Carrier revocations overachievement illustrates increasing market vulnerability

Chart of the Week: Carrier Details Net Revocations – USA SONAR: Carrier Net Revocations—which measure how many truckload operators (businesses) are exiting the industry—have remained unseasonably elevated throughout the first half of the year. The current pace of exits is 16% higher than during the same period in 2024. Although new authority issuances have increased this year, they've stumbled in recent weeks as new enforcement behaviors and processes may be creating additional barriers to entry. The U.S. truckload market remains a challenging landscape for many carriers and 3PLs, with demand still too low to support stable business operations. While there has been marginal improvement over the past several years, it hasn't been enough to push rates high enough to support the current level of capacity. Many structural issues persist, raising the risk of capacity falling to critically low levels. Tender rejection rates (OTRI) — which measure how often carriers decline shipper requests for capacity — have been steadily rising since May 2023. This trend indicates declining carrier availability. In weaker markets, carriers are generally more willing to accept freight, so rising rejection rates in a down market carry more weight. Spot rates (NTIL), traditionally used to gauge truckload market health, have followed a similar upward trajectory. However, rates can be a noisy metric, as fluctuations in haul lengths and inflationary cost inputs can distort the picture. While spot rates are flat year-over-year, operating costs have risen—making profitability more elusive. Diesel prices have declined, offering a rare relief. (Note: fuel costs are excluded from the charted rate index.) In May, the president issued new guidance on enforcing english language proficiency at a state level for drivers. While the specifics of enforcement remain unclear, the move could create additional hurdles for new entrants. Additionally, efforts to crack down on CDL fraud have intensified, with stricter vetting processes further raising the bar for prospective drivers. Tender volumes (OTVI) are down approximately 10–15% compared to this time last year. While much of this decline stems from mode shift—particularly in long-haul freight moving to intermodal—recent trends suggest that overall demand may also be softening. Beyond the obvious issue of lower demand undermining core business, inconsistent volume makes it harder for carriers to maintain balanced networks, often requiring months to realign. All these factors point to growing systemic risk in the trucking industry as capacity continues to exit the market. Historically, every major market flip has had a catalyst, but each was preceded by recession-like conditions within the freight space. The 2017 market boom followed a year and a half of softness. The pandemic surge came after a deep freight recession in 2019. Today's downturn is one of the longest and most severe on record. The market may have flipped already if not for supply chain lessons learned during COVID and the broader economic uncertainty. Market inflections are inherently difficult to predict, but the sustained pace of carrier revocations signals that supply is rapidly converging with demand. India leads Capacity Building Initiative on Digital Transformation in BRICS

New Delhi [India], May 23 (ANI): India on Friday hosted a Virtual Capacity Building Session on Digital Transformation in BRICS, organised by the Department of Telecommunications (DoT) through the National Communications Academy, Technology (NCA-T) in Ghaziabad, according to an official release from the Ministry of Communication. Convened under the BRICS ICT Working Group, the event brought together digital thought leaders from across the BRICS nations to explore shared challenges, best practices, and chart a path forward for robust ICT cooperation among the group countries. The session was inaugurated by Daniel Cavalcanti, BRICS Chair, and Atul Sinha, Director General of NCA-T, India. Cavalcanti commended India for hosting the session and highlighted the event's role in advancing cooperation, focusing on mobile security, cyber resilience, digital infrastructure, and digital twin. Atul Sinha emphasized on capacity building through collaboration, co-creating scalable, secure technologies, and fostering partnerships to empower citizens across BRICS nations. There were four thematic sessions addressing pressing challenges and opportunities in the digital domain. During the event, in session 1, India showcased its flagship Sanchar Saathi initiative aimed at protecting mobile users from fraud, enhancing transparency, and ensuring equitable access to mobile services. The session underscored the importance of citizen-centric regulatory frameworks that foster trust and inclusivity in digital communications. In the session 2, India and Brazil led presentations on their national approaches to cyber resilience. The discussion emphasised preparedness, rapid response, and cross-border cooperation to counter cyber threats. Session 3 focused on building secure, inclusive, and interoperable platforms. India presented AADHAAR as a foundational DPI that has revolutionised public service delivery through identity-based digital inclusion. China also shared insights on its digital infrastructure journey. The session highlighted DPI as a transformative tool for governance efficiency and service outreach. In the session 4, India introduced its ambitious Sangam Digital Twin initiative, aimed at using AI-native, federated platforms to enable scenario-based infrastructure planning and real-time governance solutions. China also shared its experiences with Digital Twin technology. The discussion showcased the use of predictive simulations and data-driven governance as game-changers for public infrastructure management. In the closing remarks, Avinash Agarwal, Deputy Director General, International Relations Division, DoT, India and the BRICS Chair, Daniel Cavalcanti, reaffirmed the commitment of BRICS nations to mutual learning and collaborative digital development. Eskom to implement a 14-hour power outage in parts of Tshwane

Eskom will interrupt power supply to parts of Tshwane on Thursday, 15 May, due to emergency maintenance on its distribution network. The planned power outage will last for 14 hours, from 9:00 to 23:00. It will impact customers in the Cullinan area, including the Council for Geoscience, National Library, Donkerhoek plots, Galagos Country Estate, Kleinfontein, and Rhenosterfontein plots. 'The interruption in electricity supply is necessary to perform essential emergency maintenance on our distribution power lines,' Eskom confirmed in a notice on Friday. The utility advised all affected customers to treat electrical appliances as live for safety during the outage. Eskom: Grid stability remains intact despite maintenance Eskom reassured the public that the power system remains stable. From 1 April to 8 May, the Unplanned Capacity Loss Factor (UCLF) dropped to 27.99%—a 1.2% improvement compared to last year. Additionally, planned maintenance activities have increased to 6 904MW, or 14.76% of total generation capacity. 'The power system remains stable, supported by adequate emergency reserves that are strategically deployed when necessary to manage periods of high winter peak demand,' the utility said. Eskom also reported a slight increase in its Open-Cycle Gas Turbine (OCGT) usage—rising from 3.78% to 3.87% in early May—but noted that diesel reliance is declining. According to Eskom's Winter Outlook on 5 May, the utility does not expect load shedding if unplanned power outages stay below 13 000MW. Even if breakdowns increase to 15 000MW, Eskom estimates Stage 2 load shedding would only be implemented for 21 out of 153 winter days, a significant improvement compared to last year's projections of Stage 5. To support this outlook, Eskom plans to return 2 970MW to service before the evening peak on Monday, 12 May. This additional capacity is expected to ease pressure on the grid during winter.
