GeM of a state: UP top buyer with Rs 65,000-crore purchase
1 2 Lucknow: With total purchases worth Rs 65,227 crore through the Government e-Marketplace (GeM) portal between 2020–21 and 2024–25, UP has left all other states behind. Union commerce and industry minister Piyush Goyal , in a letter to Chief Minister Yogi Adityanath , praised the state's active participation and called it a model for other states. Goyal has noted in his letter that in 2024–25 alone, over 72 lakh procurement orders were completed, amounting to Rs 5.43 lakh crore — a new milestone in India's public procurement system. Since its inception, the GeM has facilitated over 2.9 crore orders amounting to more than Rs 14 lakh crore. UP's contribution to this is highly significant and it has been among the top buyers since the beginning. The platform now includes over 11,000 product categories and more than 330 service categories. The purchases made by UP buyers over the past five fiscal years reflect the state's technical proficiency, transparency, and policy commitment, Goyal says in his letter. He further pointed out that the UP government issued a comprehensive order on November 26, 2024, aligning its procurement rules with the General Financial Rules (GFR) 2017 and GeM's General Terms and Conditions (GTC). This order consolidated various procurement-related notifications into a unified framework, simplifying processes and enabling 100% adoption of GeM in the state. Goyal stated that this initiative is a living example of the Digital India vision. When technology and inclusivity are tied to effective execution, such accomplishments become possible. He added that UP's effort would serve as inspiration for other states, accelerating the nationwide adoption of GeM. He also emphasized that UP's support for GeM is a step toward realising Prime Minister Narendra Modi's vision of a "one-stop digital marketplace. " A state govt spokesperson said that under CM Yogi Adityanath's leadership, UP has not only led in adopting GeM but also ensured its effective and transparent implementation across departments. "His proactive guidance has made UP's procurement model a benchmark for other states. The state's integrated digital approach reflects how policy commitment, innovation, and inclusive execution can truly realise the vision of Digital India," he added. In his letter, Piyush Goyal expressed confidence that UP will continue this dedicated cooperation in the future.

Union Minister wrote a letter to Chief Minister Yogi Adityanath and said that the UP government's initiative towards procurement from GeM portals will inspire other states to follow suit. He also shared the data of procurement done by the UP government through the GeM portals in the last five years and thanked it for reposing faith in it. The GeM is a Central Public Procurement Portal that facilitates online procurement of goods and services by Central and State Government Ministries/Departments, Public Sector Undertakings, Autonomous Bodies and Local Bodies. The platform has seen fast growth in the past few years, with financial year 2024-25 alone witnessing purchase orders of over 72 lakh through the GeM, amounting to Rs 5.43 lakh crore in value. Since its launch, purchases worth over Rs 14 lakh crore have been made on GeM through more than 2.9 crore purchase orders. Today, the GeM boasts over 11,000 product categories and over 330 service categories. In his letter to the Uttar Pradesh CM, Piyush Goyal credited the state government for taking the lead role in contributing to this extraordinary growth. He also thanked the Yogi government for issuing a comprehensive order on November 26, 2024 and said that this will integrate various procurement-related notifications into a single document, simplifying processes and paving the way for 100 per cent adoption of GeM. 'This move will enhance transparency, efficiency, cheapness and ease of procurement process,' he said and also highlighted that this was in line with PM Modi's vision of GeM as 'one-stop marketplace' for all types of needs of govt buyers. He further pointed out that the UP government's policy on GeM was aligned with the vision and broader objectives of the Digital India mission. The minister further said that such an endeavour of the UP government will serve as a source of inspiration for other states to step in and undertake similar procurement from the GeM portals. 'I sincerely hope that your support will continue in the future as well,' he wrote in concluding remarks.

Uttar Pradesh bought items worth Rs 65,227 crore over 5 years from GeM
New Delhi [India], June 18 (ANI): Uttar Pradesh has made purchases worth more than Rs 65,227 crore through Government e-Marketplace (GeM) in the last five years from Financial Year 2020-21 to 2024-25, gaining appreciation from the Centre. The data shows that the state's total order value in FY 2020-21 was at Rs 4,622.16, which rose to Rs 11,286.29 crore in FY 2021-22. In FY 2022-23, UP government's order value was Rs 12,242.48, Rs 20,248 crore in FY 2023-24 and Rs 16,828.75 crore in FY 2024-25, totalling Rs 65,227.68 crore. The UP government, in a statement, said that Union Minister of Commerce and Industry, Piyush Goyal, wrote a letter to Chief Minister Yogi Adityanath, openly praising the state's active participation and contribution through GeM. Union Minister of State for Science and Technology; Earth Sciences, Jitendra Singh on Sunday announced a set of policy reforms to enhance the "Ease of Innovation" and "Ease of Doing Research", providing long-awaited relief to innovators, researchers scholars, scientists and institutions across the country. Jitendra Singh unveiled decisions that will enable academic and research institutions to bypass some of the most cited hurdles in their day-to-day functioning-particularly around procurement delays and financial ceilings. The announcement follows extensive consultations led by the Principal Scientific Adviser's office, drawing insights from 13 IITs and multiple research bodies across of the most consequential decisions announced is the delegation of procurement powers to institutional heads.
