E-khata mandatory for building plan approvals from July 1
From July 1, 2025, submitting an e-khata will be mandatory when applying for any building plan approval online, including applications under the Nambike Nakshe scheme. After making e-khata mandatory for property transactions, the Bruhat Bengaluru Mahanagara Palike (BBMP) has now made the document mandatory for building plan approval as well.
The process of sending property documents to the Revenue Department for verification has been discontinued from the same date.
The Hindu had reported about the civic body's plans to do so in December, 2024.
The civic body, in a release on Monday, said that within BBMP limits, building plan approvals are already being provided online through the EoDB-OBPS (Ease of Doing Business – Online Building Permission System) software. The Revenue Department of the BBMP has implemented the E-Aasthi software, through which E-Khatas are already being issued for properties under its jurisdiction. The data for such properties is available in the E-Aasthi system.
'Steps have been taken to integrate the online building plan approval system (EoDB-OBPS) managed by the Town Planning Department with the E-Property system that issues E-Khatas through the Revenue Department. From July 1, 2025, it will be mandatory to enter the E-Khata / ePID number in the online software and submit the E-Khata when applying for building plan approval. This allows for automated verification of property records within the software itself,' said the release.
As a result, manual submission of property documents to the Revenue Department for verification will no longer be required, simplifying the process and ensuring timely delivery of services like building plan approvals, the release added.
In addition, for applications under the 'Trust & Verify' model, temporary approvals granted online must be verified and confirmed by the Assistant Director (Town Planning) within the specified timeframe. If no action is taken or no valid reason is given within the timeframe, the system will automatically grant deemed approval. In such cases, the Joint Director (Town Planning) of the respective zone is instructed to report the responsible officers up to the Zonal Commissioner for disciplinary action as per rules, added the release.
Meanwhile, Munish Moudgil, Special Commissioner (Revenue), BBMP, said that five lakh citizens have taken the final e-khata.

FM to review backlog of income tax disputes on Monday, to push for early resolution
New Delhi: Finance minister Nirmala Sitharaman will on Monday review the backlog of income tax disputes and explore ways of cutting down their pendency at a meeting with senior field officers, two persons informed about the development said, outlining efforts to make tax governance more efficient. The minister will also lead discussions on how to speed up tax refunds further and improve services to the taxpayer while enhancing the tax system's accountability, said one of the persons quoted above. Filed officers will also be asked to explain the average disposal time of grievances. The move is part of efforts to improve the ease of living and ease of doing business, which will complement the broader efforts at reforms and de-regulation. Sitharaman's meeting with Principal Chief Commissioners and other senior officials of the Income Tax Department aims to improve litigation management. The minister will review age-wise pendency of appeals and push for faster disposal of legacy cases, the person said. Issues related to tax refunds including those held up due to non-processing of tax returns under the automatic assessment process and cases where rectification of tax returns for issues like clerical error are impacted due to IT system-related problems will receive attention at the meeting, said the person. Field officers are expected to present data to the minister on pending taxpayer requests and grievances, their average disposal time and unresolved grievances in the department's online system e-Nivaran. The finance minister is likely to question the tax administration's zones with vigilance cases pending beyond permissible timelines and disciplinary matters pending for months, the person said. The minister will examine the best practices adopted by select regions and reiterate the need for a 'taxpayer-centric, tech-enabled, and transparent ecosystem across the Income Tax department,' added the person. Tax experts said the focus should be on setting up a robust framework to address the backlog of cases at the Commissioner of Income Tax (Appeals) level. 'Introducing specified time limits for disposal of appeals is long overdue, and this would ensure greater accountability within the department and reinforce certainty for taxpayers,' said Amit Maheshwari, tax partner at AKM Global, a tax and consulting firm. 'Additionally, the present requirement of a 20% pre-deposit in high-pitched assessments should be reconsidered to ease the financial stress on taxpayers. The refund mechanism needs more transparency, and the grievance redressal system must be made significantly more responsive and efficient,' added Maheshwari. At a meeting in the capital with senior officials last week, Sitharaman reviewed the performance of the Central Board of Indirect Taxes and Customs (CBIC) and urged swift closure of investigations, speedier tax refunds, and easier goods and services tax (GST) registration, Mint reported on Friday. The minister then asked the principal chief commissioners, chief commissioners, and director generals of CBIC to enhance performance, fill vacant posts, and enhance administrative efficiency. 'We have already discussed the project issues with the Forest Department. Land acquisition and financial aspects for reservoir works have been reviewed. Based on suggestions from ministers, we are incorporating necessary changes,' Shivakumar said. He also inspected the project sites personally and said the concerns raised by the departments would be studied in detail and taken up in the upcoming cabinet meeting. 'Even if other projects are delayed, I am determined to complete the Yettinahole project. The Chief Minister has given clear directions to treat it as a priority,' Shivakumar added. The project, seen as vital for water-scarce regions like Kolar and Chikkaballapur, has been a long-pending demand from local communities.
