E-Khata Required to Get Building Plan Approvals in Bengaluru Starting July 1
Bruhat Bengaluru Mahanagara Palike (BBMP) Chief Commissioner Maheswar Rao said on Monday that from July 1, having an E-Khata will be required to get building plan approvals in Bengaluru. E-Khata is a digital certificate that records property ownership details in an online system. Because of this change, property ownership records will no longer be sent to the Revenue Department for verification. Under the new 'Trust & Verify' system, assistant directors of town planning will either approve or reject building plans within a set time and must provide valid reasons for their decisions. According to a BBMP statement, building plan approvals are currently processed online using the EoDB-OBPS software. The BBMP Revenue Department has also started the E-Aasthi system, which already issues E-Khata certificates for properties under BBMP.

BENGALURU : Bruhat Bengaluru Mahanagara Palike 's Chief Commissioner Maheswar Rao said on Monday that E-Khata has been made mandatory for building plan approval from July 1. E-Khata is an electronic property certificate that maintains ownership information in an online database. According to BBMP , from July 1, the procedure of forwarding property ownership records to the Revenue Department for verification will also be discontinued. Rao also said under the "Trust & Verify" approach, preliminary plan approvals will be confirmed or rejected with valid reasons by the respective assistant directors (town planning) within a specified timeframe. The BBMP currently provides online building plan approval through the EoDB-OBPS software, said a release issued by BBMP. Additionally, the Revenue Department of the BBMP has implemented the E-Aasthi software, through which E-Khatas are already being issued for properties within the BBMP limits, the release said.

E-khata mandatory for building plan approvals from July 1
From July 1, 2025, submitting an e-khata will be mandatory when applying for any building plan approval online, including applications under the Nambike Nakshe scheme. After making e-khata mandatory for property transactions, the Bruhat Bengaluru Mahanagara Palike (BBMP) has now made the document mandatory for building plan approval as well. The process of sending property documents to the Revenue Department for verification has been discontinued from the same date. The Hindu had reported about the civic body's plans to do so in December, 2024. The civic body, in a release on Monday, said that within BBMP limits, building plan approvals are already being provided online through the EoDB-OBPS (Ease of Doing Business – Online Building Permission System) software. The Revenue Department of the BBMP has implemented the E-Aasthi software, through which E-Khatas are already being issued for properties under its jurisdiction. The data for such properties is available in the E-Aasthi system. 'Steps have been taken to integrate the online building plan approval system (EoDB-OBPS) managed by the Town Planning Department with the E-Property system that issues E-Khatas through the Revenue Department. From July 1, 2025, it will be mandatory to enter the E-Khata / ePID number in the online software and submit the E-Khata when applying for building plan approval. This allows for automated verification of property records within the software itself,' said the release. As a result, manual submission of property documents to the Revenue Department for verification will no longer be required, simplifying the process and ensuring timely delivery of services like building plan approvals, the release added. In addition, for applications under the 'Trust & Verify' model, temporary approvals granted online must be verified and confirmed by the Assistant Director (Town Planning) within the specified timeframe. If no action is taken or no valid reason is given within the timeframe, the system will automatically grant deemed approval. In such cases, the Joint Director (Town Planning) of the respective zone is instructed to report the responsible officers up to the Zonal Commissioner for disciplinary action as per rules, added the release. Meanwhile, Munish Moudgil, Special Commissioner (Revenue), BBMP, said that five lakh citizens have taken the final e-khata.

E-Khata mandatory for all building plan approvals in Bengaluru from July 1: BBMP
In a move to streamline the building plan approval process, Bengaluru's civic body, Bruhat Bengaluru Mahanagara Palike (BBMP), has announced that submission of an e-Khata will be mandatory for all online building plan applications starting July 1, 2025. "Starting from July, it will be mandatory to enter the property's e-Khata/electronic property ID number into the online software and submit the corresponding e-Khata when applying for building plan approval," a statement issued by BBMP said. The measure is expected to bring greater transparency and efficiency to the city's real estate approval systems. Currently, the BBMP offers online building plan approval services through the Ease of Doing Business, Online Building Plan Approval System (EoDB-OBPS), while property records and e-Khatas are managed through the E-Aasthi platform operated by the revenue department. Property ownership details and tax information for holdings within BBMP limits are already available on E-Aasthi. From July 2025 onwards, builders and property owners applying for plan approvals will be required to enter their property's e-Khata or EPID (electronic property ID) number into the OBPS portal. According to the statement issued by BBMP, the system will then automatically cross-verify property tax records, thereby removing the need for manual submissions or verification by the revenue department. Officials say this step is part of a broader strategy to digitise urban governance and improve service delivery timelines. Once implemented, applicants will no longer need to forward ownership records separately to BBMP's Revenue Department for verification, a step that often caused delays in the approval process. Additionally, the BBMP is enhancing its accountability framework under a 'Trust and Verify' approach. According to new guidelines, assistant directors (town planning) must either approve or reject preliminary plans with valid reasons within a stipulated timeline. If they fail to act, the system will automatically trigger a deemed approval. In such cases, joint directors (town planning) must report inaction to zonal commissioners, who are empowered to initiate disciplinary proceedings under existing service rules, the statement said. Officials believe this integration between e-Khata and OBPS marks a critical step in digitizing the end-to-end building permission workflow, reducing manual interventions, and making the approval process more predictable for homebuilders and developers.

Bengaluru property owners can now get an e-khata online within two days
Bengaluru homeowners can now obtain their e-khata, Karnataka's digital property ownership document, without visiting municipal offices in person. According to the Bruhat Bengaluru Mahanagara Palike (BBMP), the final e-khata can now be processed and delivered within 48 hours of application, marking a major step toward streamlining property-related services in the city. E-khata is an electronic version of the traditional khata certificate, introduced by the BBMP in Bengaluru and other local bodies in October 2024. This digital record is available online, where property owners can apply for, download, and verify their khata without visiting the municipal office. Also Read: Bengaluru's property registrations dip 21% amid E-khata implementation woes Property owners without a khata can now generate one by accessing the official E-Aasthi portal To obtain a khata, property owners simply need to upload essential documents, including their Aadhaar number, sale or registered deed number, a recent property photograph, and an Encumbrance Certificate covering the period from the property's registration date up to October 31, 2024. After entering property details, homeowners must upload ownership and tax records, verify the location using an interactive map, and complete Aadhaar eKYC to confirm their identity and address. Once the application is submitted, BBMP authorities will examine the details and may conduct a site visit if required. If all criteria are met, the final e-khata is typically generated within two days.
