Kanniyakumari MP Vijay Vasanth chaired the District Development Coordination and Monitoring Committee (DISHA) meeting held here on Saturday to assess progress of various development projects being implemented in the district. During the meeting, the MP reviewed the implementation of of Mahatma Gandhi National Rural Employment Guarantee Scheme, Pradhan Mantri Awas Yojana-Gramin, Pradhan Mantri Gram Sadak Yojana, Jal Jeevan Mission, Pradhan Mantri Krishi Sinchayee Yojana, Prime Minister's Employment Generation Programme and others. He urged the officials to avoid delays in the implementation of schemes and ensure that timely benefits reach the public. He highlighted the Soil Health Card scheme under the Ministry of Agriculture and Farmers' Welfare, through which soil samples are collected from farmers' lands and recommendations are provided regarding suitable crops and fertilizers. Mr. Vijay noted since 2015 a total of 5,02,383 farmers have received soil health cards and got benefitted. The MP inquired about the schemes being implemented by the school education department and concerned authorities were directed to ensure timely renovation of school walls, toilets, roofs and other facilities. Majority of the schools in town panchayat and corporation limits were renovated. The officials were also directed to make the Kanniyakumari district as a mal-nutrition free district through effective implementation of the Poshan Abhiyan scheme. He assessed the progress of projects being implemented by Highways, Public Health and Preventive Medicine, Co-operative societies and others. He noted that a total of ₹87.52 lakh has been allocated to Kanniyakumari district for the Jal Jeevan Mission and ₹129.95 crore has been sanctioned for UnderGround Drainage System in Nagercoil Municipal Corporation. He reiterated the need to desilt all water bodies in the district to improve water availability for farmers. He also advised officials to expedite ongoing development works while ensuring that the welfare of the people remains the top priority. Kanyakumari Collector R. Alagumeena, Assembly members N. Thalavai Sundaram, S. Rajesh Kumar, J.G. Prince and others were present at the meeting.

Chikkamagaluru: The Union ministry of women and child development deputy director Abhishek Anand instructed the authorities concerned to complete the pending works of the multi-village drinking water project under way in Chikkamagaluru district. The officer directed the officials at a progress review meeting of the Rural Drinking Water and Sanitation Division held at the zilla panchayat. He instructed that the works undertaken under the Jal Jeevan Mission for 146 villages in Chikkamagaluru taluk, 434 in Kadur taluk, and 156 in Tarikere taluk should be completed swiftly. Officials should inspect and take action where jack well works are stalled. The construction of water purification units must be completed, and the pipeline works of the remaining overhead tanks should be of quality. All these works should be completed within the timeline to ensure quality water is available for rural residents, he said. Zilla panchayat CEO HS Keerthana stated that various technical issues exist in all the ongoing multi-village drinking water project works in the district. In addition, necessary land has not been acquired from the forest, revenue, public works, and railway departments for these works. The respective gram panchayat officials have been instructed to conduct site inspections and submit reports, she added. In the Jal Jeevan Mission project, the meters installed at every household connection should be of good quality. Continuous water supply should be ensured, and the respective gram panchayats are responsible for determining water charges and taxes, she said. It has been advised to take precautions to prevent contaminated water from entering pipelines and adversely affecting public health, she said. Jaipur: Rajasthan Chief Minister Bhajan Lal Sharma on Friday reiterated the state government's unwavering commitment to the welfare and holistic development of Scheduled Tribes and Tribal Sub-Plan (TSP) areas. He emphasised that the Rajasthan Scheduled Tribes Advisory Council is playing a vital role in ensuring the effective implementation of key schemes of both the Central and state governments. Presiding over the meeting of the Rajasthan Scheduled Tribes Advisory Council organised by the Tribal Area Development Department at the Chief Minister's residence on Friday, CM Sharma urged public representatives to actively support the ongoing Dharti Aaba Jan-Bhagidari Abhiyan, being held from June 15 to 30 to commemorate the 150th birth anniversary of Birsa Munda. He instructed officials to expedite the resolution of pending individual and community claims under the Forest Rights Act, 2006, and issue rights certificates without delay. The Chief Minister directed officials to ensure the timely and quality execution of projects sanctioned under the Tribal Area Development Department. He stressed the need to complete all works announced in the 2024–25 budget promptly and to accelerate implementation of the 2025–26 budget announcements. He also called for timely disbursement of scholarships to students through the School Education, Social Justice and Empowerment, and Higher Education Departments. Additionally, Sharma instructed departments to fast-track progress in Water Resources projects and initiatives by the Agriculture and Horticulture Departments. He emphasised quality construction in road projects and effective execution of the Jal Jeevan Mission. He further directed authorities to ensure timely electricity connections in tribal called for focused implementation of Central government initiatives, especially the Prime Minister TB Mukt Bharat Abhiyan, by ensuring patient identification and providing treatment assistance in the TSP areas. He urged officials to expedite the work approved under PM-Janman, and ensure 100 per cent benefit delivery to tribal families through initiatives like the Dharti Aba Janjati Gram Utkarsh Abhiyan. He also emphasised the need to boost tribal livelihoods through the Pradhan Mantri Van Dhan Yojana. The Chief Minister directed public representatives to actively participate in the upcoming Pandit Deendayal Upadhyay Antyodaya Sambal Pakhwada, commencing June 24, to ensure last-mile delivery of welfare schemes to the needy. He also instructed officials to maintain high standards of food and nutrition at Maa-Baadi centers and to regularly inspect residential schools and hostels in TSP regions. Pending distribution of mini seed kits must be completed at the earliest, he added. Present on the occasion were Tribal Area Development Minister Babulal Kharari, Revenue Minister Hemant Meena, among others. Chief Secretary Sudhansh Pant, along with Additional Chief Secretaries, Principal Secretaries, and senior officials from various departments, also attended the meeting.

While policy formulation needs updated population data, this exercise will be watched keenly for the sensitive political issues its results are likely to broach. The next Census demands a balanced and transparent approach. The projected total population figures from different national and international organizations differ so substantially that they can turn any development narrative upside down. The Prime Minister's Economic Advisory Council had raised the issue that using India's urban population share derived from the National Sample Survey (used in the absence of Census data) tends to underplay national achievements. This is because development indicators for urban areas, which get a lower population weight even though urbanization must have increased, are generally higher than those for rural areas. The more progress India makes, the greater the under-estimation. Unfortunately, a projection of India's urban population by an expert group under the ministry of health did not help, since it was based on the urban growth figure of the period 2001 to 2011, while the subsequent trend rate is likely to have risen. Also, the claimed achievements under national schemes such as the Jal Jeevan Mission, Swachh Bharat and others are based on administrative reporting and are thus expected to be high. New Census data on housing amenities can validate some of these claims, as questions on a household's source of drinking water or use of toilets are generally asked as part of the questionnaire. Another debate is on India's civil registration data showing a very big jump in death registrations in 2021. Attributed to covid, this number contradicts the official claim on such deaths. Given the limitations of our civil registration system, the forthcoming Census could add a few additional questions to validate covid mortality data. In conducting the Census, it is important to revisit the rural-urban segregation of settlements. Urban boundaries along with the division of districts have already been frozen. The usual practice at the state-level directorates of census operations is to identify census towns in advance by using demographic data from the previous Census (the 2011 headcount in this case). But this will lead to an unrealistic assessment of urbanization based on data that is a decade-and-a-half old. The Registrar General could consider declaring census towns after the 2027 Census by using its results for a realistic rural-urban division. Also Read: Himanshu: India's caste census must serve its purpose Updated Census data would be of great use to local governance agencies like gram and block panchayats (most of which still show 2011 census data on their websites) for projecting resource needs. Survey agencies are also eager to use current population data for sampling purposes. A major challenge is the inclusion of the caste question in the Census. The Socio-Economic Caste Census (SECC) of 2012 was conducted outside the scope of the Census Act of 1948, since it involved validation of responses from households at the ward or gram sabha level, which would have violated the Act's confidentiality clause. The robustness of state-level caste survey data has been questioned on doubts over the expertise of the agencies involved and their method of canvassing information. The SECC caste data had to be dumped as the list of castes was not predetermined and the total number of groups ran into hundreds of thousands. People understood the questions differently and often reported their occupation as caste, since this choice was left to respondents. The same caste reported in English and various local languages and dialects compounded the problem. To overcome such problems, an acceptable list of castes for the whole population must now be prepared beforehand. Also Read: Caste census? Okay, but we must handle it with care The approach taken to record the caste status of Scheduled Caste and Scheduled Tribe populations is always state-specific. This can be adopted in preparing lists for Other Backward Classes (OBCs) too. A person who identifies as OBC should select her caste from a central list or that of the state where she lives. However, state-level caste lists must mention all existing groups in that state and be acceptable to all communities. Minor spelling or linguistic variations must not result in exclusion. Understandably, it would be a challenge to prepare central and state lists. Significant inter-state migration makes the task that much harder, while the emergence of caste data from the Census could open up space for political bargaining through party politics and new norms of power sharing. Sundry answers sought by the Census may also require a relook. In the past, the census office has valiantly tried to gather information considered beyond its field of competence: on economic activity, occupation or physical disability, for example. It also sought answers on the possession of items like a radio, telephone, television and cycle. With substantial progress in terms of household amenities, electrification, communication and cooking gas connections, one can question the need to expend resources on collecting such details. Also Read: Census call: India's emergence must get its balancing act right The delimitation of electoral constituencies for the Lok Sabha and state legislative assemblies is to be based on population data from a Census conducted after 2026. The 2027 exercise could therefore be the basis for redrawn constituencies. Low-fertility states have been pressing for a formula that fixes the number of parliamentary seats based on some principle of 'federal justice' rather than demographic weight; this could become a point of political friction. Several states have also urged the 16th Finance Commission to increase the weight assigned to population from 15% to 22.5% for its fund-devolution formula, arguing that the 2011 Census data is outdated. No new announcement has been made by the government on using Census data to update the National Population Register or prepare a National Register of Citizens, but the latter could potentially be another source of controversy. We need to proceed with care. The next Census demands a balanced and transparent approach. This applies to every aspect, from designing the questionnaire on the basis of a consensus to the methodology adopted for caste enumeration. It will be the most keenly watched data gathering exercise anywhere in the world. THIRUVANANTHAPURAM: The implementation of centrally sponsored scheme Jal Jeevan Mission (JJM) in the State has come to a standstill as the contractors have stopped the works after the Kerala Water Authority (KWA) failed to meet the arrears to the tune of Rs 4874 crore. The JJIM aims to provide functional household tap connections to every rural household. The arrears are for the period of the last 18 months. As per the data of KWA till April 30, 2025, the authority has to pay Rs 4874 crore to the contractors. According to the project, both the Centre and the State have to spend equal amounts Though the deadline of the project had ended in 2024, it is now extended till 2028. However, the central government had only disbursed Rs 5508.92 crore compared to Rs 5951.89 crore released by the State. Till April 30, a total works worth of Rs 44718.78 crore had been given administrative sanction. The works have been implemented through government contractors and contractors approved by the KWA. According to an RTI reply, provided by the KWA for the year 2025-2026, the central government has not allocated any amount for the project as the budget allocation. However, the State has allocated Rs 500 crore in the state budget for the project. In the data provided by KWA, from the year 2020-21 to 2024-25 it was the State which had allocated more money for the project in the last two financial years.
