Before hitting the ground, the batch of 2025 to undergo 13-month training on new-age crimes
1 2 Lucknow: With the formal recruitment of 60,244 constables in Uttar Pradesh, the state police's training directorate rolled out a comprehensive 13-month training programme designed to equip the new recruits with the skills needed to tackle modern-day policing challenges, particularly in the realms of cybercrime, digital evidence management, and the newly implemented criminal laws. The training will be conducted at 112 centres across the state and will follow a structured three-phase approach. According to DG, Training, Tilotma Verma, the programme will begin with a one-month preliminary module after the constables complete their joining formalities in their respective districts. This will be followed by nine months of basic training at 10 Police Training Institutes (PTIs) and 102 Recruit Training Centres (RTCs). The final three months will comprise on-the-ground practical field training in their assigned districts. "The training curriculum has been modernised to ensure our new recruits are future-ready. It places particular emphasis on cybercrime, the use of cryptocurrency, surveillance of the dark web, and the application of soft skills in policing," Verma told TOI. To maintain instructional quality and consistency, over 1,200 police officers and 3,500 master trainers and subject matter experts have been deployed. Specialists in computer applications, telecommunications, and forensic sciences are being roped in, while pedagogy teams are undergoing additional capacity-building sessions to align with the updated training modules. The training will devote extensive hours to the three new criminal codes — the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA). The recruits will be taught to operate within this new legal framework and will receive hands-on instruction in modern policing tools. Scientific evidence collection, crime scene documentation, videography, and digital uploading of evidence to FIRs via the Crime and Criminal Tracking Network and Systems (CCTNS) will be integral to the training. "In the digital age, efficient evidence handling and understanding the nuances of cybercrime are essential. That is why we've added detailed modules on the IT Act, cybercrime protocols, digital arrests, and cybersecurity threats such as cryptocurrency scams, IoT vulnerabilities, and deep/dark web activities," Verma added. Technology will form the backbone of the training programme. Trainees will be introduced to key software and mobile platforms used in day-to-day policing and public service delivery. These include e-Sakshya for electronic evidence documentation, e-Prison for inmate tracking and jail management, UPCOP for citizen services such as e-FIRs, online permissions, and complaints, TRINETRA for criminal tracking, NAFIS (National Automated Fingerprint Identification System), and the e-Challan system for traffic violations. The training module has been designed to ensure that constables are not just enforcers of law, but also service-oriented and tech-savvy professionals who can respond effectively to the latest crime trends, said the DG training.

Shah inaugurates central forensic lab in Rajarhat
1 2 Kolkata: Amit Shah said on Sunday the Centre will take a "holistic approach" to criminal justice from Jan 2026, through which India's criminal justice system will be "based on evidence rather than argument". The Union home minister was speaking at the inauguration of a Central Forensic Science Laboratory (CFSL) in Rajarhat. The lab, spread across six acres, was built with an investment of Rs 90 crore. "The Indian govt has started creating clusters of three-four states and developing their criminal justice system to become more evidence-based using CFSL facilities. We will develop a holistic approach that will be effective from Jan 2026. Each police station will be able to avail the advantages of CFSL facilities," Shah said. "The entire criminal justice system will be based on evidence rather than argument. Accused will not be freed only due to benefit of doubt," he added. The Union home minister said the CFSL network will assist states as state forensic science labs will be able to take expert opinion from CFSL facilities. We have already given a legal base to processes like using technology in crime scene investigation and trial," Shah added. He further said that changed evidence laws, under the BNSS, now make it mandatory for the forensic science team to visit the crime scene for crimes that are liable for punishment for seven years and above. Shah announced that nine new campuses of the National Forensic Sciences University (NFSU) will be built with an investment of Rs 1,300 crore. Seven new CFSL facilities will be built with an investment of Rs 860 crore across UP, Chhattisgarh, Odisha, Rajasthan, Tamil Nadu, Kerala and Bihar. "We will bring development projects for forensic capacities with an investment of Rs 2,080 crore. A national forensic data centre will be prepared with an investment of Rs 200 crore. We will use AI to analyse data in these centres," Shah said. "All 17,184 police stations are connected by Crime and Criminal Tracking Network and Systems . We are monitoring them online too. We will need forensic experts and infrastructure. Each district will be provided a forensic mobile van. We have already established the NFSU. We have 16 premises now, and 10 more NFSU colleges will come up. We will have 36,000 students holding diplomas, degrees and PhDs. We will have a steady supply of trained manpower," he added.

Haryana doing well on digital crime tracking: Haryana chief secretary
Haryana has performed well in digital crime tracking and data management, consistently scoring 100% on the pro-active governance and timely implementation (PRAGATI) dashboard, said chief secretary Anurag Rastogi on Monday. PRAGATI is a multi-purpose and multi-modal platform created to address grievances of the public, monitor and review important projects and programmes of the government. The chief secretary, who reviewed the progress of the Crime and Criminal Tracking Network and Systems (CCTNS), said the state has reinforced its position as a leader in digital governance and citizen-centric policing. Rastogi said that since October 2024, the state has secured the top position 35 times, reflecting its sustained commitment to effective and transparent policing. Additional chief secretary (Home) Sumita Misra said the Haryana Police has been scoring a perfect 10 out of 10 on the Right to Service (RTS) dashboard for citizen services available on the HarSamay portal. With over 69.95 lakh applications processed within the designated time limits on the SARAL portal as of May 22, 2025, the state police ranks first in timely service delivery. She further said that several key technological enhancements have also been integrated into the CCTNS system to improve efficiency. These include the deployment of patch-10 for Medical Legal Cases (MLC), postmortem registration and doctor information. Now, the system allows for court confirmation of the chargesheet verifications. The e-signature facility was made generic for all relevant forms and documents, enabling seamless digital authentication. Aadhaar cards of investigating officers have been mapped to their CCTNS login IDs, removing the need to manually enter Aadhaar numbers for every e-sign use. The e-FIR module for automatic registration of FIRs in vehicle theft cases is now fully functional. Additionally, emails regarding accidental death cases are automatically sent to the concerned deputy commissioners from the CCTNS platform.

Haryana has once again reinforced its position as a national leader in, and citizen-centric policing, state officials claimed on Monday. Chairing the 30th meeting of the State Apex Committee (SAC), Haryana Chief Secretary Anurag Rastogi reviewed the progress of the Crime and Criminal Tracking Network and Systems (CCTNS) and highlighted the state's achievements in the project's implementation. Rastogi said, 'Since October 2024, Haryana has consistently scored 100 per cent on the Pragati Dashboard, showcasing its top performance in digital crime tracking and data management. Over the last 46 months, beginning June 2021, the State has secured the top position 35 times, reflecting its sustained commitment to effective and transparent policing.' The Appointments Committee of the Cabinet (ACC), based on the recommendations of the selection committee, approved Sood's extension for a period of one year beyond May 24. Earlier, Sood was working as Karnataka's director general of police (DGP). Later, he was named as the director of the CBI. Born in Himachal Pradesh's Kangra district in 1964, Sood joined the IPS at the age of 22 years after completing his civil engineering at the Indian Institute of Technology, Delhi. He also holds a post-graduation degree from the Indian Institute of Management, Bengaluru, and the Maxwell School of Governance, Syracuse University, in New York. Sood, known for his hands-on approach, had supervised investigations of high-profile cases involving high-net-worth individuals and matters having interstate and international ramifications. The tech-savvy officer had worked for the strengthening of the CCTNS (Crime and Criminal Tracking Network and Systems) and the ICJS (Interoperable Criminal Justice System) in Karnataka along with the judiciary.
