Sanitation certificates can now be obtained on T.N. e-Sevai portal

: Sanitation certificates can now be obtained on the Tamil Nadu e-Sevai portal — The Directorate of Public Health and Preventive Medicine, in a communication, said that the 'issue of sanitary certificate service' was now live on the e—Sevai portal. On May 29, Chief Minister M.K. Stalin officially launched the 'SimpleGov' initiative, marking the full transition to an online Sanitation Certificate system. All institutions are now required to apply or renew certificates exclusively through the e-Sevai portal. Applicants should visit the portal, complete or update their registration, upload all necessary documents, including the sanitation protocol, and submit a self-affidavit signed by the authorised person. On successful submission, the sanitation certificate will be auto-generated with a validity of one year. As per a Government Order, the types of institutions required to obtain the certificates include schools, colleges, shopping malls, marriage halls, factories, including micro, small and medium enterprises, old age homes, children's homes, and working women's hostels. These institutions are considered critical due to their high footfall, raising the need for hygienic conditions to prevent public health risks. The sanitation certificate must be prominently displayed on the premises, along with this, the sanitation protocol must be followed. Authorities from the directorate will be inspecting the institutions, and taking necessary action, whenever required. Manual method ended As per the revised procedure, the existing manual process for issuing the certificates has been discontinued with immediate effect. No physical copies of applications or documents will be accepted. Applications, document submissions, and processing would be carried out exclusively through the Tamil Nadu e-Sevai portal, the directorate said. All District Health Officers have been requested to ensure that the revised procedure is disseminated to all stakeholders in their respective districts, including establishments and field staff.

Madras High Court initiates suo motu contempt against T.N. Chief Secretary Muruganandam, his predecessor Shiv Das Meena

The Madras High Court, on Friday (June 20, 2025), issued statutory notices to incumbent Tamil Nadu Chief Secretary N. Muruganandam and his predecessor Shiv Das Meena (thus retired) in suo motu contempt of court proceedings initiated against them and directed both of them to appear before the court on July 21. Justice Battu Devanand passed the orders after being prima facie convinced that the two officials had failed to comply with an order passed by the court on September 19, 2023 in true letter and spirit and had attempted to show compliance only after the court directed the High Court Registry to register the suo motu contempt petition. It was while disposing of a batch of three writ petitions in 2023 that Justice Devanand had directed the Chief Secretary to constitute a committee for recommending necessary amendments to the Tamil Nadu Civil Service (Appointment on Compassionate Grounds) Rules, 2023 since they suffered from various infirmities. The judge had also ordered that the committee should consider the issue of fixing a time frame for providing compassionate employment to the dependants of government employees who die in service and consider the possibility of maintaining a district wise list of dependants eligible for compassionate appointment. Then, the judge had also directed the Chief Secretary to file an action taken report before the court within three months. However, on June 5, 2025 while hearing another writ petition related to compassionate employment, the judge learnt that the Chief Secretary had not complied with the orders passed by him way back in 2023. Therefore, he directed the High Court Registry to register a suo motu contempt of court petition against all officers who had held the post of Chief Secretary since September 19, 2023. Accordingly, the Registry registered the contempt petition against Mr. Meena and Mr. Muruganandam and listed it for admission on Friday. The judge was informed that Mr. Meena had served as the Chief Secretary from September 2023 (when the court order was passed) till August 19, 2024 when he got appointed as the Chairperson of Tamil Nadu Real Estate Regulatory Authority (TNRERA) and that Mr. Muruganandam had been holding the post since then. When the contempt petition was heard on Friday, Additional Advocate General M. Suresh Kumar submitted a Government Order issued on June 11, 2025 constituting a committee, as ordered by the High Court in 2023, for recommending amendments to the rules related to compassionate appointments. However, expressing dissatisfaction over the G.O. having been issued only after the High Court ordered registration of the suo motu contempt petition, the judge decided to proceed with the matter and issued statutory notices to both the officers requiring their presence before the court after 30 days.

District-based panels to oversee management and scientific disposal of plastic water bottles

An order has been issued empowering the District Commissioners (DC) of each district in the State to chair a committee which will oversee the management and scientific disposal of plastic water bottles. The Government Order was officially unveiled at the World Environment Day programme on Tuesday by Chief Minister Siddaramaiah. Each committee, headed by the DC, comprises the Chief Executive Officer of the Zilla Panchayat, District Superintendent of Police, Deputy Director of the Food and Civil Supplies Department, and Pollution Control Board officers. These committees will monitor waste management by giving special attention to the scientific disposal of water bottles and compile data on the quantity of PET bottles produced, used and sold within the district. These committees, which will meet and review once in three months, will also work to create awareness among the people about the ill effects of plastic waste. On March 21, Environment Minister Eshwar Khandre had instructed the Additional Chief Secretary to issue an order to scientifically dispose of plastic bottles under Extended Producer Responsibility (EPR) by mineral water manufacturing companies. In a separate order, which was also released on the occasion, instructions have been given to remove concrete within a one-meter radius around trees planted by local bodies along roadsides. As per the NGT order, there should be a one-meter circumference of soil around the trees. The Chief Minister said that it is very important to make environmental conservation a curriculum in higher education and said that the government will take steps towards implementing this soon. 'If we destroy nature out of greed, it is like destroying ourselves. In Karnataka, we must protect the Western Ghats, diverse forests, rivers, and biodiversity. If we protect the environment, it will protect us,' he said. Country's first electric safari bus at BNP Mr. Khandre will flag off the trial run of the country's first electric safari bus at the Bannerghatta National Park (BNP) on June 18. Currently, diesel vehicles are used for wildlife safaris. Fishermen demand early renovation of Mandapam North jetty

As the concrete bollards used for tying boats at Mandapam North fishing jetty were damaged, exposing rusted iron rods, fishermen fear that they would be injured while working at late hours with limited light. The jetty, which handles more than 300 trawlers and 100 country boats, was built about 20 years ago. Since the bollards would be subjected to rough handling when trawlers were tied to them, they got damaged gradually, said M. Jahir Husain, president of Traditional Fishermen Association. As the bollards were also regularly exposed to seawater and salty wind, the concrete materials withered away quickly, he said. Now, instead of renovating them by just applying concrete paste, the whole structures should be rebuilt, Mr. Jahir Husain suggested. He said only recently the jetty in Mandapam South was given a facelift with the renovation work. Further, he demanded construction of a breakwater in the Mandapam North area to reduce the force of waves hitting the coast. 'During October, November and December, when the wind velocity is very high, boats anchored in the sea will be loosened and will crash on the shore,' he added. Due to the wind force, more than 10 boats were damaged in the last year itself, he noted. 'Even minor damage to the boat would cost lakhs of rupees for repair,' he stated. Mr. Jahir Husain said representing the association he submitted a petition to Chief Minister M.K. Stalin on April 8, demanding allocation of funds for the construction of a breakwater. 'While ₹360 crore was allocated for construction of breakwaters in Kunthukal, Pamban and Thangachimadam, we are yet to get any fund allocation,' he said. A Fisheries Department official said in the Tamil Nadu Budget 2023-24, ₹25 crore was allocated for construction of breakwater, but since the Government Order was not issued and the funds were not released the works were getting delayed. Regarding the reconstruction of the bollards at the jetty, he said they had informed the Fishing Harbour Wing to prepare an estimate for the renovation work.
