Centre issues Census notification, 35 lakh enumerators to carry out exercise in two phases
The exercise is set to be carried out in two phases with two separate reference dates for population. It will be the 16th such exercise and eighth since Independence. The notification Monday came hours after the Union Home Minister Amit Shah chaired a high-level meeting to take stock of the preparations for the Census. New Delhi: The Narendra Modi-led central government Monday notified the Census to estimate the population of the country and demographic details in 2027. This census, initially set to take place in 2021, will also have data on caste identities of the population. In the first phase, a Houselisting Operation (HLO) will be carried out, during which enumerators will record all buildings, houses, and households in a specific area along with data on housing characteristics, amenities, and assets. In the second phase, there will be Population Enumeration (PE), under which the government will store the data concerning the demographic, socio-economic, cultural and other details of every person throughout the country. 'The ensuing Census will be conducted through digital means using mobile applications. Provision of self-enumeration would also be made available to the people,' the MHA had said Sunday. The government said it will deploy about 34 lakh enumerators and supervisors along with nearly 1.3 lakh Census functionaries for the process, that will involve more than 140 crore people. 'In exercise of the powers conferred by section 3 of the Census Act, 1948 (37 of 1948), and in supersession of the notification of the Government of India in the Ministry of Home Affairs (Office of the Registrar General, India) number S.O. 1455(E), dated the 26th March, 2019 published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (ii), dated the 28th March, 2019, except as respects things done or omitted to be done before such supersession, the Central Government hereby declares that a census of the population of India shall be taken during the year 2027,' the Registrar General of India said in a gazette notification Monday. 'The reference date for the said census shall be 00.00 hours of the 1st day of March, 2027, except for the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand,' it further said. 'In respect of the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, the reference date shall be 00:00 hours of the 1st day of October, 2026,' the notification concluded. Most importantly, the 2027 Census will include humongous data collection, including the caste details, will be conducted in two phases, where the first phase will cover the union territories of Jammu and Kashmir and Ladakh, and two hilly states — Himachal Pradesh and Uttarakhand — beginning on October 1, 2026 and the second phase will start on March 1, 2027. Home Ministry notification As per a report carried by IANS news agency, the Home Ministry notification issued under Section 3 of the Census Act, 1948 (37 of 1948), said, 'A census of the population shall be undertaken during the year 2027. Reference date for 2027 India Census The report also talks about the reference date of the census will shall be 00.00 hours of March 1, 2027, except for the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand. 'In respect of the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, the reference date shall be 00:00 hours of October 1, 2026,' it added. 2027 Census and Caste Data Notably, this is the first time that caste enumeration will be made part of the mammoth Census exercise. The Centre, in a recent cabinet meeting, had given clearance for caste enumeration in the Census, reasoning that it would enable the Central government to frame policies with better precision and also make it target-oriented. Congress vs BJP on Caste Census The green light for caste-based Census also stirred political fight as the Congress claimed that the Modi government was forced to include its idea of social justice and social empowerment. Ministry of Home Affairs issues notification for conducting national population census in 2027
NEW DELHI: The Union Ministry of Home Affairs (MHA) on Monday issued a formal notification for conducting the National Population Census for the year 2027 with the reference date of March 1, 2027. The Gazette Notification, which has been issued in the name of the Registrar General and Census Commissioner of India, Mritunjay Kumar Narayan, under the administrative authority of the MHA, said, 'In exercise of the powers conferred by section 3 of the Census Act, 1948 (37 of 1948), and in supersession of the notification of the Government of India in the Ministry of Home Affairs (Office of the Registrar General, India)…, dated 26th March, 2019 published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (ii), dated 28th March, 2019, except as respects things done or omitted to be done before such supersession, the Central Government hereby declares that a census of the population of India shall be taken during the year 2027.' The notification further read: 'The reference date for the said census shall be March 1, 2027, except for the Union territory of Ladakh, the snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir, Himachal Pradesh and Uttarakhand.' It went on to add that in respect of the UT of Ladakh and snow-bound non-synchronous areas of the UT of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, 'the reference date shall be 00:00 hours of the 1st day of October, 2026'. It is to be noted here that this time for the first time since Independence the Census will also encompass caste enumeration.

New Delhi, June 16 (UNI) The government of Monday officially notified that the next Census of the population of India will be conducted in the year 2027. The Ministry of Home Affairs (MHA) made the announcement through a Gazette notification issued under Section 3 of the Census Act, 1948 (Act 37 of 1948). 'The reference date for the said census shall be 00.00 hours of the 1st day of March, 2027, except for the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand,' the notification said. 'In respect of the Union territory of Ladakh and snow-bound non-synchronous areas of the Union territory of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, the reference date shall be 00:00 hours of the 1st day of October, 2026,' the notification said. Union Home Minister Amit Shah on Sunday reviewed the preparation for the forthcoming Census of India here. The meeting was attended by the Union Home Secretary, Registrar General & Census Commissioner of India (RG&CCI), and other senior officials.
