Kerala High Court questions selection mode for teachers in aided schools
KOCHI: Expressing concern over the selection process for appointing teachers in government-aided schools, the Kerala High Court has observed that prima facie, it appears there is a significant nexus between the managements and the educational authorities regarding teacher appointments, which are not based on merit but rather on considerations other than merit. Justice D K Singh noted that it seems the manager has absolute discretion to appoint anyone qualified as a teacher at the school without following any selection process or advertising the posts. Furthermore, how these appointments are approved by the educational authorities when the due process of selection is not ensured raises questions. The court directed the Director General of Education to file an affidavit explaining the steps taken to establish a fair selection process for teachers in government-aided schools, aiming to stop the malpractice prevalent in these appointments. If the affidavit is not submitted by June 20, the court has instructed the Director General of Education to appear in person before the court. The order was issued while considering a petition filed by a group of teachers challenging the levy of contributory pension in the NPS Scheme from their salaries.

Days after Azamgarh clash, SP MLA says BJP ‘escalated' tension; party calls it ‘baseless'
A CLASH between members of two communities in Azamgarh's Bamhour village recently, which prompted one community to put up posters declaring that their houses for sale, took a political turn on Monday when Samajwadi Party (SP) MLA Akhilesh accused the ruling BJP of 'escalating the matter by instigating one of the communities.' The BJP denied the allegations. The Azamgarh police on Monday arrested three more persons, bringing the total number of arrests in the case to 11, said a senior police officer. The incident took place on June 3 after objections were raised when youths from a particular community were seen recording videos and taking photographs from their rooftops of a marriage procession in which women were dancing. A clash erupted between the two communities, during which stones were pelted and sticks were used to assault one another. Members of both communities were injured, police said. MLA Akhilesh claimed that while the clash had broken out over playing of music on loudspeakers, a case has been registered against members of only one community. He alleged, 'After the incident, BJP workers and office-bearers from other areas reached the village and escalated the situation by inciting members of a community…' 'On June 12, people put up posters declaring their houses were for sale after being instigated by the BJP,' he claimed. Bamhour village falls under the Mubarakpur Assembly seat, with a major chunk of its residents engaged in agriculture. 'I visited the village twice after the incident and tried to convince the people. No one has sold their house or left the village,' claimed Akhilesh, adding that the posters have been removed. Akhilesh won the Assembly election from the Mubarakpur Assembly seat, under which Bamhour village falls. A senior police officer also said all the posters have been removed and no one has left the village or sold their house. Later in the day, BJP's Azamgarh district president D K Singh denied all the allegations levelled by the MLA, terming these as 'baseless'. He added that the prime accused in the case had fled after the incident and allegedly threatened people through social media, which prompted some local residents to put up posters. They approached police, after which the accused were arrested and the matter has since been resolved, claimed Singh. Police said some members of one of the groups involved in the June 3 clash suffered serious injuries and they, led by a local resident, Sandeep Kannojia, who belongs to the Scheduled Caste community, filed a complaint at the local police station. The case was registered under several charges, including voluntarily causing hurt, criminal intimidation, attempt to murder, and assault or use of criminal force on a woman with intent to outrage her modesty. The SC/ST Act was also invoked.

Aided school teachers: Kerala HC asks govt to provide details of steps needed for fair selection process
Kochi: High court has directed the director of general education (DGE) to file an affidavit within seven days, detailing the steps required to ensure a fair selection process for the appointment of teachers in govt-aided schools in the state. Justice D K Singh gave the order on a petition filed by certain higher secondary school teachers challenging the deduction of a levy towards the contributory pension under the National Pension Scheme (NPS) from their salaries. In its interim order, the bench observed that, as of now, managers have absolute discretion to appoint any qualified individual as a teacher without following any formal selection process or advertising the posts. The court also questioned how such appointments are being approved by the educational authorities despite the absence of a due selection procedure. Prima facie, the court noted that there appears to be a nexus between school managements and educational authorities, enabling appointments not based on merit but on considerations other than merit. If the affidavit is not filed before the next posting date of the petition, the DGE shall appear in person before court. The bench also directed that an affidavit from the principal secretary of general education be filed on the same issues before the next posting date, and adjourned the matter to June 20. Isro facing multiple challenges in building Bharatiya Antariksha Station: Director of Human Space Flight Centre
The Indian Space Research Organisation (ISRO) is facing multiple challenges in its plans towards building the ambitious Bharatiya Antariksha Station (BAS), said DK Singh, director, Human Space Flight Centre. 'There are technical challenges: the long gestation period, the availability of Indian industry expertise and the cost and the returns for a huge project like the BAS. But we are addressing these challenges,' said Singh, during a panel discussion on building space stations at the ongoing Global Space Exploration Conference (GLEX) on Thursday. India has proposed to build the Bharatiya Antariksha Station (BAS) by 2035 with the first module BAS-1 scheduled for a 2028 launch. Speaking to The Indian Express, Singh said, 'The overall aerospace industry in India will need to step up their infrastructure, from manufacturing, developing life support systems among others.' The senior ISRO official further called on the global industries to partner with India for the multiple human space exploration missions planned in the near future. Singh further said that India will make the BAS available for the use of the international space community at affordable costs. 'It will be a space lab, which will facilitate astronauts to undertake experiments, which otherwise cannot be performed on Earth due to its gravity. Life sciences and pharmaceutical sectors have huge scope to perform experiments at BAS. Drug tests can be performed at BAS,' he said. Even though there are efforts underway by multiple private space companies towards building a space station, but the role of governments will continue to remain vital, said Michael Lopez Alegria, veteran NASA astronaut and mission commander of two Axion missions. 'The governments will remain the major partner in building and utilisation of the space station. We need individuals and nations to use the space station,' he said. Thomas Pesquet, astronaut with the European Space Agency (ESA), cited the lack of political will among European nations in getting space activities underway as the biggest challenge. 'In India, there is a strong political will and focused efforts, for example in building the BAS. It is time for Europe to step up,' said Pesquet. The International Space Station, now operating for 24 years, has been the longest serving space stations and has surpassed its mission life. So far, over 700 people have visited space.
