Enforcement actions taken in accordance with SOPs
BUKIT MERTAJAM: The Seberang Perai City Council (MBSP) said all enforcement actions taken by its officers are conducted fairly and professionally, in accordance with legal provisions and standard operating procedures (SOP). In a statement today, MBSP said it is aware of a video circulating on TikTok that alleges misconduct in the seizure and return of confiscated items by its enforcement officers. 'Anyone with disputes or allegations should lodge an official complaint with MBSP to enable the matter to be reviewed and investigated based on evidence and facts. 'The spread of unverified information does not help the situation and may mislead the public and disrupt legitimate enforcement efforts,' the statement said. MBSP also reaffirmed its commitment to accountability and integrity, stating that it will not tolerate any form of misconduct by its personnel and that disciplinary action will be taken if there is a breach of the code of conduct. The council added that it will continue to carry out enforcement duties responsibly, firmly and transparently, in line with its mandate to safeguard public interests and the sustainability of the city. Earlier, a man uploaded a video to his TikTok account, accusing MBSP enforcement officers of failing to return all confiscated items to traders despite full payment of the issued compound.

Seberang Prai rezoning applications to be processed after local plan is gazetted
GEORGE TOWN: Penang will start processing all rezoning applications received in Seberang Prai after June 30, once the Seberang Perai Local Plan Draft (DRTSP 2030) is gazetted. State Local Government and Town & Country Planning Committee Chairman H'ng Mooi Lye said the DRTSP 2030 is currently being improved in its final draft report and once finalised, it will be presented to the State Planning Committee for approval and then submitted to the state authority for official gazetting. "However, developers or landowners in the Seberang Prai area who wish to carry out development on their land may still submit rezoning applications until June 30, 2025. "Any applications submitted after that date will not be accepted or processed by the Seberang Prai City Council (MBSP) and the Penang State Town and Country Planning Department," he said in a statement today. H'ng said that, to date, MBSP has received 79 applications, of which 58 have been approved, 13 rejected, and eight are still under review—all pending the department's consideration. Meanwhile, rezoning applications submitted after June 30 will only be accepted and processed in areas governed by the Penang Island City Council, specifically in the Northeast District and the Southwest District. He said the state government hoped development in Seberang Prai will continue to progress in a planned, sustainable, and inclusive way. This aligns with the aspiration to transform it into a prosperous, competitive, and people-friendly city, as outlined in the forthcoming gazetted DRTSP 2030. – Bernama

Penang sees decline in illegal worship sites following state monitoring
GEORGE TOWN: Nearly 200 unauthorised non-Islamic places of worship (RIBI) sites were recorded across Penang between 2023 and 2024. State Non-Islamic Committee chairman Lim Siew Khim (DAP - Sungai Pinang) said that 43 such sites were identified within the Seberang Perai City Council (MBSP) jurisdiction, while 149 were recorded under the Penang Island City Council (MBPP). However, she said that continued data updates and consistent monitoring had led to a decline in the number of unauthorised RIBI construction sites. "As of May this year, the number of unauthorised sites under MBPP has decreased to 115, while MBSP now records 21. "This suggests that our monitoring efforts and ongoing data refinement are having a positive impact in addressing this issue," she said, responding to a question from Amir Hamzah Abdul Hashim @ Md Hashim (Pas – Permatang Pasir) during the state legislative assembly sitting today. Lim added that enforcement actions had been taken against six RIBI structures, mostly comprising small shrines and minor structures encroaching on government reserve land. Meanwhile, she said the Penang government would intensify engagement with each RIBI association to stress the importance of submitting formal applications prior to any construction. As part of initial efforts, the state government has collaborated with the Registrar of Societies Malaysia to encourage all RIBIs to register and provide detailed information, thereby facilitating the maintenance of accurate official records. "The next step involves the state establishing a clear policy mandating that all construction or renovation of RIBIs must obtain Planning Permission and building plan approval via the state One-Stop Centre (OSC). "This ensures that all buildings comply with the Uniform Building By-Laws (UBBL) and the approved land-use plans," she added.
