Bhaichung Bhutia Blasts Kalyan Chaubey For Turning AIFF Into 'Circus', Top Official Responds
Former India captain Bhaichung Bhutia on Friday made a scathing attack on the All India Football Federation (AIFF) leadership, calling the current administration under president Kalyan Chaubey a "circus" riddled with all-round mismanagement. Chaubey hit back through an official statement, dismissing the allegations as 'baseless' and accusing Bhutia of 'deliberately distorting the image of AIFF'. In a no-holds-barred press conference, Bhutia said Indian football has been experiencing one of the worst phases in recent history -- both in performance and credibility -- under the stewardship of Chaubey. 'The AIFF today is a circus. And when you put jokers in those positions, it's bound to become a circus,' Bhutia said, pointing to the federation's inability to resolve the I-League championship impasse between Inter Kashi and Churchill Brothers. The fate of the I-League title hinges on a Court of Arbitration for Sport's verdict on the appeal filed by Inter Kashi against a decision of the AIFF's Appeals Committee. 'They (AIFF) should have made a clear decision when the controversy erupted. Instead, they let the league continue in confusion. Clubs were treated unfairly. It's embarrassing for Indian football,' said Bhutia. Bhutia repeated his earlier criticism of Chaubey's decision to withdraw India's bid to host the 2027 AFC Asian Cup, leaving Saudi Arabia the sole candidate in the fray. "Why did we suddenly withdraw our 2027 AFC Asian Cup bid and agree to host the Santosh Trophy in Saudi Arabia instead? This has to be investigated by someone neutral,' said Bhutia, alleging "financial misuse" by the AIFF president. Chaubey has now expressed India's interest in bidding for the 2031 edition of the AFC Asian Cup. 'When we had the best chance, we gave it away. Now we're looking at 2031 where seven countries, including World Cup-qualified Uzbekistan, are interested. It makes no sense,' said the legendary striker. Dismissing Bhutia's allegations, Chaubey said, 'As a member of the (AIFF) Executive Committee, Mr. Bhutia has access to appropriate and empowered platforms to express his views. 'However, since his defeat in September 2022 (AIFF president's election), he has consistently and deliberately made baseless allegations and presented a distorted image of the AIFF. These actions tarnish the federation's reputation and Indian football internationally.' Chaubey invited Bhutia to the upcoming AIFF Executive Committee meeting on July 2, saying he can raise his concerns and suggestions there. 'He is most welcome to present any constructive proposals, which will be duly deliberated upon in the spirit of transparency, collaboration, and collective development of Indian football,' Chaubey said in an AIFF statement. "If there is interference from the government and other various things, then I don't think I would want to get into fighting an election for the AIFF president. "But yes, if everybody feels that I can do a job, I am okay with it... If somebody is going to sincerely do good for Indian football, I am more than happy to support." On whether sports and politics can mix, he said: "Ideally, it's not bad. We've seen politicians like Mr (Priyaranjan) Das Munshi and Praful Patel do a decent job. But because of Kalyan, now all sportspersons are being tagged badly." Bhutia further criticised Manolo Marquez's earlier dual role (both FC Goa and India coach) and highlighted the lack of planning and clarity on the part of the AIFF. "We should have sat with Manolo Marquez and asked him to choose -- either FC Goa or India. Or wait for six months. There was no plan. No meeting of the technical committee. "I don't mind Indian coaches, but for grassroots and long-term development, we need experts from Portugal, Spain... Those who've worked in academy systems." He also took potshots at AIFF's handling of the negotiations with Indian Super League organisers FSDL regarding the Master Rights Agreement (MRA) which ends in December.

According to the order, Namdhari have been adjudged to have fielded an ineligible player (Cledson da Silva), who had not served a one-match suspension, in accordance with Article 12.3.2 of the I-League regulations for accumulation of four cautions. The match, which Namdhari had won at home, results in a forfeiture (0-3 loss), improving Inter Kashi's chances of becoming champions, ahead of Churchill Brothers FC. The AIFF said in a statement on Tuesday it will 'follow the CAS orders and implement its decision.' After CAS's latest ruling, Inter Kashi moved to second place with 38 points, below Churchill, who have 42 points. The second case pertains to the registration of Mario Barco where Inter Kashi were docked four points. The appeals committee had heard an appeal from Churchill, Namdhari and Real Kashmir, and ruled that the re-registration of Barco by Inter Kashi made him an ineligible player. 'The rules do not provide for re-registration for anyone who has been ousted from the season due to a season ending injury/illness,' the appeals panel said in its order. Records suggest that Barco was part of Inter Kashi's initial squad – which included six foreigners -- for the I-League but was later replaced by Matija Babovic due to what was seen as a season-ending injury. The Spanish striker, however, continued to remain contracted with the club and made a return to the team in February since Julen Perez's contract termination during the January transfer window left a vacant foreign spot. Inter Kashi have challenged the order, arguing that the green signal to register the player came from the League Committee. The club said, 'according to article 13.1.5, AIFF League Committee shall provide due and necessary clarifications or explanations in the event of any doubt regarding the interpretation of these regulations or any other related matters and its decision shall be final and binding.' In a brief statement, Inter Kashi said they welcome Tuesday's CAS verdict and 'extend our sincere gratitude to our fans and well-wishers for their continued and unwavering support throughout this process.' According to sources, it was decided between all parties that the second case would be pursued only if Inter Kashi win the first one against Namdhari and AIFF. 'For Inter Kashi to become champions, they need to win both the cases in CAS,' a senior official told TOI. 'Now that the verdict is out in the first case, Inter Kashi will approach CAS for a quick decision in the second case regarding the eligibility of Mario Barco. Timelines are yet to be set but a final decision is expected latest by July 15.'

Inter Kashi secured their first victory at the Court of Arbitration for Sport (CAS) against the All India Football Federation (AIFF) on Tuesday. This followed the Varanasi-based team's three-point deduction for a disputed I-League match earlier in the year. However, the CAS ruling does not yet award Inter Kashi the I-League title. On April 18, the AIFF's appeals committee ruled against Inter Kashi in a case concerning their match against Namdhari FC on January 13, where Namdhari FC was accused of fielding an 'ineligible player.' This overturned the decision made by the national federation's disciplinary committee. As a result of the appeals committee's decision, Inter Kashi finished second in the I-League with 39 points, while Churchill Brothers of Goa were declared champions with 40 points. Inter Kashi appealed the AIFF appeals committee's decision to the CAS on April 24, and the world's highest sports tribunal ruled in favour of the club on Tuesday. Inter Kashi has another appeal pending at the CAS, which could determine the 2024-25 I-League champions. Despite this, the AIFF awarded the trophy to Churchill Brothers based on the appeals committee's decision. As per the first ruling, the CAS directed the AIFF to pay two thousand Swiss francs (Rs 2.12 lakh approx) to Inter Kashi, while Churchill Brothers and Namdhari FC must each pay one thousand Swiss francs (Rs 1.06 lakh) to the Varanasi-based club as a contribution towards its legal costs and other expenses incurred during the arbitration proceedings. Following Inter Kashi's first appeal to the CAS, the AIFF appeals committee ruled in favour of Churchill Brothers and Real Kashmir in two other cases involving their respective matches against Inter Kashi concerning the re-registration of player Mario Barco by the Varanasi-based club. Inter Kashi lost an additional four points, ending the league in sixth place with 35 points, while Churchill and Real Kashmir each gained two points. Inter Kashi then filed their second appeal to the CAS, which has yet to make a decision. After the latest CAS ruling, Inter Kashi would be in second place with 38 points, trailing Churchill (42 points). Inter Kashi, however, had played a game against Namdhari FC in which their opponents collected a 2-0 win while reportedly fielding an ineligible player. Kashi appealed against Namdhari fielding Brazilian forward Cledson Carvalho da Silva despite picking up four yellow cards prior to the game, which should have resulted in his suspension. Namdhari thus were docked the three points they had collected following their victory, which were awarded to Kashi. Things, however, started getting complicated for all parties involved after Namdhari appealed against the decision before the Delhi-based governing body, claiming Cledson was fielded as the 'AIFF CMS portal did not show the player was banned for the game". Thus the 3-0 victory that was awarded to Inter Kashi due to Namdhari FC's 'forfeiture' as a result of fielding an ineligible player was put on hold until the AIFF arrived at a final decision.

Inter Kashi Awarded Three Points After Successful CAS Appeal
Inter Kashi have been awarded three points for their successful appeal to the Court of Arbitration for Sport (CAS), as confirmed by the club, following the off-the-field drama which has surrounded the I-League 2024-25 season. Alongside the three points, CAS has directed the All India Football Federations to pay two thousand Swiss francs (Rs 2.12 lakh approx) to Inter Kash while Churchill Brothers and Namdhari FC will have to pay one thousand Swiss francs (Rs 1.06 lakh ) to the Uttar Pradesh club. The incident took place in Match 45 of the league, where Namdhari FC defeated Inter Kashi 2-0. Kashi were awarded three points by the AIFF disciplinary committee after Namdhari were found to have fielded an ineligible player during their encounter. Namdhari successfully appealed to the AIFF's appeal committee and the Churchill Brothers were crowned champions of I-League 2024-25 after being labelled the provisional winners, following the conclusion of the campaign, by the Appeals Committee of the All-India Football Federation (AIFF) on April 19. Inter Kashi later said that they would be appealing to CAS. "Inter Kashi welcomes the verdict issued by the Court of Arbitration for Sport (CAS) in the arbitration filed by the club, registered as case number CAS 2025/A/11374. "The CAS award overturns the decision of the All India Football Federation's (AIFF) Appeal Committee, which had earlier deducted three points from the club in connection with its match against Namdhari. The order speaks for itself, and the club does not wish to comment further on the matter at this time. "We extend our sincere gratitude to our fans and well-wishers for their continued and unwavering support throughout this process," read the statement by the club. Inter Kashi now have 39 points from their 22 matches. However the title has not changed hands yet as Inter Kashi are waiting for the result of yet another CAS appeal which could crown them champions.
