Saudi Vision Drives Digital Transformation, Boosts Knowledge Economy Progress

Saudi Arabia has cemented its position as one of the world's leading emerging digital economies, driven by an ambitious strategic vision under its 'Vision 2030' plan, which places digital transformation at the heart of sweeping economic and social reforms. The Kingdom's push has been underpinned by major investments in telecommunications and information technology infrastructure, helping to build the region's largest and fastest-growing tech market. The Saudi digital economy is now valued at 495 billion riyals ($132 billion), accounting for 15% of the Kingdom's GDP, according to the 2024 Vision 2030 progress report, which highlighted significant growth in the country's digital business environment, supported by modern regulations and legislation that boosted government efficiency and strengthened the appeal of the local market. The launch of the Absher platform marked the first major milestone in Saudi Arabia's digital shift, serving as a springboard for broader e-government services. It was followed by advanced platforms such as Tawakkalna and Nafath, which revolutionized the relationship between the state and its citizens through automated, high-efficiency services. To drive its digital ambitions, the Kingdom established the Digital Government Authority and the Saudi Data and Artificial Intelligence Authority (SDAIA) to coordinate digitalization efforts and harness big data. These moves accelerated the digital transformation and bolstered Saudi Arabia's standing in global rankings. The Kingdom climbed to sixth place globally in the United Nations E-Government Development Index for 2024, surpassing its timeline target and moving closer to its goal of ranking fifth by 2030. It also ranked first regionally, second among G20 countries, and fourth worldwide in the Digital Services Index. Saudi Arabia continued to strengthen its global digital leadership in 2024, topping several international benchmarks, including first place worldwide in open government data and digital government skills, and seventh in the e-participation index, reflecting the maturity and integration of its digital ecosystem. The Kingdom's telecommunications and technology market is expanding rapidly, reaching 180 billion riyals ($48 billion) in 2024. Female participation in the tech sector surged from 7% in 2017 to 35% in 2024, while more than 381,000 specialized tech jobs have been created. Saudi Arabia maintained its position as the world's second-highest ranked country in the ICT Development Index for the second consecutive year. Internet penetration reached 99%, and over 3.9 million homes are now connected to fiber-optic networks. In cybersecurity, the Kingdom secured first place globally in the 2024 Global Competitiveness Report's cybersecurity index. Key initiatives included the launch of the national 'Haseen' portal and the establishment of the National Cybersecurity Academy to secure the digital environment and bolster trust in electronic services. Saudi Arabia's cybersecurity market is estimated at 13.3 billion riyals ($3.5 billion), with private sector spending accounting for 69% and government spending for 31%. The sector employs more than 19,600 professionals across 355 companies offering advanced cybersecurity solutions.

SDAIA Supports Saudi Green Initiative through Transactions Digitalization

The Saudi Data and Artificial Intelligence Authority (SDAIA) has made bold strides in the Saudi Green Initiative (SGI) through its digital services and projects, according to the Saudi Press Agency. SDAIA is currently supporting the initiative's goals by employing technical solutions to boost environmental sustainability, decrease waste, and support community efforts to protect the environment. Through these efforts, the authority seeks to highlight the role of digital transformation in building a more prosperous and sustainable future. Importantly, the unified national access portal (Nafath) has digitized more than 3.3 billion transactions. Therefore, it significantly reduced paper usage and eliminated around 300,000 daily car trips to service centers. Moreover, this remarkable achievement has lowered fuel consumption and carbon emissions. Meanwhile, the Deem Government Cloud has integrated 263 government data centers, saving more than 591 gigawatt-hours of energy. Apart from this, the national application Tawakkalna App offers seamless services to more than 33 million users and processes up to 100 million digital transactions daily with high efficiency. As a result, the need for paper-based movement has greatly declined and the sustainability of the Saudi digital infrastructure has seen unprecedented progress. By funding 48 environmental projects and planting over 261,000 trees, the Ehsan National Platform for Charitable Work has supported the environmental efforts. In collaboration with 41 charitable organizations, the platform has set a role model in the integration between technology and charitable efforts to protect the environment. In the light of these efforts, SDAIA stressed its commitment to leading the national efforts, developing digital infrastructure and boosting digital economy. RIYADH — The Ministry of Interior's electronic platform Absher has processed 24,266,498 electronic transactions during the last month of February 2025, serving beneficiaries through Absher Individuals and Absher Business portals. The Absher Individuals platform carried out 21,993,417 transactions, and these included 14,597,218 document reviews via the platform's digital wallet, accessible to citizens, residents, and visitors through the Absher app. Absher Business facilitated 2,273,081 transactions. The platform also processed 3,010,233 transactions related to the General Directorate of Public Security, 2,904,774 transactions pertaining to the General Department of Traffic, 2,597,611 transactions related to the General Directorate of Passports, and 463,018 transactions pertaining to the Agency of the Ministry of Interior for Passports and Civil Affairs. Additionally, 89,012 document delivery requests were completed by mail, 80,815 Absher reports were issued, and 1,762 general fingerprint inquiries were made through the public services available on Absher Individuals. The number of unified digital identities issued by the Ministry of Interior through Absher has surpassed 28 million. Absher carries out 26 million e-transactions in January

Saudi Gazette report RIYADH — The Ministry of Interior's electronic platform Absher has implemented a total of 26,301,072 electronic transactions for beneficiaries through Absher Individuals and Absher Business platforms during the last month of January. The number of transactions carried out through the Absher Individuals platform has reached 23,319,656, and these include 16,667,488 document review transactions through the digital wallet available to citizens, residents and visitors via the Absher application. The number of transactions on the Absher Business platform stood at 2,981,416. The number of transactions undertaken for Public Security services reached 3,373,708, including 3,271,007 transactions in the traffic sector, while the number of transactions executed in passports reached 2,630,819 whereas 488,881 transactions executed in the Civil Status sector. Through the segment of public services on the Absher Individuals platform, 89,259 requests for document delivery by mail were implemented, 84,349 reports were issued in the Absher Reports service, and 1,746 general inquiries about fingerprints were made. It is noteworthy that the number of unified digital identities issued by the Ministry of Interior through the Absher platform exceeded 28 million, which can easily and reliably benefit from the services of the ministry's sectors through its electronic platforms Absher Individuals, Absher Business, and Absher Government.
