New Delhi [India], June 11 (ANI): In a scathing attack on the BJP-led Delhi Government, senior Aam Admi Party (AAP) leader and Leader of Opposition (LoP) in the Delhi Assembly, Atishi, condemned the concealment and unilateral introduction of the proposed fee regulation bill, the party said in an official statement. She pointed out that the BJP government deliberately bypasses democratic processes by planning to introduce the Bill through an ordinance, without any public consultation, stakeholder engagement, or legislative scrutiny, as per the release. 'This Fee Regulation Bill has been kept hidden by the BJP. No parent, lawyer, MLA, or Delhi resident has seen this bill. Why is it being concealed? If this bill is in the interest of parents, then why hasn't it been shown to them? Why hasn't it been uploaded to the website? Why hasn't public feedback been invited?' questioned Atishi. The AAP Legislative Group has formally demanded that the BJP government convene a Special Session of the Delhi Assembly to introduce the Fee Regulation Bill. Atishi stressed that the Bill must be referred to a Select Committee consisting of members from both AAP and BJP, and that comprehensive public consultations must be held before it is passed, it added. 'There was talk of a Fee Regulation law, but no one has seen the draft till date. Parents spoke in one voice: the fee law must not be brought in through an ordinance. The draft bill should be made public, their opinions must be heard, and only then should the bill be passed,' she said. Calling out the BJP's opaque tactics, Atishi remarked, 'This may be the first time in Delhi's history that such a significant law or policy is being brought without any public feedback. Hiding the draft of a law like this only shows one thing: something is seriously sketchy with it. This bill isn't meant to reduce school fees or to regulate private schools. It's being brought in to protect private schools.' As per their release, with Education Minister Ashish Sood confirming that the Bill will not be tabled in the Assembly, Atishi said, 'The BJP Government is going to any lengths to shield Delhi's private schools--now sneaking in the Fee Regulation Bill through an ordinance, bypassing the Assembly. New Delhi [India], June 5 (ANI): Leader of Opposition in Delhi Assembly, Atishi, on Thursday wrote a letter to Chief Minister Rekha Gupta over the 'uncontrollable' fees of private schools and demanded that the Fee Regulation Bill should be presented in the Assembly during a special session. In her letter to the Delhi CM, Atishi said that the Bill should also be referred to the Select Committee, which will seek the opinion of the parents. 'The Government should immediately call a Special Session of the Assembly and table the Fee Regulation bill. The Bill should then be referred to a Select Committee, with members from both the BJP and AAP. The Select Committee should do a large-scale public consultation involving all stakeholders. Only after this, the final draft of the Bill, after incorporating all changes, should be passed by the Assembly,' Atishi said. 'If the Bill is brought as an Ordinance-without any debate or public consultation- it will just confirm the suspicion of the people of Delhi that the BJP Government is protecting the interests of private schools, not the parents,' the LoP further said. DPS fee hike row: Parents of several students studying in various branches of Delhi Public School (DPS) held a protest outside the Directorate of Education (DoE) on Tuesday, over the "arbitrary" fee hike and the expulsion of their wards. According to the parents, DPS Dwarka allegedly expelled 32 students earlier this month due to non-payment of increased fees. Vivek Jain, parent of a DPS Rohini student, called on authorities to intervene at once. "We are willing to pay the fee approved by the government, but not the increased amount imposed by the school without proper explanation." He also urged the government to share the draft of the proposed school fee regulation bill with parents. "We want to understand whether it genuinely safeguards the interests of parents and students," he said. Aswani Makul, whose child also studies at DPS Rohini, said they had even approached the high court regarding the issue, but no concrete step was taken by the DoE. "The school continues with the same practices. We need clear and decisive action from the authorities," he said. On May 15, the Directorate of Education directed the school to revoke the students' expulsion and readmit them. The department also asked the school to ensure that no child is discriminated against in fee-related matters. A compliance report was requested within three days. Sangeeta, a parent of a DPS Dwarka student, said, "We are ready to pay the fee set by the Directorate, but the school keeps raising it on its own. There is a lack of transparency, and parents are being unfairly burdened." Azad Singh, a parent, highlighted the stress on children. "Students are being mentally harassed and threatened with expulsion over the unpaid fees. This affects their well-being and violates their right to education. The authorities must step in and act firmly," he said. There was no reaction from DPS Dwarka on the allegations. A group of parents wrote a letter to the Chief Minister Rekha Gupta, listing eight demands and seeking urgent government intervention. In their letter, the parents urged the government to roll back any unapproved fee hikes and take strict action against schools coercing students. Citing the Doctrine of Participatory Governance and the Pre-Legislative Consultation Policy (PLCP), 2014, the parents called for public disclosure of the draft Delhi School Education Transparency in Fixation and Regulation of Fees Bill, 2025. They also insisted on the inclusion of a democratically elected body of parents in the drafting process of the legislation, the letter read. It further mentioned a comprehensive audit of all unaided private schools and the societies running them, to be conducted by the Comptroller and Auditor General (CAG) and forensic experts, under provisions of the Delhi School Education Act and Rules (DSEAR), 1973. Parents demanded that audit reports conducted by the teams led by Sub-Divisional Magistrate, as earlier announced by the Education Minister, be made public along with action-taken reports.
