DPRs submitted for comprehensive drainage system in Sambalpur city
SAMBALPUR: In a bid to mitigate the persistent waterlogging woes of people residing in low-lying areas of the city, the Sambalpur Municipal Corporation (SMC) has submitted a series of detailed project reports (DPRs) for a comprehensive drainage system which is awaiting final approval from the Housing and Urban Development department. The proposed drainage project involves preparation of a master plan and DPRs by Bhubaneswar-based Ecometrix Consultants Pvt Ltd at an estimated cost of Rs 2.46 crore. The project aims to provide a long-term solution to the city's recurring flooding and drainage woes, especially in low-lying wards. SMC commissioner Vedbhushan said a total of six DPRs have been forwarded to H&UD department so far. 'The department has shared its observations, basing on which we've revised the DPRs. The updated reports will be submitted by the end of this week. Once approved, the tendering process will begin.' The master plan envisages a robust storm water drainage system to mitigate floods, waterlogging and urban inundation. Key watercourses identified for development include Malti Jore, Harad Jore, Dhobi Jore, Tangara nullah, Mandalia nullah, Power Channel, and all primary, secondary and tertiary drains across the 41 municipal wards of Sambalpur city. As part of its groundwork, the Bhubaneswar-based agency conducted DGPS survey covering 353 sq km across all 41 wards - home to around 3.5 lakh residents. Ward-level feedback meetings were also held to map existing drainage bottlenecks and problems. While the implementation of the master plan will take time, the SMC is ramping up short-term measures to handle waterlogging issues in the current monsoon season. 'Missing drains are being constructed and narrow ones widened. Major drains have been desilted to ensure uninterrupted water flow. The situation will be better this year,' the commissioner added. Currently, localities like Sakhipara, Chandan Nagar, Charbhati, Mandalia, Binakhandi, Balibandha, Govindtola, Hirakud Colony, Housing Board Colony, Modipara and Kumbharpara - all situated in low-lying zones - suffer the most due to outdated and undersized drainage channels. Besides, the localities near Mahanadi river often grapple with flood-like situations caused by backwater from the dam. The new drainage system is expected to resolve these issues that have persisted for over two decades.

Revenue department in Coimbatore slashes pending land survey applications in two years
COIMBATORE : With the introduction of Differential Global Positioning System (DGPS) equipment and substantially increasing manpower, the revenue department has brought down the number of pending land survey applications in Coimbatore over the past two years. In 2023, a total of 50,862 applications — including Not Involving Sub-Division (NISD) and Involving Sub-Division (ISD) — were pending with the revenue department. As of June 8, 2025, the number came down to 14,337. This improvement is also being attributed to the higher number of petitions processed every month. Besides, the Madras high court directed authorities to expedite the disposal of pending NISD applications. Following this, significant progress was made, clearing a substantial backlog within a short time. Two years ago, it took a minimum of six months to one year to dispose of an application. Now, the processing time has been reduced to 15 to 60 days. A senior official from the revenue department said the number of surveyors in the district was 60 in 2022. Over the past two years, the number of surveyors has increased to 125, including 53 temporary staff. "We are now disposing of around 8,000 applications a month. Earlier, each surveyor could handle only 40 applications per month. That number has now doubled to 80," he said. "The state govt has instructed us to dispose of each petition within a month," he added. However, due to the real estate boom, the city is expanding rapidly, leading to a steady rise in survey applications, especially in suburban and rural areas. "In 2022, we received around 8,000 ISD applications from rural areas. This number has now increased to 12,000," the official said. For measuring water bodies and highly disputed areas, the department uses Differential Global Positioning System (DGPS) equipment. "We have five DGPS units in the district. For regular surveys using tape, we charge ₹400 per side of land. For DGPS-based surveys , the fee is ₹1,000 per side," he said. The official also noted that for land, house, or property purchases that do not involve any change in land extent, the title is updated on the online Patta portal within four hours of registration. This system, implemented in 2023, is also a key reason for the reduction in pendency. "We no longer need to verify such properties again after registration," he said.

E-pass permit system for transport of construction materials from quarries to take effect in Tiruppur district from June 9
The Tiruppur administration has directed quarries mining construction materials to comply with electronic (e-pass) system for transport of the load from the storage points, from June 9. Till now, the lessee was entitled to obtain transport permit and despatch slips from the District Collector concerned or any officer authorised by him for removal of the minerals from the leasehold area. The new electronic system will take effect under the Tamil Nadu Prevention of Illegal Mining, Transportation and Storage of Minerals and Mineral Dealers Rules, 2011, District Collector T. Christuraj said in a press release. 'The system of transport of construction materials using the transit passes with hologram will be stopped. Only the electronic passes downloaded from the website: will be valid. Vehicles flouting the directive will be confiscated,' he said. During 2023, the Geology and Mines Department had started working on bringing in Differential Global Positioning System (DGPS), Mineral Management System (MMS), e-permit, vehicle tracking system, and drone survey, in response to the directive of NGT, Southern Zone, following a case filed a year earlier by Tiruppur-based Tamil Nadu Farmers Protection Association. The NGT had flagged 'misuse of the transit permits' and also 'illegal transportation' of the quarried material. For the DGPS technique entailing fixing of boundary of the quarry/mining lease area to ascertain whether the lessees were operating the quarries within the permitted area, 23 agencies were empanelled for erecting boundary pillars using geo-coordinates. The online MMS for minor minerals is designed to have a tab on the processes right from the stage of application till the grant of lease. The department had favoured e-permit system combined with installation of weigh bridge at quarry sites as it will help control illegal transportation of minerals and also assess the quantity of minerals quarried and transported from the lease premises. The electronic system required all the vehicles transporting minerals to be registered with the department and to instal AIS-140 or higher standard of GPS instrument. The software was developed for the Mineral Management System (MiMaS) by Tamil Nadu e-Governance Agency. With the objective of removing the scope for illegal quarrying resulting in revenue loss to the Government, e-permit system for obtaining bulk permits was initially launched on a trial basis in Chengaplattu and Kancheepuram districts, and subsequently extended to Villupuram, Tiruvannamalai, Dharmapuri and Krishnagiri disticts. According to the policy note of the department, out of ₹1835.93 crore, revenue generated from the mineral resources during 2023-24, minor minerals constituted 28% accounting for ₹513.43 crore. As per the official data, 5,245 vehicles transporting minerals without valid transport permits were seized, and penalty of ₹17.43 crore was collected, in addition to registration of 3,891 criminal cases/FIRs.

Panchayat Raj officials survey hilltop hamlet for laying road in Anakapalli district
The engineering officials and staff led by Deputy Executive Engineer (Panchayat Raj Projects), Chintapalli, D. Suresh Reddy and J.E. Kiran, conducted a survey at the hilltop hamlet of Jajulabandha in Arla panchayat of Anakapalli district for the preparation of Detailed Project Report (DPR) for laying of a BT road from Pithrigedda to Jajulabandha. The officials visited the hamlet after the 'Spotlight' story titled 'Diseases haunt A.P.'s verdant hills' published in The Hinduhighlighted how seasonal diseases are affecting the tribal people and their travails in carrying the sick in dolis in the absence of roads to the hilltop hamlets. They told the villagers that they would prepare the DPR and cost estimates and submit a proposal for the road work to the government. 'We conducted a Differential Global Positioning Survey (DGPS) survey on June 4. We visited the hamlet trekking from Pithrigedda to Jajulabandha on June 3. We are in the process of preparing the DPR, which will be submitted to the State Technical Adviser (STA) of PM JANMAN in about a week for approval. It will pass through various stages to reach the Empowered Committee. The entire process will take three to six months,' Mr. Suresh Reddy told The Hindu. 'The road from Arla to Pithrigedda was sanctioned under the MGNREGS in December 2024. The work is in progress and is expected to be completed in six months,' he said. 'The government sanctioned ₹1 crore under MGNREGS for laying a road from Arla to Jajulabandha in 2023. The officials built only four culverts and showed in the records that they had spent ₹28 lakh. The tribal people staged protests to highlight the apathy in laying the road, after which the work was stopped,' said K. Govinda Rao, district executive committee member of CPI(M.)
