Department of Municipalities and Transport launches Binaa digital platform to enhance building permit processes in Abu Dhabi
18 June 2025 15:07 ABU DHABI (ALETIHAD)As part of the official launch of the Binaa digital platform, powered by artificial intelligence technologies, the Department of Municipalities and Transport signed a multi-party cooperation agreement on the sidelines of the Abu Dhabi Infrastructure Summit at the Abu Dhabi Energy Centre, organised by the Abu Dhabi Projects and Infrastructure agreement was signed between the Department and key entities, including Abu Dhabi Civil Defence Authority, Abu Dhabi National Energy Company (TAQA), and e&. Binaa is the first-of-its-kind in the region, representing a fundamental shift in how construction plans are submitted, reviewed, and approved for both new and existing developments across the Emirate. This multifaceted system will reduce processing times by up to 70 percent and it identifies over-designs, such as using unnecessarily complex construction methods or heavy materials for smaller buildings like villas. This helps avoid redundancy, needless costs, and minimises environmental impacts, without compromising structural safety and on its launch, His Excellency Mohamed Ali Al Shorafa, Chairman of the DMT, said, 'We are pleased to launch Binaa alongside our strategic partners. This platform is a transformational step forward for Abu Dhabi's construction sector, and supports our goal of providing smart, AI-enabled services that streamline the permit issuance process while setting a new global benchmark for efficiency and transparency in government services.'Binaa will be rolled out in phases to give architects, contractors, and developers ample time to adjust to its features. In line with the aspirations of the UAE Year of Community, Phase 1 will focus on new private villas, for which about 20,000 applications are received each year. It will also provide all stakeholders, including individual villa owners, their consultants, and contractors, with the ability to simultaneously monitor the project's progress through the Executive Director of the Planning and Infrastructure Sector at DMT, His Excellency Abdulla Mohamed Alblooshi, said, 'Abu Dhabi's construction and building regulatory frameworks are poised to set global standards as a result of the Binaa's rollout. We call on architects, engineers, project owners and everyone operating in the sector to embrace this development as we are all set to benefit from the considerable opportunities it provides.'The platform incorporates artificial intelligence, Building Information Modelling (BIM) — introduced in 2024 and showcased at GITEX Global that same year, along with virtual and augmented reality technologies to improve efficiency and ensure building-codes compliance. Through its advanced features, Binaa introduces an innovative approach to construction virtual interface allows users to remotely explore and navigate construction sites, while tagging areas that require additional development or attention. On-site, augmented technology enhances inspections by overlaying 3D design data onto physical structures and spaces, enabling inspectors to mark zones for closer platform incorporates an advanced AI review tool capable of analysing 2D models of current or older buildings requiring adjustments or improvements, ensuring precision, adherence to regulations, and alignment with Abu Dhabi's building all new and existing 2D building plans will continue to be reviewed manually, with AI gradually introduced into the highlighted that the system enables over 15 government entities to access blueprints and other relevant documents, creating a unified platform for contractors, project owners, and consultants to secure certifications and permissions. Reconstructed SMK Saribas to provide conducive learning environment for students, says Nanta

KUCHING (May 17): SMK Saribas in Debak, Betong has been successfully reconstructed under the 'Design and Build' method to provide students with a more conducive and modern learning environment. Works Minister Dato Sri Alexander Nanta Linggi said the school, previously in a dilapidated condition, underwent reconstruction beginning in May 2023, with a total cost of RM10.15 million. 'The Certificate of Completion (CPC) was issued on March 4 this year,' he said during the handing over of the project in Debak today. The Kapit MP noted that the project reflects the Madani government's continued commitment to enhancing Sarawak's educational ecosystem, particularly through the development of modern, well-equipped infrastructure in rural areas. The reconstruction project included the construction of an indoor hall, two new classrooms, a Visual Arts Education room, and two Class F teacher housing units. Additionally, the project involved the demolition of the old Block SAGA and a staff quarters block to make way for the new facilities. 'This project also adopts Building Information Modelling (BIM) technology and Industrialised Building System (IBS) technology to improve construction quality and productivity. 'The design uses the Environment, Social and Governance (ESG) approach where the building is built not only to meet educational needs but also to be sustainable, resilient and suitable for all, including people with disabilities,' said Nanta. He said the upgraded space is now more comfortable and ergonomic, environmentally friendly, and features improved natural lighting and ventilation while designed for ease of maintenance Nanta expressed his appreciation to the Works Ministry for its trust and collaborative efforts in overseeing the project until its successful completion. Its minister Datuk Seri Alexander Nanta Linggi said this is guided by key frameworks such as the National Construction Policy 2030 and the Construction 4.0 Strategic Plan, as well as cross-sector initiatives. 'We are moving with purpose to accelerate Building Information Modelling (BIM) and industrialised building system (IBS) adoption; drive digitalisation and smart infrastructure planning; build industry-wide capacity through training re-skilling and inclusive participation; and foster public-private partnerships that deliver long-term impact,' he said in his speech at the opening of International Construction Week (ICW) Borneo 2025 at the Borneo Convention Centre Kuching here today. Nanta also praised the leadership of Construction Industry Development Board (CIDB) Malaysia chief executive officer Zainora Zainal for her efforts in expanding CIDB's presence across Sarawak and Sabah through training programmes, regulatory support and capacity building. He said ICW Borneo 2025 marked a strategic turning point for the construction industry. 'This is not just an industry gathering—it is a strategic convergence of minds, markets, and missions. The two-day programme offers more than just dialogue—it offers direction.' Abg Jo: Sarawak-owned universities to introduce engineering degree in construction management, free for eligible Sarawakians
Abang Johari delivers his speech at ICW Borneo. – Photo by Chimon Upon KUCHING (May 13): The Sarawak government will introduce the Bachelor of Engineering in Construction Management at Sarawak-owned universities beginning next year, said Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg. 'This is a new discipline where we will provide education in the field of construction and construction management,' he told reporters after launching International Construction Week (ICW) Borneo here today. He explained that the course is in line with the state's push for a low carbon industry, as construction is one of the sectors that contributes to carbon emissions. 'We need to find new methods, such as using green materials, and also implement low carbon footprint approaches in the building industry. 'For instance, the use of Building Information Modelling (BIM) will help achieve this,' he said. Abang Johari added that eligible Sarawakians can pursue the course at no cost. 'Next year, we will send our students who are eligible to study in our universities under the free tertiary education,' he said. Abang Johari said the Bachelor of Engineering in Construction Management is among the first disciplines of its kind introduced in Borneo and will be offered at University of Technology Sarawak (UTS) and Swinburne University of Technology Sarawak. 'UTS in Sibu and Swinburne are ready. iCATS is not yet ready. By next year, we will start,' he added.

IPO proceeds to boost Hartanah Kenyalang's assets, orderbook

KUCHING (April 30): Hartanah Kenyalang Bhd (Hartanah Kenyalang) will utilise proceeds from its upcoming initial public offering (IPO) on the ACE Market of Bursa Malaysia to expand its assets, in addition to expanding its design and build services. Hartanah Kenyalang is principally an investment holding company, while its subsidiary, Hartanah Construction Sdn Bhd, is involved in building construction services, with a focus on institutional buildings such as schools and other public buildings, and other non-residential buildings; as well as infrastructure construction services, with a focus on bridges and roads. Against the backdrop of growth prospect in Sarawak's construction sector, its managing director Seah Boon Tiat said Hartanah Kenyalang plans to utilise part of the proceeds from IPO exercise to purchase six new excavators to replace some of its older excavators in order to increase our capacity and productivity. 'In addition, we also plan to expand into offering design and build services for our building construction services segments and infrastructure construction services segments by investing in Building Information Modelling system (BIM),' he said during a press conference after its prospectus launch earlier today. BIM is a technology that can digitise various aspects of a construction project, enabling seamless collaboration among project owners, architects, consultants, engineers and contractors by using a 3-dimensional model. As at 30 April 2025, Seah said Hartanah Kenyalang has tendered for various building and infrastructure construction projects with an aggregate contract value of RM451 million, of which RM311 million is in respect of a design and build construction project. its current orderbook stands at some RM150 million, he said. 'By expanding our design and build services, we are confident that this strategic move will enable us to climb up the construction industry's value chain and to increase our overall competitiveness in the marketplace,' he added. To note, the group has 11 years of operating history in the construction industry in Sarawak since commencing business operations in 2010. Among the ongoing construction projects currently undertaken by the group include the construction of the State Archive building in Kuching; construction of school buildings and related facilities for Yayasan International School in Sibu and Kuching; construction of two dilapidated school buildings and related facilities, namely SK Tambay in Kota Samarahan and SK Kujang Mawang in Serian; as well as the construction of the Sebauh Bridge in Bintulu as a rescue contractor. The group has also undertaken a construction project in the neighbouring state of Sabah where the Group is involved in the construction of the Sg Padas Bridge in Tenom.
