrified to find the accused sexually assaulting her. Still under the influence, she felt dizzy and fell unconscious again. After some time, she became alert and found herself in a car with Yuvraj, her friend and other unknown persons, speaking in Haryanvi dialect. The youth driving the car, conversing in Haryanvi dialect, yelled that they should throw her and her friend out of the car. But Yuvraj objected, stating that the girls were known to him. She again fell unconscious. The accused then took her to Yuvraj's paying guest room in Sector 15, Chandigarh, where the youths took turns to rape her. She found her friend also lying unconscious. Thereafter, the accused started talking to each other and told her not to reveal the incident to anyone, assuring her that they will not tell about the incident to her boyfriend and neither to Yuvraj's girlfriend. The girl managed to return home in a cab around 9 am the next day. She approached the police with a complaint and a case was registered after a delay of three months at the Sector 11 police station. Nearly 15 months later, the four accused were convicted under Sections 328 (causing hurt by means of poison, etc, with intent to commit an offence, 366 (kidnapping, abducting or inducing woman to compel her marriage, etc.), 376 (2) D (rape), 506 (criminal intimidation) and 120-B (criminal conspiracy) of the Indian Penal Code on April 25 and sentenced to 20 years in prison on April 29.
