Cambodia Goes To ICJ To Settle Territorial Dispute with Thailand

Prime Minister Hun Manet said that the decision was to safeguard Cambodia's territorial integrity and for the best interest of the nation and Cambodians. bootstrap slideshow 'Cambodia only seeks justice, accuracy and clarity in the demarcation of its borders with neighbouring countries, so that future generations will not face ongoing disputes,' Manet said in a Facebook posting this morning. The dispute related to the Ta Moan Thom, Ta Moan Tauch, Ta Krabei temples, and the Mom Bei (Emerald Triangle) will be referred to the ICJ. He said that, coincidentally – 63 years ago – June 15, 1962, was a historic day when the ICJ had ruled in favour of Cambodia in the Preah Vihear Temple case. 'Although these two events happened 63 years apart, the spirit and objective remain the same,' said Manet. This is the third time Cambodia has sought the intervention of the ICJ, in 1962 and 2013, over the territory surrounding the Preah Vihear Temple. On both occasions, the United Nations court ruled in favour of Cambodia.

Prime Minister Hun Manet has reiterated that Cambodia will not discuss the four disputed Thai-Cambodia areas or Thailand's border crossing restrictions during Saturday's (June 14) meeting of the Joint Boundary Commission (JBC) in Phnom Penh. - Photo: STPM PHNOM PENH: Cambodia set to bring the ongoing border disputes with Thailand to the International Court of Justice (ICJ) on Sunday (June 15), with Prime Minister Hun Manet reaffirming Cambodia's commitment to seeking arbitration in the international court ahead of a critical meeting of the Cambodia-Thailand Joint Boundary Commission (JBC), Saturday (June 14). The meeting, the first in 12 years, comes amid heightened tensions following Thailand's decision to unilaterally impose border restrictions on June 7. Cambodia has made it clear that two key issues — specific border disputes at four areas and the border closure — will not be on the JBC agenda. In social media statement, posted this evening, Manet emphasised Cambodia's commitment to resolving border demarcation issues in the locations outside of the four areas — the Ta Moan Thom, Ta Moan Tauch and Ta Krabei temples, as well as the Mum Bei region — through the JBC framework. These four areas will not be discussed during the meeting as Cambodia has decided to bring these matters to the ICJ. The prime minister announce that Cambodia's Ministry of Foreign Affairs and International Cooperation is set to formally submit a letter to the ICJ on June 15, regardless of Thailand's position. 'Cambodia is awaiting Thailand's response at tomorrow's JBC meeting on whether they will join us in bringing these four locations to the ICJ. If Thailand refuses or fails to respond, Cambodia will proceed unilaterally to seek justice through the international court,' he said. Also off the agenda for tomorrow's meeting are the recent border restrictions by Thailand. Manet noted that resolving this issue is straightforward: Thailand, which initiated the closure, should reverse it unilaterally. 'Cambodia has no intention of disrupting travel or trade along the border. Whoever starts an issue unilaterally must resolve it unilaterally. There is no need for negotiations,' he explained. He added that Cambodia welcomes cooperative demarcation efforts for the less disputed regions along the border. Cambodia's firm position on the ICJ and its rejection of negotiations over Thailand's unilateral border crossing restrictions set a clear tone for the discussions. 'Cambodia has no intention of creating issues that affect the travel or trade of Thai and Cambodian people along the border. However, Cambodia is fully capable of implementing measures to respond to external threats or pressures,' said Manet. 'I want to clarify that Cambodia did not initiate this issue. Therefore, Cambodia should not be the one to resolve it first. Issues started unilaterally must be resolved unilaterally. There is no need for negotiations. Deepening Cambodian Muslim bonds on Aidil Adha
PHNOM PENH: Cambodian Prime Minister Hun Manet lauded the country's minority Muslim community for their contribution to nation-building. In his special greetings to the Muslims on the occasion of Aidil Adha, the prime minister emphasised their invaluable contribution in fostering racial harmony across the Kingdom. "On behalf of the Government of the Kingdom of Cambodia, my wife (Pich Chanmony) and I congratulate and wish success, happiness and prosperity to all our Muslim brothers and sisters in Cambodia and abroad, as well as Muslim brothers and sisters around the world, happily welcoming the Hari Raya Haji. "And thanks to our Cambodian Muslim brothers and sisters who have participated in maintaining the peace with Cambodian citizens with religious and ethnic harmony in accordance with the policies of the Government of the Kingdom of Cambodia,' Manet said in his Facebook Posting Saturday (June 7). About 800,000 Cambodian Muslims joined the global Muslim community in celebrating Aidil Adha on Saturday. Muslims make up about five per cent of the 17 million Cambodian population, which is predominantly Buddhist. Manet also greeted those who conducted their Haj pilgrimage to Mecca this year. "Wish all our brothers and sisters who are performing haj duties in Saudi Arabia and Muslim brothers who are enjoying the gathering with their relatives and relatives,' he said. Hun Manet briefs Anwar on Cambodia-Thailand border dispute
PHNOM PENH: Cambodian Prime Minister Hun Manet has briefed Prime Minister Datuk Seri Anwar Ibrahim on ongoing border tensions between Cambodia and Thailand during a phone conversation. In a Facebook post yesterday, Manet stated that he explained the Kingdom's position on the dispute to Anwar. "Cambodia adheres to the principle of maintaining peace, friendship, and good cooperation with Thailand. Cambodia's decision to refer Ta Moan Thom Temple, Ta Moan Tauch Temple, Ta Krabei Temple, and Mom Bei areas to the International Court of Justice is to seek an early, peaceful, and permanent solution to the border issue in these areas rather than to prolong the uncertainty which can lead to renewed armed conflicts," said Manet. The dispute escalated after a Cambodian soldier was killed in a clash with Thai troops in Preah Vihear province on May 28. Manet added that Cambodia continues to work with Thailand to accelerate border demarcation and delimitation, excluding the four disputed areas, through the Cambodia-Thailand Joint Commission on Demarcation for Land Boundary (JBC). The next JBC meeting is scheduled for June 14 in Phnom Penh. "Cambodia continues to maintain relations between the two countries through all existing mechanisms for the mutual benefit of the two peoples," he told Anwar, who chairs Asean this year. Manet also congratulated Anwar on Malaysia's successful hosting of the 46th Asean Summit and Related Summits in Kuala Lumpur last month.– BERNAMA
